Amends the Illinois Drainage Code. In provisions concerning the election of commissioners in districts organized under Farm Drainage Act and certain other districts, provides that an adult landowner is entitled to one vote per parcel of land owned by the owner. Specifies that, if a parcel of land is owned by more than one adult owner, then only one of the owners representing all of the owners may cast a vote per parcel. Provides that, by casting a vote, the voter certifies that the voter is the owner of the parcel. Provides that, if a parcel of land is owned by multiple owners, then the voter casting a vote certifies that a majority of the owners has granted the voter the authority to cast a vote on behalf of all the owners. Provides that, if a parcel of land is owned by an entity, then the person presenting himself or herself on behalf of the entity certifies that the person has the authority to vote on behalf of the entity. Provides that only people owning land in a district may be elected as a commissioner of the district. Provides that a commissioner holding the office that is being considered for election shall not be a judge of the election. Provides that the judges of election shall not be responsible for determining the ownership of any parcel of land. Provides that the judges of election may take reasonable measures to verify that no more than one person casts a vote for all the owners of any parcel. Provides that a person who willfully misrepresents the person's eligibility to cast a vote in an election under these provisions commits a Class A misdemeanor. Provides that the polls shall open at 4:00 p.m. (rather than 2:00 p.m.) and close at 6:00 p.m. (rather than 4:00 p.m.) unless the judges of election shall determine to hold the polls open a longer period to accommodate the voters. Provides that in no event shall the polls remain open later than 7:00 p.m. (rather than 6:00 p.m.).

Amends the Decennial Committees on Local Government Efficiency Act. Provides that the term "governmental unit" does not include a fire protection district established under the Fire Protection District Act.

Amends the Ambulatory Surgical Treatment Center Act. Removes a provision which provides that, in ambulatory surgical treatment centers, anesthesia service shall be under the direction of a physician who has had specialized preparation or experience in the area or who has completed a residency in anesthesiology. Specifies that with respect to anesthesia service in an ambulatory surgical treatment center, a certified registered nurse anesthetist shall seek consultation regarding development of an anesthesia plan and treatment of patients as is appropriate to the certified registered nurse anesthetist's level of expertise and scope of practice and as is warranted by the needs of the patient. Removes a requirement that an anesthesiologist participate through discussion of and agreement with the anesthesia plan and remain physically present and be available on the premises. Provides that a certified registered nurse anesthetist with clinical privileges may perform acts of advanced assessment and diagnosis and may provide such functions for which the certified registered nurse anesthetist is educationally and experientially prepared. Makes conforming changes to the Hospital Licensing Act. Amends the Medical Practice Act of 1987. Provides that a written collaborative agreement shall be adequate with respect to collaboration with certified registered nurse anesthetists if all of the following apply: (1) the agreement is written to promote exercise of professional judgment by the certified registered nurse anesthetist commensurate with his or her education and experience; (2) the certified registered nurse anesthetist provides service based on a written collaborative agreement with the collaborating physician; and (3) methods of communication are available with the collaborating physician in person or through telecommunications for consultation, collaboration, and referral as needed to address patient care needs. Amends the Nurse Practice Act. Provides that an Illinois-licensed advanced practice registered nurse certified as a certified registered nurse anesthetist shall be deemed by law to possess the ability to practice without a written collaborative agreement. Sets forth requirements of a certified registered nurse anesthetist. Makes conforming changes in the Illinois Dental Practice Act. Effective immediately.

Amends the Counties Code. Makes a technical change in a Section concerning the short title.

Amends the Children and Family Services Act. Removes all references and provisions requiring the Department of Children and Family Services to develop Error Reduction Implementation Plans. Instead requires the Department to develop Strengthening Best Practices Plans, as necessary, informed by principles of safety science, for the purpose of reducing child fatalities and serious harm. Provides that these plans shall (i) be guided by patterns, findings, and recommendations, as identified in the DCFS Office of the Inspector General (OIG) death or serious injury investigations and Child Death Review Teams recommendations; and (ii) address the systemic and organizational conditions that contribute to child fatalities and serious harm. Requires the Inspector General to submit proposed Strengthening Best Practices Plans to the Department's Director for review. Requires the plans to include compliance provisions, which specify methods for implementing, monitoring, and evaluating recommendations. Requires the OIG, in collaboration with the Department, to implement training and reform protocols through incubating change in each region, Department office, or Child Welfare Contributing Agency, as required. Requires the OIG to develop and submit new Strengthening Best Practices Plans, as necessary, and to work with staff designated by the Department to deliver training curriculum in order to implement each Strengthening Best Practices Plan. Provides that the OIG shall include a review of the implementation and evaluation of the plans from the previous fiscal year, as necessary, in the OIG Annual Report provided to the General Assembly and Governor.

Amends the Attorney General Act. Requires the Attorney General to develop and provide guidance for electronic service by law enforcement of orders of protection issued under the Illinois Domestic Violence Act of 1986. Amends the Illinois Domestic Violence Act of 1986. Provides that if petitioner is granted a stay-away order, the court may order local law enforcement, to the extent possible, to periodically monitor the petitioner's residence, periodically patrol near the petitioner's residence, and investigate whether a violation of the order of protection has occurred. Permits electronic service of an order of protection after 2 unsuccessful attempts of personal service. Provides the circumstances in which electronic service may be used. Makes other changes.

Amends the Employment of Teachers Article of the School Code. In a provision requiring a school board, before setting a hearing on charges stemming from causes that are considered remediable, to give a teacher reasonable warning, in writing, stating specifically the causes that, if not removed, may result in charges, requires the written warning to specify the nature of the alleged misconduct that needs to be remedied. Provides that nothing in the provisions precludes a board from asserting that the specific conduct alleged in the original warning is part of an alleged pattern of behavior, but any subsequent action must be reasonably related to the specific conduct alleged in the original warning. Allows the teacher to request and requires the teacher to be granted an opportunity to respond to the findings in the written warning, either in person or in writing before the board, prior to the board's formal vote to approve the warning. Provides that if the teacher is in disagreement with the final action of the board, the teacher may take the written warning to binding arbitration. Provides that the arbitrator shall have the power to render a decision on the written warning, which shall be final and binding on both parties. Provides that each party shall pay one-half of the cost of the arbitration proceedings and each party is entitled to representation of the party's choosing at all stages in this process. Effective immediately.

Amends the Illinois Procurement Code. Provides that each State purchasing agency shall submit a procurement reform report to the Governor and the General Assembly. Creates the Reforming State Procurement Task Force. Sets forth the membership of the Task Force. Provides that the Task Force shall conduct public hearings to review and take testimony on the reports filed by the State purchasing agencies. Provides that the Task Force shall submit certain reports. Effective immediately.

Amends the Public Safety Employee Benefits Act. Provides that, if the injured employee subsequently dies, the employer shall continue to pay the entire health insurance premium for the surviving spouse (rather than the surviving spouse until remarried) and for the dependent children under specified conditions.

Amends the School Code. In a provision related to student discipline policies and the establishment of a parent-teacher advisory committee, defines "parent-teacher advisory committee" and requires teachers to be selected for a parent-teacher advisory committee in cooperation with the school district's teachers or, if applicable, the exclusive bargaining representative of the district's teachers. In a provision regarding the suspension or expulsion of a student, provides that gross disobedience or misconduct shall be defined by school board policy, in collaboration with the school district's parent-teacher advisory committee.

Amends the Property Tax Code. Provides that property that is used as a qualified residence by a police officer or firefighter with a duty-related disability is exempt from taxation under the Code. Effective immediately.

Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to require coverage for eye medication under the provisions of those Acts pursuant to the Topical Eye Medication Prescription Act.

Amends the Department of Agriculture Law of the Civil Administrative Code of Illinois. Provides that the Department of Agriculture shall conduct an access to nutritious food program to establish and operate projects and strategies within food deserts that focus on: (1) distribution of fresh and nutritious food; and (2) education in food preparation and nutrition. Provides that the Department shall promote the sharing of information concerning best practices and programs, including specified projects, that have proven to be effective in improving distribution of fresh and nutritious food and education in food preparation and nutrition. Provides that the Department shall convene an annual meeting of nonprofit organizations and other interested parties to share best practices and information on programs, including specified projects, that have proven to be effective in improving distribution of fresh and nutritious food and education in food preparation and nutrition. Defines "food desert" and "program".

Amends the Wildlife Code. In provisions regarding special deer, turkey, and combination hunting licenses, provides that the deer, turkey, or combination hunting permit issued without fee shall be valid on all farm lands year-round which the person to whom it is issued owns, leases, or rents, with other requirements. Provides that resident landowners shall be entitled to up to 5 resident deer archery either-sex permits and up to 5 resident deer either-sex firearm permits without charge.

Amends the Wildlife Code. Allows nonresidents who are immediate family members of landowners and who qualify for special deer, turkey, and combination hunting licenses under the Act to obtain deer, turkey, and combination permits for the regular resident permit fee for hunting on that property after providing acceptable verification to the Department of Natural Resources. Defines "immediate family member".
