Makes appropriations for the ordinary and contingent expenses of the Governor's Office of Management and Budget for the fiscal year beginning July 1, 2026, as follows: General Funds $5,280,000; Other State Funds $764,163,400; Total $769,443,400.

Makes appropriations for the ordinary and contingent expenses of the Office of Executive Inspector General for the fiscal year beginning July 1, 2026, as follows: General Funds $10,980,500; Other State Funds $2,089,600; Total $13,070,100.

Makes appropriations for the ordinary and contingent expenses of the Executive Ethics Commission for the fiscal year beginning July 1, 2026, as follows: General Funds $12,234,200; Other State Funds $3,293,400; Total $15,527,600.

Makes appropriations for the ordinary and contingent expenses of the Capital Development Board for the fiscal year beginning July 1, 2026, as follows: Other State Funds $57,543,600.

Makes appropriations for the ordinary and contingent expenses of the Civil Service Commission for the fiscal year beginning July 1, 2026, as follows: General Funds $565,300.

Makes appropriations for the ordinary and contingent expenses of the Illinois Commerce Commission for the fiscal year beginning July 1, 2026, as follows: Other State Funds $95,343,800; Federal Funds $250,000; Total $95,593,800.

Makes appropriations for the ordinary and contingent expenses of the Deaf and Hard of Hearing Commission for the fiscal year beginning July 1, 2026, as follows: General Funds $720,000; Other State Funds $400,000; Total $1,120,000.

Amends the Behavior Analyst Licensing Act. Adds an occupational therapist to the individuals that the Act does not prohibit from performing or advertising activities that are considered to be the practice of applied behavior analysis under the Act. Provides that any member, partner, shareholder, director, officer, holder of any other ownership interest, or agent of a business organization that provides behavior analysis services who makes clinical decisions regarding patient care without being licensed or exempt under the Act shall be deemed to have violated the provisions concerning unlicensed practice, violation, and civil penalty. Provides that, notwithstanding any other provision of the Act and any rules adopted under the Act, a public school, school district, charter school, or nonprofit organization that is exempt or qualified for exemption from federal income taxes under Section 501(c)(3) of the Internal Revenue Code may employ or contract with a licensed behavioral analyst regardless of whether each individual who owns, operates, or manages the public school, school district, charter school, or nonprofit organization holds a currently valid license issued under the Act. Provides that a public school, school district, charter school, or nonprofit organization that is exempt or qualified for exemption from federal income taxes under Section 501(c)(3) of the Internal Revenue Code may employ, contract with, or otherwise engage a licensed behavioral analyst to perform services within his or her scope of practice if the licensed behavioral analyst holds a currently valid license under the Act. Amends the Professional Service Corporation Act. Adds the practice of applied behavior analysis by persons licensed under the Behavior Analyst Licensing Act to the list of personal services that, when combined, constitute "related professions" and "related professional services". Amends the Professional Limited Liability Company Act. Adds the practice of applied behavior analysis by persons licensed under the Behavior Analyst Licensing Act to the list of professional services that may be combined under a single professional limited liability company. Effective immediately.

Appropriations and Reappropriations for capital projects for the Department of Commerce and Economic Opportunity for the fiscal year beginning July 1, 2026. Effective Immediately.

Appropriates $10,000,000 to the Board of Higher Education for the administration and distribution of grants to public universities for the implementation of the Bridge Program for Underrepresented Students Act. Effective July 1, 2026.

Sets forth findings and certain requirements. Appropriates $50,000,000 to the State Board of Education for the purpose of providing grants for community learning centers to support afterschool programs and community schools. Effective July 1, 2026.

Makes appropriations from the Illinois Power Agency Fund, the Illinois Power Agency Renewable Resources Fund, and the Illinois Power Agency Trust Fund to the Illinois Power Agency. Effective July 1, 2026.

Amends the Illinois Municipal Code. Provides that, if the moneys in the general fund of a municipality exceed the municipality's operating expenses for the immediately preceding calendar year, then the municipality may establish an OPEB trust or deposit moneys into an existing OPEB trust. Provides that the trusts are in addition to pension benefits provided by the municipality for its employees under the Illinois Pension Code. Provides that the trustee of the OPEB trusts shall be the municipality. Provides that the treasurer of the municipality and the trustee shall be indemnified by the municipality to the fullest extent permitted by law for their actions taken with respect to the OPEB trust. Provides that the assets of an OPEB trust shall be managed by the treasurer of the municipality in any manner, subject only to the prudent investor standard and any requirements of applicable federal law.

Amends the Illinois Vehicle Code. Provides that the $15 tax imposed on the privilege of using any motor vehicle acquired by gift, transfer, or purchase also applies to grandparents and grandchildren.

Amends the Property Tax Code. Provides that, in counties with fewer than 3,000,000 inhabitants, the application for judgment and order of sale for the 2024 annual tax sale that would normally be held in calendar year 2026 shall be filed on or before December 1, 2026 (currently, within 90 days after the second installment due date). Provides that interest shall not accrue prior to January 1, 2027 on delinquent warrant year 2024 tax balances. Effective immediately.
