Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Department of Public Health shall issue an annual Freestanding Emergency Center license to a facility if the facility complies with specified requirements, except that: (i) the Freestanding Emergency Center may be located in a municipality with a population greater than 50,000 inhabitants and (ii) the Freestanding Emergency Center may, if operated as provider-based under specified federal regulations, describe itself or hold itself out to the general public as a hospital emergency department in its advertising and marketing activities.

Amends the Illinois Emergency Management Agency Act. Authorizes the Illinois Emergency Management Agency and Office of Homeland Security to make grants to small businesses for eligible security improvements that assist the small business in preventing, preparing for, or responding to threats, attacks, or acts of terrorism. Provides that a small business eligible for a grant under the program must meet certain requirements. Creates the IEMA At-Risk Small Business Security Grant Fund as a special fund in the State treasury. Provides that the Illinois Emergency Management Agency and Office of Homeland Security is authorized to use moneys appropriated from the Fund to make grants to small businesses for target hardening activities, security personnel, and physical security enhancements and for the payment of administrative expenses associated with the Illinois At-Risk Small Business Security Grant Program, except that, beginning on the effective date of this amendatory Act, the Agency shall not award grants under the specified Section to those entities whose primary purpose is to provide medical or mental health services. Amends the State Finance Act to make conforming changes.

Designates the Reverend Jesse Jackson's date of birth, the eighth day of October, as a legal holiday on which to hold appropriate exercises in commemoration of him. Provides that, when the eighth day of October falls on a Sunday, the following Monday shall be held and considered the holiday. Amends the Election Code, the Illinois Procurement Code, the School Code, and the Promissory Note and Bank Holiday Act to include Jesse Jackson's birthday as a holiday. Effective immediately.

Amends the Permanent Noise Monitoring Act. Provides that beginning no later than December 31, 2030 and every 5 years thereafter, the airport sponsor shall prepare or cause to be prepared a noise contour study for each covered airport in its jurisdiction. Establishes the requirements for each noise contour study. Requires the airport sponsor to make each completed noise contour study available to the public on its website and to submit a copy to the Governor, the President of the Senate, the Senate Minority Leader, the Speaker of the House of Representatives, and the Minority Leader of the House of Representatives. Provides that nothing prohibits the airport sponsor from preparing a revised or supplemental noise contour study at any time more frequently than required.

Proposes to amend the Revenue Article of the Illinois Constitution. Removes a provision that provides that a tax on income shall be measured at a non-graduated rate. Provides that the General Assembly shall provide by law for the rate or rates of any tax on or measured by income imposed by the State (currently, there may be no more than one such tax imposed by the State on individuals and one such tax so imposed on corporations). Provides that the highest rate of tax imposed on corporations may not exceed the highest rate imposed on individuals by more than a ratio of 8 to 5. Effective upon being declared adopted.

Provides that each voter shall present photo identification to verify the voter's identity when voting in person at a polling place during early voting or on election day before being provided a ballot. Provides that each voter who votes by mail-in ballot shall enter specified information in the block provided next to the voter's signature for election officials to use in verifying the voter's identity. Specifies valid forms of identification.
