Proposes to amend the Legislature Article of the Illinois Constitution. Requires the Chief Justice and the most senior Supreme Court Justice who is not elected from the same political party as the Chief Justice to select 16 commissioners no later than March 1 of the year that follows a federal decennial census to form the Independent Redistricting Commission. Provides that the Independent Redistricting Commission shall adopt and submit to the Legislative Redistricting Commission a redistricting plan for the Legislative Districts, Representative Districts, and Congressional Districts within 30 days after receiving redistricting data from the Census Bureau for the State of Illinois. Allows the Independent Redistricting Commission to adopt and submit separate redistricting plans for the Legislative Districts and Representative Districts and a separate plan for the Congressional Districts. Provides that any redistricting plan enacted by the General Assembly and not vetoed by the Governor shall immediately be filed with the Secretary of State, which shall be presumed valid and shall be published promptly by the Secretary of State. Provides the priorities, in order of importance, for establishing Legislative Districts, Representative Districts, and Congressional Districts. Provides for the eligibility of commissioners, public interaction and public hearings, financing and agency support for the Commission, and compensation and reimbursement for commissioners. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

Clarifies that artificial persons exist only by grant of the State and shall have no powers or privileges except those expressly provided by the Illinois Constitution or the laws of the State. Revokes all powers previously granted to any artificial person under the laws of the State. Re-grants powers to artificial persons, to the extent that those powers do not include the power to conduct any election activity or ballot-issue activity. Provides that any election activity or ballot-issue activity conducted by an artificial person is ultra vires and void. Effective upon being declared adopted.

Proposes to amend the Legislature and Executive Articles of the Illinois Constitution. Provides that a person may not be elected to the office of State Senator for more than three terms or the office of State Representative for more than five terms, and that service in the General Assembly before the second Wednesday in January of 2027 shall not be considered in the calculation of a person's service. Provides that a person may not be elected to any Executive Branch office, or any combination of Executive Branch offices, for more than 2 terms, and that service in an Executive Branch office before the second Monday in January of 2027 shall not be considered in the calculation of a person's service.

Designates Illinois Route 13 from the eastern limits of the Village of Coulterville to the western limits of the Village of Pinckneyville as the "Sgt. Holli R. Bolinski Memorial Road".

Designates the part of U.S. Route 14 that is within the State of Illinois and is known as the Northwest Highway as the Ronald Reagan Highway, with the exception of the portion of U.S. Route 14 that lies between Broadway and Ridge Avenue (also known as Ridge Boulevard).

Expresses the belief that nursing, social work, professional counseling, marriage and family therapy, physical therapy, occupational therapy, speech-language pathology, audiology, physician assistant practice, public health, and education are professional disciplines that require advanced graduate education, professional licensure, and adherence to rigorous ethical and clinical standards. Lists the graduate degrees that should be considered professional degrees. States that any state agency, public university, or entity receiving state funds should take all necessary steps to avoid discrimination against individuals holding these graduate degrees in hiring, promotion, compensation, professional development funding, or other terms and conditions of employment based on any federal student loan classification. Urges the United States Department of Education to include all graduate degrees in nursing, social work, counseling, therapy, physical therapy, occupational therapy, speech-language pathology, audiology, physician assistant practice, public health, and education in its definition of "professional degrees" for federal student loan purposes. Urges the Illinois Congressional Delegation to advocate for legislation to ensure that graduate students in all health and human services professions have access to adequate federal student loan funding to complete their professional education. Commits to exploring state-level solutions to support graduate education in health and human services professions, including but not limited to scholarships, grants, loan repayment assistance programs, and other workforce development initiatives. Expresses support for the licensed health and human services professionals in Illinois who serve our most vulnerable populations with skill, compassion, and unwavering commitment to the public good.

Urges the Director of the Department of Healthcare and Family Services to consult with nonprofit safety net hospitals, including those in Chicago Community Area No. 33 (Near South Side), and craft a report for the General Assembly in which the Director recommends policies and legislation to establish one or more programs to curb the price that manufacturers charge certain hospitals for certain medical devices.

Encourages school districts in the State to explore the introduction of Arabic as a foreign language option in their curriculum, particularly through transparent and collaborative processes that make full use of available state and federal resources.

Reaffirms the State's steadfast commitment to promoting a person-centered, community-based mental health and substance use treatment system that is evidence-backed and recognizes each person's dignity, humanity, and autonomy in determining the best course of care in the least restrictive environment in compliance with the Constitution and laws of the State of Illinois.

Declares October 11 through October 17, 2026 as Menopause Awareness Week in the State of Illinois.

Designates U.S. Highway 250 from the intersection of U.S. Highway 50 and Illinois Route 130 in Olney to 10 miles West of Olney on U.S. Highway 50 as the "Sgt. Levi Ridgley Memorial Highway".

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that when the two Houses adjourn on Thursday, February 19, 2026, the Senate stands adjourned until Tuesday, February 24, 2026 or until the call of the President; and the House of Representatives stands adjourned until Tuesday, February 24, 2026, or until the call of the Speaker.

Appoints Christopher B. Meister as Auditor General for a term commencing on May 1, 2026.

Urges Congress to authorize the President to present Congressional Gold Medals to all Korean War Veterans in recognition of their service and sacrifice.
