Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that any person who was initially determined to be eligible for medical assistance and is receiving institutional services or home and community-based services as authorized under the Article shall be presumed eligible for a continuation of coverage for such services during any redetermination process. Requires the Department of Healthcare and Family Services to continue to make payments for such services unless the person experiences a material change in financial circumstances that results in the loss of eligibility. Provides that if the person experiences a material change in financial circumstances that results in the loss of eligibility, the person, or the person's designated caregiver or responsible party, shall notify the Department. Provides that if the Department subsequently conducts a redetermination of eligibility, the Department must provide written notice to the person (i) before the commencement of the redetermination; and (ii) upon conclusion of the redetermination. Requires the Department to develop a process to facilitate the written notifications. Provides that no later than October 1, 2026, the Department shall seek federal authorization to exempt persons with disabilities who are eligible for medical assistance from annual redeterminations of eligibility, except that a full redetermination shall be conducted at least once every 5 years, regardless of whether a material change in financial circumstances has occurred. Effective immediately.

Amends the Illinois Enterprise Zone Act. In provisions concerning High Impact Businesses, adds utility-scale brownfield site photovoltaic projects and over 5,000 kilowatts and utility-scale solar projects to High Impact Businesses that may be located, at the time of designation, in an enterprise zone. Amends the Illinois Power Agency Act. Provides that "brownfield site photovoltaic project" includes photovoltaics that are interconnected to an electric utility, a municipal utility, a public utility, or an electric cooperative, where at least 50% of the acreage occupied by the photovoltaics is located on the property regulated under specified United States Environmental Protection Agency or Illinois Environmental Protection Agency programs. Makes other changes

Amends the Illinois Insurance Code. Provides that an individual or group policy of accident and health insurance or managed care plan that is amended, delivered, issued, or renewed on or after January 1, 2027 that provides coverage for durable medical equipment that is authorized or prescribed by a physician licensed to practice medicine in all its branches shall provide the same level of coverage for durable medical equipment that is authorized or prescribed by a different health care practitioner who lawfully prescribes or orders home medical equipment and services or uses home medical equipment and services to treat the health care practitioner's patients. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to establish the same requirement under the provisions of those Acts. Effective immediately.

Amends the School Code. Requires every public elementary and high school to include in its curriculum the study of the contributions made by Latin Americans to the economic, cultural, social, and political development of the United States. Provides that the regional superintendent of schools shall monitor a school district's compliance with the requirement during the regional superintendent's annual compliance visit and make recommendations for improvement. Provides that the failure by a school district or school to comply with the requirement shall result in a written warning for the first offense, and if the school district or school continues to fail to comply with the requirements, the school district or school shall face disciplinary action at the discretion of the regional superintendent. Requires the State Superintendent of Education to prepare and make available to all school boards instructional materials and professional development opportunities that may be used as guidelines for the development of a Latin American unit of study. Effective August 1, 2026.

Amends the Illinois Lottery Law. Allows a licensed lottery sales agent to enter into an agreement with a third-party entity to assist with processing the sale of lottery tickets on behalf of the licensed lottery sales agent. Requires the licensed sales agent to provide a copy of agreement to the Lottery Control Board within 5 business days of execution. Requires the agreement to include at least the following: (1) terminal usage cannot be commingled at the location; (2) a ticket may only be sold to a person physically located in the State; (3) a third-party entity shall not share or sell user data to an entity unaffiliated with the retailer or third-party entity; and (4) the third-party entity shall adhere to all rules established by the Board related to the sale of lottery tickets. Effective immediately.

Amends the Educator Licensure Article of the School Code. Allows an institution of higher education approved to offer educator preparation programs to pursue accreditation by the Council for the Accreditation of Educator Preparation (CAEP). Provides that an institution of higher education that receives and retains CAEP accreditation may forgo the State reauthorization process. Requires the State Board of Education to adopt rules for the reauthorization of a CAEP-accredited institution of higher education.

Amends the Employment of Teachers Article of the School Code with respect to the removal or dismissal of teachers in contractual continued service. In provisions specifying that if a decision of a hearing officer for dismissal or of a school board for dismissal for cause is adjudicated upon review or appeal in favor of a teacher, then the trial court shall order reinstatement and shall remand the matter to the school board with direction for entry of an order setting the amount of back pay, lost benefits, and costs, less mitigation, provides that, post reinstatement, the mutually selected hearing officer shall maintain jurisdiction over the back pay so that the teacher may challenge and the hearing officer may potentially amend the school board's order setting the amount of back pay, lost benefits, interest, and costs, including, but not limited to, attorney's fees, less mitigation, through an expedited arbitration procedure, with the costs of the arbitrator borne by the school board (rather than providing that the teacher may challenge the school board's order setting the amount of back pay, lost benefits, and costs, less mitigation, through an expedited arbitration procedure, with the costs of the arbitrator borne by the school board).

Amends the Public Utilities Act. In provisions concerning the certification of alternative retail electric suppliers, provides that the alternative retail electric supplier shall publish notice of its application in the official State newspaper within 14 days (rather than 10 days) following the date of its filing. Provides that, no later than 60 days (rather than 45 days) after a complete application is properly filed with the Commission, and such notice is published, the Commission shall issue its order granting or denying the application. Provides that, in determining the level of technical, financial, and managerial resources and abilities which an applicant must demonstrate, the Commission shall consider the applicant's commitment of resources to the management of its sales and marketing staff through affirmative managerial policies, independent audits, technology, hands-on field monitoring, and training and, for applicants who have sales personnel or sales agents within the State, the applicant's managerial presence within the State. Provides that the Commission shall grant the application for a certificate of service authority if it finds, among other things, that the applicant will comply with all applicable federal, State, regional, and industry rules, policies, practices, procedures, and tariffs for the use, operation, and maintenance of the safety, integrity, and reliability, of the interconnected electric transmission system.

Amends the Unified Code of Corrections. Provides that the rules and regulations of the Department of Corrections shall also provide that sentence credit may be provided to an inmate who was held in pretrial detention prior to his or her current commitment to the Department of Corrections and successfully completed a substance abuse program (rather than a full-time, 60-day or longer substance abuse program), county jail or detention facility work assignments, or parenting program, or re-entry planning facilitated (rather than provided) by the county department of corrections, county jail, or other provider. Provides that the rules and regulations shall also provide that sentence credit may be provided to a committed person who participated in supervised community work or activities in accordance with the Code prior to his or her commitment to the Department of Corrections.

Amends the Election Code. Provides that, in counties under township organization, an election authority may combine a township with another township to constitute one election precinct if the townships are contiguous and 2 or more specified conditions are satisfied. Provides that the election authority shall consider voter convenience and election integrity when determining whether to combine a township with another township to constitute one election precinct.

Amends the Election Code. Provides that an election authority shall not permit a law enforcement agent to enter and remain in a polling place, unless the law enforcement agent is called upon by the election authority or judges of election or required by court order. Provides that an election authority shall ensure that any law enforcement agent who is permitted to enter and remain in a polling place has provided the election authority with a valid pollwatcher credential. Provides that no judge of election, pollwatcher, or other person shall engage in any practice that is intended to intimidate a voter within any polling place, within 100 feet of any polling place, or on any of the property of that church or private school that is a polling place. Provides that nothing in the provisions shall (i) prohibit a law enforcement agent from serving as a pollwatcher when the law enforcement agent is not performing law enforcement duties or (ii) apply to other spaces within a municipal building that are not specifically being used as polls.

Amends the Election Code. Provides that the County Board in each county, except in counties having a population of 3,000,000 inhabitants or over, shall, at its regular meeting in June or an adjourned meeting in July, divide its election precincts so that each precinct shall contain, as near as may be practicable, 1,200 registered voters who cast a ballot in person on the day of the most recent general election (rather than 1,200 registered voters). Provides that the Board of Election Commissioners shall change the boundaries of election precincts after each decennial census as soon as practicable following the completion of congressional and legislative redistricting, and such precincts shall contain as nearly as practicable 1,800 registered voters (rather than 1,200 registered voters if the precinct is located in a county with fewer than 3,000,000 inhabitants; or 1,800 registered voters if the precinct is located in a county with 3,000,000 or more inhabitants). Makes conforming changes.

Amends the Election Code. Amends the Election Code. Provides that, in addition to required vote centers, election authorities may establish additional vote centers under a specified model. Sets forth provisions concerning the number and location of additional vote centers. Provides that, in jurisdictions where in-precinct counting equipment is used, the election authority shall retabulate the total number of votes cast on 5% of the election day equipment used within the election jurisdiction (rather than votes cast in 5% of precincts within the election jurisdiction). Provides that the precincts and voting devices to be retabulated shall be selected after election day on a random basis by the State Board of Elections so that every device used in early voting and all equipment used on election day in the election jurisdiction has an equal mathematical chance of being selected (rather than providing that every precinct and every device used in early voting shall have an equal mathematical chance of being selected for retabulated).

Amends the Courses of Study Article of the School Code. Provides that a school district is exempt from requiring pupils, beginning with the 2028-2029 school year, to complete 2 years of foreign language in order to graduate if the school district sends a written request to waive the requirement to the State Board of Education and includes evidence in the request that the school district does not have the employees necessary to provide 2 years of foreign language education to all pupils in secondary school within the school district. Provides that after receiving a written request from a school district, the State Superintendent of Education shall approve the request if the evidence included in the request is determined by the State Superintendent to be sufficient. Provides that a pupil is exempt from the 2-year foreign language requirement if the pupil or a school counselor, in consultation with the pupil, develops a postsecondary plan that is centered around postsecondary opportunities that do not include postsecondary education through an institution of higher education. Provides that the pupil or the school counselor shall send the postsecondary plan to the superintendent of the school district in order to be exempt from the 2-year foreign language requirement. Effective July 1, 2026.
