Amends the Election Code. Provides that a foreign-influenced business entity shall not make a contribution or donation to any person or entity with the express or implied condition that the contribution or donation, or any part of the contribution or donation, be used for specified political purposes. Sets forth certification requirements. Provides that the provisions shall not be construed to establish liability on the part of any candidate, political committee, or other recipient of certification. Provides for enforcement of the provisions. Defines terms. Effective July 1, 2026.

Amends the Adoption Act. Requires the following information to be provided to adoptive parents if the child was placed in foster care before adoption: (1) whether the child was in the care of more than one foster home before adoption and the reason why the child was moved from one foster home to another foster home; (2) whether other children lived in the foster home during the time of the child's placement in the foster home; (3) basic information and details about each foster parent who cared for the child; and (4) any developmental milestones that occurred before adoption. Amends the foster Parent Law to delete the right of a foster parent to timely training necessary to meet the hair care needs of the children placed in foster care.

Provides that the Act may be referred to as the Mental Health Parity for All Act. Amends the Department of Human Services Act. Provides that subject to appropriations, the Department of Human Services shall establish and administer a program that provides grants to community-based organizations to develop and establish mental health wellness hubs in communities disproportionately impacted by the closure of mental health clinics, hospitals, and schools. Provides that the goal of the program is to provide immediate and accessible behavioral health services and supports to individuals experiencing a mental health crisis or distress prior to the need for psychiatric hospitalization. Requires program grants to be awarded to community-based organizations with a demonstrable history of providing behavioral health services and supports to persons experiencing mental health-related stress. Requires the mental health wellness hubs to provide an array of services aimed at promoting emotional and psychological well-being, including, but not limited to: (1) crisis prevention and intervention; (2) psychiatric assessments and evaluations; (3) individual and group therapy; (4) medication monitoring; (5) nutrition education; and (6) referrals to community resources. Requires the services to be tailored to the community's needs and to be available year-round on a walk-in basis or by appointment to community members regardless of age or insurance coverage. Permits the Department to adopt any rules necessary to implement the program.

Reinserts the provisions of the introduced bill with the following changes: Replaces all references to "case management" with "specialized case management". Defines "specialized case management".

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services shall not require recipients of medical assistance who are also former foster care youth, veterans, or people experiencing homelessness to work a minimum amount of hours in order to maintain eligibility for medical assistance. Amends the Administration Article of the Illinois Public Aid Code. Provides that the Department of Human Services shall not require recipients of Supplemental Nutrition Assistance Program (SNAP) benefits who are also former foster care youth, veterans, or people experiencing homelessness to work a minimum amount of hours in order to maintain eligibility for SNAP benefits.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services shall not require recipients of medical assistance to work a minimum amount of hours in order to maintain eligibility for medical assistance. Amends the Administration Article of the Illinois Public Aid Code. Provides that the Department of Human Services shall not require recipients of benefits provided under the Supplemental Nutrition Assistance Program (SNAP) to work a minimum amount of hours in order to maintain eligibility for SNAP benefits.

Amends the Election Code. Provides that electors of President and Vice President of the United States shall be chosen by congressional district. Provides that 2 electors at large shall cast their ballot for the Presidential and Vice Presidential candidate that received the highest number of votes in the State.

Amends the Township Code. Provides that, in addition to all townships, all road district officers shall be subject to the Public Officer Prohibited Activities Act. Provides that, in addition to all requirements of specified provisions of the State Officials and Employee Ethics Act and specified provisions of the Public Officer Prohibited Activities Act, all townships shall adopt ordinances or resolutions that include the appointment or designation of an individual, commission, or committee to serve as the auditing entity that is responsible for receiving, hearing, investigating, adjudicating, and disposing of all complaints and allegations of improper governmental action, ethical misconduct, either under State or local laws, rules, ordinances, or policies by any official or employee of the township or any official or employee of a road district within the township. Provides that, if the township does not appoint an auditing entity, then the auditing entity shall be the State's Attorney of the county in which the unit of local government is located. Provides that the township's auditing entity shall have jurisdiction over any township assessor's or road district's offices, including all officials and employees of the township assessor's or road district's offices. Provides that, beginning in 2026, each officer, member, and employee of each township and road district must complete, at least annually, an ethics training program that equals or exceeds the minimum ethics training set forth in the model ethics training program developed by the Attorney General. Provides that, instead of enacting an ordinance, resolution, or policy, a township or road district, may, with the consent of the county board in which the township or road district is located, subject itself to the jurisdiction of that county's ethics officer or inspector general and all ethics laws applicable thereto, including all ethics policies, rules, regulations, and ordinances adopted by the county. Effective Immediately.

Amends the Illinois Marriage and Dissolution of Marriage Act. Provides legislative intent that the misuse of artificial intelligence involves the fabrication of evidence that can be fake, manipulated, or non-existent that can have a profound effect in family law cases. Provides that its misuse can be particularly harmful in family law proceedings because of the emotion involved. Requires that on the request of either party, the court must review evidence under Supreme Court Rule 901 to evaluate proposed evidence that may have been generated by artificial intelligence as that term is defined in the Illinois Human Rights Act.

Creates the Illinois Public Corruption Transparency Act. Establishes an electronic database within the Illinois State Police to be known as the Illinois Public Corruption Registry. Provides that the Registry shall be published online on a publicly available website, and shall be freely searchable by the public without registration or fee. Provides that the clerk of each circuit court, with respect to criminal and civil cases, the Executive Ethics Commission, Office of the Executive Inspector General, Legislative Inspector General, local government ethics commissions or boards where established; and the Attorney General and each State's Attorney, with respect to corruption-related settlements, consent decrees, and deferred or no-prosecution agreements, shall report any final disposition involving a public corruption offense. Provides that the Registry shall not publish Social Security numbers, full dates of birth, home addresses, personal phone numbers, or bank or account numbers or the identities of minor victims or protected persons as defined by law. Provides that an entry in the Registry shall be created when a reportable final disposition occurs in Illinois and the Illinois State Police receives a certified report. Provides that entries in the Registry shall remain publicly accessible for 10 years from final disposition for misdemeanor level public corruption offenses, 20 years from final disposition for felony level public corruption offenses, and the duration of any court ordered or statutory disqualification from public office, public employment, or public contracting, if longer. Provides that any person who knowingly and willfully submits materially false information to the Registry commits a Class A misdemeanor for a first offense and a Class 4 felony for a subsequent offense, in addition to any other penalties under Illinois law. Effective January 1, 2027.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Repeals provisions concerning the Energy Transition Assistance Fund. Amends the Illinois Power Agency Act. Removes provisions concerning the renewable portfolio standard. Amends the Public Utilities Revenue Act. Repeals provisions concerning the imposition of tax on invested capital and on distribution of electricity and provisions concerning annual return, collection, and payment. Repeals the Electricity Excise Tax Law. Amends the Public Utilities Act. In provisions concerning nondiscrimination, removes the authority of the Illinois Commerce Commission to permit or require electric and natural gas utilities to file a tariff establishing low-income discount rates after the completion of the Commission's study assessing the necessity, design, and implementation of low-income discount rates. Provides that no public utilities in the State shall charge any fees or surcharges for energy storage programs on a customer's electric bill. Repeals provisions concerning energy efficiency and demand-response measures; an energy efficiency analysis; and the Energy Transition Assistance Fund.

Creates the Stop Squatters Act. Creates a process for local law enforcement to remove a person who is unlawfully occupying residential or commercial property without any right to do so. Requires the property owner to file a complaint with local law enforcement alleging facts to trigger the Act. Provides that law enforcement is entitled to a reasonable fee to remove an unauthorized occupant and provides legal protection to law enforcement for acting on a complaint. Provides that if the complaint is found to be false, the property owner shall indemnify the law enforcement agency. Creates a civil action for a person who was wrongfully removed. Creates a civil cause of action for the property owner for damages by the wrongful occupant. Amends the Criminal Code of 2012. Creates a Class 4 felony for making a false statement to detain real property and fraudulent sale or lease of residential real property. Amends the Code of Civil Procedure to provide that illegal possession of land during a 7-year period may not be used for a claim of adverse possession. Amends the Landlord and Tenant Act. Provides that no person has the right or legal standing to occupy or remain on or in any real property, residence, or structure if the person has no written property interest under a written lease or rental agreement with the owner of the property listed in county tax records or the owner's agent; no documentation of payment of rent made to the owner of the property or the owner's agent; or otherwise fails to provide any evidence of an oral or written agreement in which a property interest is claimed. Provides that all persons legally occupying a property, residence, or structure shall be listed by name and date of birth on a lease, rental agreement, or rental application associated with the lease or rental agreement or provide evidence that the person is an invitee of a lessee or authorized occupant of the property. Provides that no subleasing shall be allowed or deemed as legal in contrast to a lease or rental agreement that specifically prohibits subleases. Provides that a sublease made in violation of a lease or rental agreement shall not establish legal standing to occupy or remain on or in any real property, residence, or structure by the sublessee and the sublessee shall vacate the property after receiving notice from the property owner of record to depart.

Amends the Mental Health and Developmental Disabilities Code. Expands the definition of "mental illness" to include transgenderism, or the condition of identifying with a gender other than the one assigned at birth.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the Department of Revenue may audit both the marketplace seller and the delivery network company for a qualified delivery network sale. Provides that, with respect to a qualified delivery network sale made on or after the effective date of the amendatory Act, a delivery network company may deduct or exclude from its tax liability the amount of tax that the delivery network company paid to the marketplace seller in connection with the qualified delivery network sale.

Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that a taxing district shall reduce its aggregate extension base for the purpose of lowering its limiting rate for future years upon referendum approval initiated by the submission of a petition by the voters of the district. Provides that the extension limitation shall be: (a) the lesser of 5% or the average percentage increase in the Consumer Price Index for the 10 years immediately preceding the levy year for which the extension limitation is being calculated; or (b) the rate of increase approved by the voters. Effective immediately.
