Creates the Emerging Adult Criminal Justice Task Force Act. Establishes the Emerging Adult Criminal Justice Task Force within the Illinois Criminal Justice Information Authority. Provides that the Task Force shall hold public meetings. Requires at least 3 meetings of the Task Force to be held in different regions of Illinois. Provides that the first meeting of the Task Force shall be held within 60 days after the appointment of its members. Provides that the Task Force shall review Illinois law and practices affecting emerging adults across pretrial, sentencing, corrections, supervision, and reentry. Provides that the Task Force shall develop recommendations for statutory, policy, and programmatic improvements to the Illinois criminal justice system. Allows any Task Force member to prepare a written dissent or statement of concern regarding any finding or recommendation. Provides that the Task Force shall submit an interim report summarizing preliminary findings, analyses, and recommendations, to the Governor and the General Assembly, no later than January 31, 2027. Provides that the Task Force shall submit a final report, including all final findings and recommendations, draft statutory language, and estimated fiscal impacts, no later than December 1, 2027. Repeals the Act on June 30, 2028. Effective immediately.

Appropriates the sum of $2,100,000 from the General Revenue Fund to the Illinois Criminal Justice Information Authority for a grant to Safer Pathways to support the Supportive Reentry Network Collaborative. Effective July 1, 2026.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. In provisions regarding a Safety-Net Hospital Health Equity and Access Leadership (HEAL) Grant Program, changes references to safety-net hospitals to references to community safety-net hospitals. Updates references to dates in those provisions. Defines "community safety-net hospital", "health system", and "medically underserved area". Makes changes to required provisions in the report to the General Assembly regarding criteria for a community safety-net hospital to be eligible for the program, deletes required provisions in the report to the General Assembly regarding potential projects eligible for grant funds, and adds required provisions in the report to the General Assembly regarding an application process and criteria, as well as policies, standards, and procedures to administer the program and ensure accountability.

Amends the Abused and Neglected Child Reporting Act. Provides that upon notification of a child's death through the State Central Register that is subsequently accepted for investigation of abuse or neglect, the Department of Children and Family Services shall conduct a formal review of all available internal records if any of the following conditions are present: (i) the deceased child was a youth in care at the time of death; (ii) the deceased child or the child's parent is or has been the subject of a permanency or intact family case with the Department; or (iii) the Department has a history of one or more prior investigations of abuse or neglect involving the deceased child or the child's parents. Requires the Department to evaluate the quality, timeliness, and appropriateness of previous actions taken and services provided to address identified safety and risk issues. Contains provisions concerning information that the Department must include in its report, including, but not limited to, the manner of the child's death, a summary of the abuse or neglect report made to the State Central Register, and other information. Requires the Department to complete its review within 10 days of receiving a case. Contains provisions requiring annual reports. Removes provisions concerning reporting requirements on cases where a child has experienced a life-threatening injury.

Amends the Administration Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services' Inspector General to, at the request of the Secretary of Early Childhood, exercise one or more specified statutory powers as if those powers related to the Department of Early Childhood. Requires the Inspector General to report his or her findings to the Secretary of Early Childhood.

Creates the Immunity for Private Campgrounds Act. Provides that a private campground owner or an employee or officer of a private campground owner is not be liable for acts or omissions related to camping at a private campground if a person is injured or killed or property is damaged as a result of an inherent risk of camping with exceptions. Provides that "private campground" means any parcel or tract of land, including buildings and other structures, that is owned or operated by a private property owner where 5 or more campsites are made available for use as temporary living quarters for recreational, camping, travel, or seasonal use. Provides that private campground also includes recreational vehicle parks. Exempts employer-employee relationships.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that, beginning on and after October 1, 2026, for rate year 2027 and thereafter, the Medicaid inpatient utilization rate used in the determination of eligibility for inpatient adjustment payments provided under the Code shall be modified to exclude from both the numerator and denominator all days of care funded by the U.S. Department of Veterans Affairs at a hospital approved to conduct its operations from more than one location within contiguous counties under a single license, if at the time of its licensing application the hospital was located in a county with fewer than 125,000 inhabitants and the hospital's second facility is located in a contiguous county with fewer than 235,000 inhabitants. Provides that, for purposes of the amendatory Act, days of care funded by the U.S. Department of Veterans Affairs include authorized VA community care provided at non-VA hospitals. Effective immediately.

Amends the Enterprise Zone Act. Provides that certain credits related to high impact businesses do not apply on or after the effective date of the amendatory Act. Amends the Illinois Income Tax Act. Provides that a construction jobs credit does not apply for taxable years ending on or after the effective date of the amendatory Act. Provides that a high impact business construction jobs credit does not apply for taxable years ending on or after the effective date of the amendatory Act. Makes changes concerning the business interest deduction. Creates an addition modification for the federal deduction for domestic research or experimental expenditures. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Makes changes concerning incentives for biodiesel, renewable diesel, and biodiesel blends. Makes other changes.

Amends the Illinois Income Tax Act. In provisions concerning the entity-level tax, provides that a partnership making an entity-level tax election may elect to determine its tax base using a full distributive share method or an Illinois-sourced income method. Effective immediately.

Amends the Illinois Income Tax Act. Provides that the Director of Revenue may exchange information with the Department of Labor for the purpose of administering and enforcing Acts within the Department of Labor's statutory authority.

Reinserts the provisions of Senate Amendment No. 1 with the following changes. In provisions amending the Emergency Telephone System Act, provides that the Office of the Statewide 9-1-1 Administrator shall, with input from the Statewide 9-1-1 Advisory Board, relevant stakeholders, and subject matter experts, adopt rules to implement the requirement that the Board consult with the Department of Human Services to ensure PSAP compliance with the Community Emergency Services and Support Act. In provisions amending the Community Emergency Services and Support Act, defines "emergency dispatch protocol" as a nationally recognized protocol established under the Emergency Medical Services (EMS) Systems Act approved by the local medical director in coordination with the local PSAP and appropriate local responders. Provides that Mobile Crisis Response and 9-8-8 are both around-the-clock crisis services that must be considered alongside other crisis resources when initially screening an individual contacting a 9-1-1 PSAP. Provides that, when indicated, 9-1-1 PSAPs shall open and use relevant emergency dispatch protocol to ensure all individuals contacting a 9-1-1 PSAP when a behavioral health crisis is indicated have access to a non-law enforcement, behavioral health response. Removes provisions providing that 9-1-1 PSAPs shall screen specific types of law enforcement calls and follow approved protocols and processes. Removes provisions providing that 9-1-1 PSAPs shall open and follow the emergency dispatch protocol at the start of all emergency calls when appropriate to ensure the protocols are used and applied consistently and uniformly and to ensure that information related to behavioral health emergency calls is available for data collection and can be used to determine which calls should be referred for a behavioral health response. Removes provisions authorizing rulemaking by the Department. Makes other changes.

Amends the Medical Practice Act of 1987. In provisions concerning legend drugs, provides that, at the request of a person dispensing a drug or medicine, the label affixed to a box, bottle, vessel, or package containing mifepristone, misoprostol, or any generic alternative may include the name of the dispensing health care practice instead of the name of the person dispensing the drug or medicine. Amends the Pharmacy Practice Act. In provisions concerning the label of a drug, medicine, or poison that is lawfully sold or dispensed, provides that, at a prescriber's request, the label affixed to a box, bottle, vessel, or package containing mifepristone, misoprostol, or any generic alternative may include the name of the prescribing health care practice instead of the name of the prescriber.

Creates the Tenant Opportunity to Purchase Act. Establishes a statutory right of first refusal for tenants and tenant associations if an owner seeks to sell a residential rental property in Illinois. Applies to all rental property with 11 exceptions. Allows tenants or a tenant association to purchase the property on the same terms as a third-party offer. Requires owners to provide advance notice of intent to sell no less than 60 days before listing for buildings with 5 or more units and no less than 30 days for buildings with 4 or fewer units. Requires that the notice must include property details, asking price, and a summary of tenant rights. Provides that after receiving a notice of sale, tenants of 5 or more units have 90 days to form a tenant association, for 3-4 units have 30 days; and for 1-2 units, at least one tenant has 15 days to declare intent to exercise the right of first refusal. Provides that tenants must match the third-party offer and provide the owner with a letter of intent of financing or preapproval within 120 calendar days from the date of the notice for 5 or more dwelling units and 60 days for 4 or fewer units. Prohibits the owner from requiring a tenant to pay a deposit of more than 5% of the contract sale price. Provides a civil cause of action and remedies for a violation of the Act. Authorizes the Illinois Housing Development Authority to adopt rules. Makes other changes.

Amends the Landlord and Tenant Act. Requires landlords to disclose all non-optional fees in a clear and conspicuous manner in the listing and on the first page of the lease. Requires landlords to disclose if any utility bills are non-optional fees in the listing and the first page of the lease. Provides that if a landlord failed to comply with this disclosure, the landlord may not collect the non-optional fee. Prohibits a landlord from charging a bundled services fee that combines optional and non-optional fees. Prohibits a landlord from charging a tenant with a fee or fine that includes, but is not limited to, an application fee that includes a background check of more than $50, an after-hours request for maintenance service, or pest abatement or removal in which the tenant has not contributed to the infestation. Prohibits a landlord from charging a tenant more than one of the following: (i) a security deposit, (ii) a move-in fee, or (iii) a move-out fee. Exempts leases in owner-occupied buildings containing 6 or fewer units and to nonresidential tenancies. Defines terms. Creates a civil cause of action for violation of the Act by a landlord. Makes other changes. Limits home rule.

Amends the Illinois Controlled Substances Act. Provides that, notwithstanding the provisions of the Act that physicians may issue multiple prescriptions (3 sequential 30-day supplies) for the same Schedule II controlled substance, authorizing up to a 90-day supply, provides that prescriptions for non-opioid, non-narcotic controlled substances found in Schedule II, where a 90-day supply, but in no event more than a 90-day supply, may be dispensed at any one time.
