Amends the Property Tax Code. Provides that the wooded acreage assessment shall continue through December 31, 2029 or through any year in which the property is transferred or no longer qualifies as wooded acreage.

Creates the Kratom Prohibition Act. Prohibits the purchase, possession, sale, or distribution of any product containing kratom. Authorizes certified local health departments that adopt an ordinance to enforce the Act and impose fines. Provides that violations are Class B misdemeanors with a minimum fine of $500 for selling or furnishing kratom. Defines terms. Repeals the Kratom Control Act.

Amends the Illinois Pesticide Act. Provides that, except as expressly authorized under specific provisions of the Act, no person shall distribute, sell, offer for sale, or use in the State any herbicide product containing paraquat dichloride or any other chemical form of paraquat. Requires all persons that use, distribute, or sell paraquat in this State to report certain information to the Department of Agriculture. Directs the Department of Agriculture to adopt any rules necessary to implement and administer these provisions. Effective immediately.

Amends the Unified Code of Corrections. Provides that the annual report of the Prisoner Review Board transmitted to the Director of Corrections shall list how many C-Number Cases and Good Conduct Requests are considered, granted, and denied by the Board, disaggregated by offense, including, but not limited to, murder and offenses involving sexual conduct or sexual penetration, and indicate if the victims were under 18 years of age or members of law enforcement. Provides that the Prisoner Review Board's annual report shall be published on the Board's website no later than March 1 of each year.

Creates the Municipal Water System Repurchase Act. Provides that a municipality may repurchase an investor-owned utility if the municipality finds that (1) the investor-owned utility is repeatedly non-compliant with the service quality standards mandated by the Illinois Commerce Commission; (2) water or wastewater service rates charged by the investor-owned utility have increased beyond the rate of inflation without corresponding improvements in service quality; or (3) a majority of the electorate in the municipality votes in favor of repurchase in a binding referendum. Provides that, if a municipality adopts an ordinance to repurchase an investor-owned utility, then the municipality shall provide written notice to (1) the investor-owned utility; (2) the Illinois Commerce Commission; and (3) all affected customers. Provides that a municipality may not repurchase an investor-owned utility unless (i)the municipality files a petition with the Illinois Commerce Commission and (ii) the Illinois Commerce Commission approves the petition. Provides that the Illinois Commerce Commission may approve the repurchase if it finds that (1) the municipality has complied with notice and hearing requirements; (2) the municipality used a reasonable method to determine the value of the investor-owned utility; (3) the repurchase of the investor-owned utility shall not cause unreasonable harm to customers or service continuity; and (4) the transition plan provides for uninterrupted utility service. Provides that, if the Illinois Commerce Commission approves a municipality's petition to repurchase an investor-owned utility, then the investor-owned utility shall transfer all facilities, records, and customer accounts to the municipality or its designated public entity. Provides that the purchase price for any system repurchased shall be determined by the fair market value of the system, including all physical assets and customer accounts, less depreciation, as determined by an independent valuation agreed upon by the parties or ordered by the Illinois Commerce Commission.

Amends the Abused and Neglected Long Term Care Facility Residents Reporting Act. Includes any facility licensed under the Assisted Living and Shared Housing Act in the definition of "long term care facility". Amends the Adult Protective Services Act. Removes a supportive living facility from the definition of "domestic living situation".

Creates the Artificial Intelligence Data Privacy Act. Prohibits a deployer from training an artificial intelligence on a user's data and retaining the training data indefinitely unless specified conditions are satisfied. Sets forth provisions concerning a private right of action. Provides that a violation of the Act constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. Effective January 1, 2027.

Amends the Illinois Insurance Code. Sets forth provisions concerning minimum reimbursement rates that a health insurance company must provide for a physician providing health care services in the specified counties. Prohibits a physician from waiving minimum reimbursement protections as a condition of participation in a health benefit plan or for any other reason. Grants the Department of Insurance rulemaking authority and establishes penalty provisions for violations of the minimum reimbursement provisions.

Amends the Illinois Procurement Code. Provides that a State agency may exercise administrative actions that are specifically provided for in a contract that has been entered into in accordance with the Code without prior procurement compliance monitor review. Removes language providing that each State purchasing officer owes a fiduciary duty to the State.

Reinserts the provisions of the introduced bill with the following changes. Specifies that inspections of the premises and records and interviews with the employees of an employer may be conducted during normal business or working hours or at other reasonable times (rather than during normal business or working hours). Sets forth a procedure for a person who has received a subpoena to file a petition with the circuit court for an order to modify or set aside the subpoena. Sets forth procedures for the issuance and execution of administrative inspection warrants. Exempts all information and documentary materials that are obtained by the Attorney General under the provisions from disclosure under the Freedom of Information Act. Provides for the inspection of the documentary materials by law enforcement under specified conditions. Amends the Freedom of Information Act to make conforming changes. Makes other changes.

Amends the Election Code. Makes a technical change in a Section concerning the short title.

Appropriates $5,000,000 from the General Revenue Fund to the Department of Human Services for a grant to Laureus Sport for Good Foundation USA for program and operating expenses for youth-development based sports initiatives. Effective July 1, 2026.

Amends the Survivor Support and Trafficking Prevention Article of the Illinois Public Aid Code. Extends eligibility for State funded cash assistance and SNAP benefits to humanitarian immigrants, subject to available funding, if they are not eligible for such benefits solely due to citizenship or immigration status requirements but otherwise meet the financial and nonfinancial factors of eligibility. Lists the classes of humanitarian immigrants eligible for SNAP benefits under the Article. Provides that any individual residing in an institution or other setting that provides the majority of the individual's daily meals is not eligible for SNAP benefits. Exempts persons who do not have legal authorization to work from the statutory work requirements. Makes other changes. Effective immediately.

Amends the Illinois Pension Code. Provides that the Retirement Systems Reciprocal Act (Article 20 of the Code) is adopted and made a part of the Downstate Firefighter and Downstate Police Articles, but only with respect to a person who, on or after the effective date of the amendatory Act, is entitled under the Downstate Firefighter Article or Downstate Police Article to begin receiving a retirement annuity or survivor's annuity and who elects to proceed under the Retirement Systems Reciprocal Act. Amends the State Mandates Act to require implementation without reimbursement by the State.

Amends the Hotel Operators' Occupation Tax Act. Imposes a tax upon hosting platforms that facilitate the renting, leasing, or letting of short-term rentals. Provides that the tax is imposed at the rate of 4% of 94% of the gross rental receipts received by the platform from the renting, leasing, or letting of short-term rentals in this State. Provides that the proceeds from the tax shall be deposited into the Community Land Trust Fund. Amends the State Finance Act to create the Community Land Trust Fund. Amends the Property Tax Code. Provides that property that is owned by a non-profit community land trust and that is used exclusively for the creation and maintenance of permanently affordable single-family or multifamily residences is exempt beginning with the taxable year in which the property is acquired by the community land trust and continuing through the taxable year in which the property is sold to a homeowner. Effective immediately.
