Amends the Illinois Vehicle Code. Provides that any person who participates in street racing or a street sideshow, including as a spectator, where 10 or more people are present shall be guilty of a petty offense.

Creates the Cost of Living Task Force Act to analyze driving factors in Illinois that may increase the costs of living, including stagnant unemployment, costs of groceries, rising consumer prices, housing, health care, utilities, transportation, and taxes. Sets forth provisions concerning membership of the Task Force. Provides that the Task Force shall elect a chairperson from among its membership and any other officer it deems appropriate. Requires the Department of Commerce and Economic Opportunity to provide technical support and assistance to the Task Force and to implement the provisions of the Act. Provides that members of the Task Force shall receive no compensation for their services on the Task Force. Requires the Task Force to meet at least once per quarter beginning as soon as practicable after the effective date of the Act. Requires the Task Force to submit a report to the General Assembly and the Governor no later than November 1, 2028 that includes legislative reforms; private sector incentives; regulatory reforms; new funding avenues; reducing taxes; and identifying current barriers and factors hurting the cost and affordability of doing business in Illinois. Dissolves the Task Force upon filing of the report.

Creates the Care for Retired Police Dogs Program Act. Creates the Care for Retired Police Dogs Program within the University of Illinois system to provide a stable funding source for the veterinary care of retired police dogs. Provides that the Board of Trustees of the University of Illinois shall contract with a not-for-profit corporation to administer and manage the Program. Sets forth the required criteria a not-for-profit corporation must meet to be selected for a grant award. Subject to appropriation, requires the Board of Trustees to make grants to the not-for-profit corporation to be the disbursing authority for the Program. Provides that annual disbursements to a former handler or an adopter of a retired police dog to reimburse him or her for the cost of the retired police dog's veterinary care may not exceed $1,500 per dog. Requires the Board of Trustees to adopt rules to implement the Act. Makes a conforming change in the Illinois Vehicle Code.

Amends the Code of Criminal Procedure of 1963. Provides that any person may file a petition to vacate a conviction or sentence, regardless of criminal custody status or citizenship or immigration status, as defined in the Illinois TRUST Act, if the person asserts that: (1) the conviction or sentence is legally invalid due to prejudicial error damaging the petitioner's ability to meaningfully understand, defend against, or knowingly accept the actual or potential adverse immigration consequences of a conviction or sentence; or (2) newly discovered evidence of actual innocence exists that requires vacation of the conviction or sentence as a matter of law or in the interests of justice. Provides that such a petition shall be deemed timely filed at any time notwithstanding any other provision of law. Provides that the time limitations for petitions filed in the trial court under the Post-Conviction Hearing Article of the Code do not apply to a petition filed under this provision. Amends the Code of Civil Procedure. Provides that a provision granting relief from a final order or judgment entered based on a plea of guilty or nolo contendere and that has potential consequences under federal immigration law applies to orders or judgments entered before, on, or after the effective date of the amendatory Act.

Amends the Illinois Procurement Code. Provides that a State agency or public institution of higher education may request that certain procurements be designated as continuous improvement procurements.

Amends the Pharmacy Practice Act. Provides that applicants for licensure as pharmacists shall also be required to complete an Accreditation Council on Pharmacy Education approved program and assessment related to Illinois pharmacy law developed and provided by the Illinois Pharmacists Association, or any other such program and assessment or test approved by the Department of Financial and Professional Regulation by rule. Provides that, if an applicant neglects, fails, or refuses to take an examination or fails to pass an examination for a license under the Act within 3 years after filing an application, the application shall expire (rather than the application being denied). Provides provisions concerning the expiration of licenses and license renewal. In a provision concerning the condition for the renewal of a license as a pharmacist, 2 hours of the 30 hours of continuing pharmacy education must be in the subject of pharmacy law. Makes other changes. Effective immediately.

Amends the Nurse Agency Licensing Act. Provides that, beginning on the effective date of the amendatory Act, a nurse agency may negotiate and charge a finder's fee to a health care facility if the health care facility hires a nurse or a certified nurse aide and the nurse or certified nurse aide was employed, assigned, or referred by the nurse agency to the health care facility on either a temporary or long-term basis.

Amends the State Treasurer Act. In provisions concerning the College Savings Pool, provides that trade schools and elementary or secondary public, private, or religious schools are also considered eligible educational institutions, subject to certain limitations. Provides that expenses, up to $10,000 per taxable year, for tuition in connection with enrollment or attendance at an elementary or secondary public, private, or religious school are considered qualified expenses.

Reinserts the provisions of the introduced bill. Provides that for grant years 2027 and 2028, the income eligibility limitation amounts shall be increased by an amount equal to the percentage increase of the cost-of-living adjustment issued by the Social Security Administration. Provides that the Department on Aging shall determine the dates upon which the new adjusted amounts take effect and shall publish the adjusted amounts on its website. Makes other changes.

Amends the Illinois Vehicle Code. Prohibits a low-speed electric bicycle from being used on a public roadway by a person without a valid driver's license. Effective immediately.

Amends the Illinois Vehicle Code. Removes every low-speed electric bicycle from the definition of "bicycle". Effective immediately.

Amends the Illinois Insurance Code. Provides that every policy of automobile insurance issued, renewed, or delivered on or after July 1, 2027 in Illinois that includes first-party coverage for physical damage shall contain a provision granting the insured, in the insured's sole discretion, without the company's consent or agreement required, and the insurer the right to invoke appraisal if there is a dispute over the amount of a loss. Provides that, if a dispute arises regarding the amount of a loss, either party may submit a written demand for appraisal. Sets forth provisions concerning required actions for the selected appraisers and provides for the selection of an umpire if an agreement is not reached. Sets forth provisions concerning issuance of the award determining the amount of loss and cost allocation. Effective July 1, 2027.

Amends the Child Labor Law of 2024. Provides that nothing in the Act prohibits a minor's parent or legal guardian from employing the minor outside of school hours at a business in which the minor's parent or legal guardian has at least 51% ownership and that employs no more than 50 employees.

Creates the Official Speaker of the House of Representatives Portrait Act. Specifies that portraits of the Speakers of the House of Representatives of Illinois, painted or otherwise created as visual images, displayed in the State Capitol shall be the official State portraits of the Speakers of the House of Representatives of Illinois. Prohibits the use of State funds to finance or pay for a portrait or other image of any person who has served as Speaker of the House of Representatives of Illinois and who has been convicted of a felony relating to or arising out of or in connection with his or her service as an elected official.

Amends the Public Utilities Act. Defines "off-grid electricity provider" as an entity, person, private company, electric cooperative, municipal agency, or other organization that (1) is engaged in any combination of generating, transmitting, distributing, or selling electricity at retail to consumers, (2) is not connected to any existing electric transmission or distribution system within this State for either primary or backup supply, (3) operates independently of existing utilities and other regulated entities, (4) is not located within any federal, State, or municipal roadway or right-of-way, and (5) does not cross any federal, State, or municipal roadway or right-of-way or State boundaries. Provides that an off-grid electricity provider whose operation date is on or after the effective date of the amendatory Act shall be exempt from the requirements of the Utilities Chapter of the Illinois Compiled Statutes. Provides that an off-grid electricity provider shall remain subject to all other applicable laws and regulations, including municipal and State highway safety regulations, unless specifically excluded from those laws or regulations by a separate Act. Provides that an off-grid electricity provider shall cease being an off-grid electricity provider and immediately become subject to the requirements of the Utilities Chapter of the Illinois Compiled Statutes if the off-grid electricity provider does any of the following actions: (1) the provider elects to connect to any portion of an existing electric transmission or distribution system within this State for either primary or backup supply; (2) the provider locates within or crosses any federal, State, or municipal roadway or right-of-way; or (3) the provider crosses State boundaries. Effective immediately.
