Reinserts the provisions of the introduced bill with the following change. Provides that the itemized statement of all purchases made using the credit card in the preceding month that the townships, park districts, municipalities, school districts, and community colleges must vote to verify may not be redacted in a manner inconsistent with the Freedom of Information Act (rather than may not be redacted). Removes provisions requiring townships, park districts, municipalities, school districts, and community colleges to post itemized statements of their credit card purchases on their websites.

Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that a grant made by the Department of Transportation to municipalities and airport authorities for the renovation, construction, and development of airport facilities must include a condition that the renovation, construction, and development of airport facilities is covered by a project labor agreement entered into with the local building and construction trades council having geographic jurisdiction over the airport facilities. Amends the Airport Authorities Act. Provides that any contract entered into by an airport authority to construct, develop, expand, extend, or improve any airport or airport facility must include a project labor agreement entered into with the local building and construction trades council having geographic jurisdiction over the airport or airport facility. Defines "project labor agreement". Amends the State Mandates Act to require implementation without reimbursement.

Amends the Pharmacy Practice Act. In provisions concerning the dispensation of contraceptives, changes the contraceptives dispensed to contraceptives, including emergency contraception (rather than hormonal contraceptives). Provides that, if contraceptives, including emergency contraception, are dispensed or delivered to an adult individual on behalf of a minor, a pharmacist shall require positive identification of the adult individual if the individual is not known to the pharmacist or pharmacy employees. Provides that the amendatory provisions shall not apply if positive identification is not available and a pharmacist exercising professional judgment determines that a delay in dispensing the contraceptives may be detrimental to a patient.

Amends the Consular Identification Document Act, the Election Code, the Illinois Identification Card Act, and the Illinois Vehicle Code. Repeals the changes made by and restores language removed by Public Act 103-210 regarding temporary visitor's driver's licenses and non-compliant licenses. Effective immediately.

Creates the Educational Choice for Illinois Children Act. Contains legislative findings. Provides that the State Board of Education, in coordination with the Department of Revenue, shall establish and approve a list of scholarship granting organizations that meet the requirements of Section 70411 of the One Big Beautiful Bill Act to facilitate opting the State of Illinois into the school choice tax credit provisions of the One Big Beautiful Bill Act. Provides that the list shall be published on the State Board of Education's Internet website. Effective immediately.

Amends the School Code. Provides that the General Assembly voluntarily elects the State to: (1) participate in the federal tax credit established under the federal One Big Beautiful Bill Act for individuals who make qualified contributions to scholarship granting organizations; and (2) identify scholarship granting organizations located in this State. Authorizes and empowers the State Board of Education to certify and submit a list of qualifying scholarship granting organizations to the Secretary of the Treasury of the United States in accordance with the federal One Big Beautiful Bill Act and its associated regulations. Provides that by January 1, 2027 and by every January 1 thereafter, the State Board shall submit to the Secretary of the Treasury of the United States and publish on the State Board's Internet website a list of all scholarship granting organizations that meet the requirements of the federal One Big Beautiful Bill Act and are located in this State.

Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Increases the exclusion amount from $4,000,000 to $12,060,000 for persons dying on or after January 1, 2027. Effective immediately.

Amends the Code of Criminal Procedure of 1963. Provides that in cases involving domestic violence or sex offenses, as defined in the Sex Offender Registration Act, in which the victim, at the time of the offense, was under 18 years of age, the presumption is that the defendant is to be detained, unless the judge makes a finding that the defendant is not a threat to the alleged victim, witnesses, or community. Provides that upon this finding, the defendant is entitled to be released on personal recognizance on the condition that the defendant attend all required court proceedings and the defendant does not commit any criminal offense and complies with all terms of pretrial release. Provides that upon verified petition by the State, the court shall hold a hearing and may deny a defendant pretrial release if the defendant is charged with domestic battery or aggravated domestic battery or a sex offense, as defined in the Sex Offender Registration Act, in which the victim, at the time of the offense, was under 18 years of age and the judge cannot make a finding that (rather than it is alleged that) the defendant's pretrial release does not pose (rather than poses) a real and present threat to the safety of the victim, the victim's family, or society (rather than any person or persons or the community), based on the specific articulable facts of the case.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning on January 1, 2027, hearing aids are exempt from the taxes under those Acts. Effective immediately.

Reinserts the provisions of the bill with these changes. Provides that a "beneficiary designation" means a provision in an instrument designating a beneficiary, other than in a will or an instrument creating a trust, and may also mean the instrument itself, including, but not limited to, any of the following: (1) a demand deposit, savings deposit, time deposit or other account or instrument on which the holder is directly liable with a designation for payment upon death or other nonprobate designation making it transferable on death; (2) a security registered in beneficiary form; or (3) a pension, profit-sharing plan, retirement account such as an IRA, 401(k), 403(b), or other employment-related benefit plan. Excludes from this definition a beneficiary made as part of an annuity or an insurance policy. Amends the Unclaimed Life Insurance Benefits Act. Requires an insurer within 120 days after being contacted by the charitable beneficiary to: (1) determine whether the charitable organization has a right to the proceeds of the policy, annuity contract, or a retained asset account; (2) provide a general description of the policy, annuity contract, or a retained asset account that may be held for the benefit of the charitable organization and the exact language of the beneficiary designation; and (3) include information that verifies whether the insurer has already obtained the official death certificate or documentation needed to verify the death of the insured, annuitant, or retained asset account holder. Provides that if the holder of property maintains it is prohibited from paying, delivering, or transferring the property listed under a beneficiary designation to a charitable organization due to requirements under federal law, the holder of the property shall (1) explain in writing the reason why the property cannot be paid, delivered, or transferred to the charitable organization; and (2) take all actions necessary in order to facilitate payment, delivery, or transfer of the property in compliance with this Act. Provides that if a holder of property fails or refuses to comply with the Act, the court may award a charitable organization, among other relief, a penalty in an amount determined by the court up to $10,000 only if the court finds that the holder of the property engaged in bad faith or willful misconduct. Excludes not-for-profit organizations that are the irrevocable sole beneficiary of a life insurance policy covered by the Illinois Insurance Code. Requires an insurer to provide within 120 days the appropriate claims forms or instructions to a holder of property under the Charitable Organization Beneficiary Act. Makes structural changes. Amends the Illinois Insurance Code. Provides that if due proof of death requires a certified copy of the death certificate, then no more than one beneficiary is required to submit a certified copy of the death certificate.

Amends the Illinois Insurance Code. Provides that an individual or group policy of accident and health insurance that is amended, delivered, issued, or renewed on or after January 1, 2028 and is subject to the Code shall provide coverage for a medically necessary coronary calcium scan and scoring if: (1) the individual is between 40 and 75 years of age; (2) the scan is ordered by a licensed health care provider; and (3) the provider has conducted and documented a cardiovascular risk assessment demonstrating clinical appropriateness consistent with evidence-based guidelines. Provides that coverage shall be provided at intervals consistent with evidence-based clinical guidelines and shall not be subject to more restrictive limitations than other diagnostic imaging services covered under the policy. Sets forth provisions concerning cost-sharing. Amends the Health Maintenance Organization Act to require the same coverage under the provisions of that Act. Amends the Illinois Public Aid Code to require coverage for a medically necessary coronary calcium scan and scoring for an eligible individual who: (A) is between 40 and 75 years of age; (B) is assessed by a licensed health care provider as having moderate or greater risk of atherosclerotic cardiovascular disease based on a documented cardiovascular risk assessment consistent with nationally recognized evidence-based clinical guidelines; (C) does not have a prior diagnosis of coronary artery disease; and (D) has not received a covered coronary artery calcium scan within the previous 5 years, unless medically necessary as determined by the Department of Healthcare and Family Services. Requires coverage without cost sharing and provides that the Department may adopt reasonable utilization controls consistent with other diagnostic imaging services covered under the medical assistance program. Provides that implementation of the coverage shall occur only to the extent that federal financial participation is available and approved by the federal Centers for Medicare and Medicaid Services.

Amends the Illinois Public Aid Code. Provides that, subject to federal approval, any individual who is initially approved to provide personal care services as a live-in caregiver under the Adults with Developmental Disabilities Waiver or the Support Waiver for Children and Young Adults but is subsequently ordered by the Department of Human Services to complete mandatory electronic visit verification (EVV) training on account of the individual submitting an incomplete or insufficient application for the live-in caregiver exemption from EVV requirements shall be allowed a one-time waiver of the mandatory EVV training if: (i) the individual's application for the live-in caregiver exemption was determined by the Department to be incomplete or insufficient due to missing documentation; (ii) the individual is otherwise eligible for the live-in caregiver exemption; and (iii) the individual has not previously been ordered to complete mandatory EVV training. Provides that, subject to federal approval, any individual who is approved for the live-in caregiver exemption either through formal application or a waiver shall be required to renew the exemption by written application every 5 years. Effective immediately.

Amends the Criminal Code of 2012. Provides that it is unlawful for any parent, legal guardian, or other adult person having the care or custody of a minor, by any act or word, or the failure to act or by the lack of supervision and control over the minor to encourage, contribute toward, cause, or tend to cause the minor to commit an offense against the public peace, safety, and morals by reason of the activity of the minor within the State. Provides that it is unlawful for any parent, legal guardian, or other person having custody and care of any minor to assist, aid, abet, allow, permit, or encourage the minor to violate this provision, either by an overt act, by failing to act, or by lack of supervision and control over the minor. Provides that the trier of fact may infer that if a minor is apprehended while on any public streets, highways, alleys, or parks during hours of curfew, it is evidence of a violation of the provision on the part of the parents, legal guardian, or other person having custody or care of the minor. Establishes that a violation is a Class C misdemeanor punished by a fine not exceeding $2,000 or by imprisonment for a term not exceeding 30 days, or both. Defines terms. Amends the Juvenile Court Act of 1987 to make conforming changes. Contains a severability provision.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that certain supplies purchased by a day care center are exempt from the taxes imposed under those Acts. Effective immediately.

Creates the Court Access, Safety, and Participation Act. Makes legislative findings concerning access to the courts. Creates a privilege from civil arrest for a person who in good faith is attending a State court proceeding or who is going to, remaining at, or returning from the place of the court proceeding. Creates a civil cause of action for a violation of the Act if the person alleged to have violated the Act knew or reasonably should have known that the person arrested is a person duly and in good faith attending a State court proceeding in which the person is a party, a witness, a potential witness, or a court companion of a party, witness, or potential witness while going to, remaining at, and returning from the court proceeding. Provides that the injured person may recover statutory damages of $10,000 and actual damages, any equitable or declaratory relief the court deems appropriate and just, and reasonable attorney's fees and costs for a successful action. Prohibits an action from being commenced under the Act against the Illinois court system or any Illinois court system personnel acting lawfully under duty to maintain safety and order in the courts. Provides that nothing in the Act affects any right or defense, including any existing qualified immunity defense, of any person, police officer, peace officer or public officer, or any Illinois court system personnel acting lawfully under their duty to maintain safety and order in the courts. Makes other changes. Specifies that the provisions of the Act are severable. Effective immediately.
