Amends the Motor Fuel Tax Law. Provides that an increase in the rate of tax based on the change in the Consumer Price Index shall not occur from July 1, 2026 until July 1, 2027. Effective immediately.

Amends the School Code. Allows a school board association to offer and provide scholarships or other reimbursements to school board members and a school board member to receive a scholarship or other reimbursement from the association for reasonable travel and lodging expenses to attend meetings or other events hosted by the association that are reasonably related to the school board member's duties and will contribute to the professional development of the school board member. Effective immediately.

Amends the Education for Homeless Children Act. Allows a school district to provide for an extended motel stay for a child who is homeless or at risk of becoming homeless. Effective immediately.

Amends the Code of Criminal Procedure of 1963. Provides that telecommunications carriers shall return all electronic instruments, articles, or things within 7 business days. Provides that if the judge issuing the warrant finds exigent circumstances exist, the return of the electronic instruments, articles, or things shall be as soon as possible. Provides that the judge issuing the warrant shall make a finding of applicability of the provision and shall enter a reference to the provision upon the warrant. Provides that the amendatory Act does not affect the ability of a law enforcement agency to obtain information under the Freedom From Location Surveillance Act. Defines "exigent circumstances".

Amends the School Code. Provides that, beginning with the 2026-2027 school year, every public elementary school and high school shall include the study of Latinx communities in the curriculum across all content areas, including the contributions made by individual Latinx communities in government and the arts, humanities, mathematics, and sciences, as well as the contributions of Latinx to the economic, cultural, social, and political development of the United States. Allows the State Superintendent of Education to prepare and make available to all school boards instructional materials that may be used as guidelines for development of the unit of instruction. Requires a regional superintendent of schools to monitor a school district's compliance with the curricular requirements. Provides that each school board shall itself determine the minimum amount of instructional time that qualifies as a unit of instruction satisfying these requirements. Allows a school to meet the requirements through an online program or course.

Creates the Digital Age Assurance Act. Provides that an operating system provider shall: (1) provide an accessible interface at account setup that requires an account holder to indicate the birth date or age of the user of that device for the purpose of providing a signal regarding the user's age bracket to applications available in a covered application store; and (2) provide a developer who has requested a signal with respect to a particular user with a digital signal by a reasonably consistent real-time application programming interface that identifies, at a minimum, which age bracket pertains to the user. Provides that a developer that receives a signal in accordance with the Act shall be deemed to have actual knowledge of the age range of the user to whom that signal pertains across all platforms of the application and points of access of the application. Limits the use of data collected under the Act. Provides that a person that violates the Act shall be subject to an injunction and a specified civil penalty. Sets forth provisions concerning nondiscrimination and the scope of the Act. Effective January 1, 2027.

Amends the School Code. In provisions concerning student mental health screenings, requires the State Board of Education's model school district procedures to facilitate the implementation of mental health screenings to include the option to opt in (rather than opt out) and a minimum of 3 written notifications each school year about the use of mental health screenings, one of which must be delivered by first-class mail, to a student's parent or guardian. Effective January 1, 2026.

Amends the Illinois Pension Code. In the Downstate Firefighter Article, includes in the definition of "firefighter", a person employed in a municipality's or fire protection district's fire service as a de facto firefighter. Defines "de facto firefighter". Provides that the Retirement Systems Reciprocal Act (Article 20 of the Code) is adopted and made a part of the Downstate Firefighter Article and the Chicago Firefighter Article, but only with respect to a person who, on or after the effective date of the amendatory Act, is entitled to begin receiving a retirement annuity or survivor's annuity and who elects to proceed under the Retirement Systems Reciprocal Act. In the Illinois Municipal Retirement Fund (IMRF) Article, authorizes sheriff's law enforcement employee (SLEP) status for a person who is not eligible to participate in a downstate firefighter fund and is employed on a full-time basis by a participating municipality to perform duties as a paramedic, emergency medical technician (EMT), emergency medical technician-intermediate (EMT-I), or advanced emergency medical technician (A-EMT); but only if the governing authority of that municipality has approved sheriff's law enforcement employee status for such employees by adoption of an affirmative resolution. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Workers' Compensation Act. Provides that any condition or impairment of health of an employee employed as a hospital security guard which results directly or indirectly from specified diseases or conditions resulting in any disability to the employee shall be rebuttably presumed to arise out of and in the course of the employee's hospital security employment.

Amends the Firearm Concealed Carry Act. Allows licensees who are specified judicial officers and attorneys to carry a concealed firearm in (i) any building, parking area, or portion of a building under the control of an officer of the executive or legislative branch of government; (ii) any building designated for matters before a circuit court, the Appellate Court, or the Supreme Court; (iii) any building or portion of a building under the control of the Supreme Court; or (iv) any building or portion of a building under the control of a unit of local government. Specifies that some judicial officers and attorneys must obtain the written consent of their supervisors before carrying a firearm in one of the specified buildings. Specifies that these provisions do not allow a licensee to carry a firearm in the Capitol Complex in Springfield, Illinois. Amends the Criminal Code of 2012. Provides that these licensees are exempt from the offense of unauthorized possession or storage of weapons.

Creates the Higher Education Enrollment Fraud Act. Requires the Board of Higher Education to convene a working group to develop policies and procedures for institutions of higher education to prevent fraudulent enrollment in online courses for the purpose of gaining access to financial aid, campus information technology systems, and student support services. Requires each institution of higher education to complete an annual cybersecurity self-assessment of its information technology infrastructure to determine its Information Technology Laboratory score and annually report local and systemwide technology and data security measures that support improved oversight of fraud mitigation, online learning quality, and cybersecurity efforts to the Board. Requires the self-assessment and report to be submitted to the Board by December 15, 2026 and each December 15 thereafter and the Board to compile a report of these submissions and submit that report to the General Assembly by January 15, 2027 and each January 15 thereafter. Includes other information an institution of higher education must submit related to enrollment fraud. Effective immediately.

Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.

Amends the Election Code. In provisions concerning the objection to nominations, provides that, if the electoral board determines that an objection is frivolous, the candidate may file a petition with the circuit court to recover reasonable attorney's fees and costs from the objector.

Amends the Illinois Vehicle Code. Provides that, beginning with the 2026 registration year, the standard registration fee for passenger motor vehicles of the first division and motor vehicles of the second division weighing not more than 8,000 pounds shall be $100 for any Illinois vehicle owner who has been issued a drivers license with a veteran's designation. Effective immediately.

Amends the Hospital Licensing Act. Provides that a hospital that operates an emergency department shall not use health care kiosks in the hospital's emergency department to assess or determine a patient's medical state, to determine the priority level of a patient's injuries or illness, or to otherwise triage patients. Provides that health care kiosks may be used for data entry of a patient's personal identifying information and billing information in place of paper forms. Amends the University of Illinois Hospital Act to set forth conforming requirements for a University of Illinois Hospital emergency department. Effective January 1, 2027.
