Conforms provisions to proposed amendments made to State Constitution which prohibit levying ad valorem taxes on tangible personal property by counties, school districts, & municipalities; removes provisions relating to property appraiser's assessments & effect of determinations by value adjustment boards; repeals provisions relating to extending date for filing tangible personal property tax returns; repeals provisions relating to erroneous returns & estimates of assessment when no return is filed; repeals provisions relating to tax returns to show all exemptions & claims; repeals provisions relating to exemption of renewable energy source devices; repeals provisions relating to exemption for tangible personal property; repeals provisions relating to uncollectible personal property taxes & correction of tax roll; repeals provisions relating to attachment of tangible personal property in case of removal; provides transitional provision.

Authorizes, contingent upon appropriation, state Medicaid plan to fund demonstration pilot program for specified purposes in specified counties; provides pilot program requirements; requires state Medicaid plan to provide specified report to Legislature in certain timeframe; provides for expiration of pilot program.

Increasing the maximum administrative fee that the Florida Public Service Commission may establish to carry out certain duties, etc.

Requires agency to recover full amount of medical assistance from neurological injury compensation association; 766.302, F.S.; provides & revising definitions; removes limitation on time subject to plan compensation; provides & revising definitions; removes limitation on time subject to plan compensation; revises terminology; revises provisions relating to filing claims; conforms cross-reference; revises items that are eligible for award providing compensation; requires compensation to be provided for certain actual expenses; requires compensation for costs of major medical health coverage; requires plan to reimburse certain payments made for services provided; exempts expenses for professional custodial care in certain circumstances; requires that, upon entry of final order for compensation, parents or legal guardians obtain private health insurance or submit application for Medicaid program; requires directors to maintain plan of operation; requires certain assessments to be paid into Florida Birth-Related Neurological Injury Compensation Association at certain times for certain purposes; requires plan of operation to include provision for fraud; removes obsolete provisions; revises provisions relating to actuarial valuation of plan; requires association to submit quarterly estimates; requires association to state whether plan is actuarially sound; authorizes transfer of funds to association from Insurance Regulatory Trust Fund if plan is not actuarially sound; requires association to require each entity to issue casualty insurance and pay annual assessment; provides requirements for annual assessments; requires increase in assessments after certain findings.

Authorizes AHCA to authorize & pay for specified orthotics & prosthetics services for Medicaid recipients; requires agency to seek federal approval & amend contracts as necessary to implement act; requires individual health insurance policies; group, blanket, & franchise health insurance policies; & health maintenance contracts, respectively, to provide coverage for specified orthotics & prosthetics services; prohibits health insurers & health maintenance organizations from denying claims; requires health insurers & health maintenance organizations to submit annual reports of specified information to OIR.

Requires memory care providers to follow specified standards of operation in providing memory care services; provides requirements for resident contracts; provides requirements for memory care facilities; prohibits certain facilities from advertising, representing, or holding themselves out as memory care providers unless such facilities meet specified criteria; removes provisions relating to special care for persons with Alzheimer's disease, dementia, or other memory disorders.

Revises Special Risk Class member criteria to include members employed as certain prosecutors & special investigators; provides years of creditable service for full retirement eligibility.

Authorizing, contingent upon an appropriation, the state Medicaid plan to fund a demonstration pilot program in a specified region for specified purposes; authorizing Medicaid managed assistance providers to offer specified intervention services to certain participants under the pilot program; requiring the state Medicaid plain to consider certain factors when paying certain capitation rates, etc.

Prohibits labor pool from charging certain fee to third-party user if such user directly employs laborer for work; requires labor pool to register annually with Department of Commerce; authorizes department to adopt rules; revises remedies, damages, & costs court may award prevailing party in certain actions.

Requires law enforcement agency to implement procedure for interviewing person who attempts to be taken into custody by such agency for violation of criminal law when no warrant for such person's arrest has been issued; specifies that such procedure shall include certain actions; authorizes temporary detention in certain circumstances; authorizes warrantless arrest in certain circumstances; requires law enforcement officer to deliver such person or have him or her delivered to nearest receiving facility for involuntary examination in certain circumstances.

Renaming the "Florida Health Choices Program" as the "Florida Employee Health Choices Program"; revising eligibility and participation requirements for vendors under the program; revising the types of health insurance products that are available for purchase through the program; revising the structure of the insurance marketplace process under the program, etc.

Providing for preemption of all matters relating to the regulation of religious services and gatherings; prohibiting counties, municipalities, and special districts, respectively, from substantially burdening the free exercise of religion by adopting or enforcing certain ordinances, regulations, resolutions, rules, or other policies; prohibiting a local enforcement agency from denying the issuance of a certificate of occupancy to an owner of residential or commercial structure based on noncompliance with Florida-friendly landscaping ordinances in certain circumstances; waiving sovereign immunity in accordance with specified laws, etc.

Requiring the Agency for Health Care Administration to require certain background screening for certain persons; providing eligibility requirements for admission to a medically complex children's home; providing for the denial, suspension, and revocation of a license; requiring the agency, by a specified date, to review and determine eligibility for specified criminal history checks, etc.

Requiring residential property insurers to provide specified premium reductions for claim-free periods and mitigation improvements; prohibiting the use of storm-related claims to deny eligibility for a premium reduction; requiring the Office of Insurance Regulation to adopt rules relating to mitigation upgrades; prohibiting certain claims that are the result of an act of God from being used as a cause for premium discount ineligibility, etc.

Requires copy of complaint, signed by complainant under oath, to be provided to law enforcement officers & correctional officers who are under investigation before any interrogation begins; provides exception if complaint is accompanied by corroborating evidence; prohibits certain personnel actions from being taken against law enforcement officer or correctional officer unless such officer receives copy of complaint signed by complainant under oath unless certain exception applies; requires certain investigative files to be included in officer's personnel file; prohibits investigation that does not result in imposition of disciplinary action from affecting officer's ability to receive promotion, raise, or any other commendation; requires complaint against law enforcement officer or correctional officer to be in writing & signed under oath by person filing complaint unless certain exception applies; provides penalties for making false complaint.
