Creating the Office of the Department of Corrections Ombudsperson within the Department of Corrections; establishing the Corrections Oversight Committee; authorizing the office to subpoena department records, employees, or contractors; requiring the office to conduct periodic inspections of department facilities; requiring the office to create an electronic family form and make it available on the office's public website for a specified purpose, etc.

Establishes Homes for Veterans Property Management Incentive Pilot Program in certain counties, subject to legislative appropriation; requires Florida Housing Finance Corporation, in consultation with other entities & persons, to oversee specified aspects of pilot program; provides responsibilities of corporation for pilot program; requires contracted program administrators to maintain certain functions of pilot program; authorizes certain landlords to apply to contracted program administrator to request funding from Vacancy Relief & Risk Mitigation Trust Fund; provides purpose of such trust fund; provides requirements to request funding from trust fund; requires certain case managers to assist contracted program administrator; requires contracted program administrator to maintain & provide certain documentation to corporation; requires entity responsible for certain functions to maintain any supporting documentation; authorizes corporation to rely on certifications, determinations, & documentation provided by specified entities; provides that funding for pilot program is awarded on first-come, first-served basis; authorizes corporation to suspend acceptance of applications; requires specified notice.

Provides exemption from public records requirements for certain records & personal identifying information submitted to DOH for inclusion in uterine fibroid research database; provides statement of public necessity.

Removes provisions authorizing parents & residents to object to instructional materials; removes requirements for certain meetings of committees related to such objections; removes provisions authorizing Commissioner of Education to appoint special magistrate; & removes district school board reporting requirements relating to such objections.

Authorizes DHSMV to provide state agencies & certain third parties with access to certain driver license information for specified purposes with licensee's consent; authorizes identity verification service providers to use DHSMV data under certain conditions; requires certain revenue be deposited into Highway Safety Operating Trust Fund; prohibits such providers from retaining certain information; prohibits third party from storing or selling certain information without licensee's consent.

Provides exemption from public records requirements for certain information relating to designation of organization as domestic terrorist organization or foreign terrorist organization by Chief of Domestic Security; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Creating the Drug Overdose Death Review Committee and the Suicide Death Review Committee, respectively, within the Department of Health for specified purposes; providing for membership of the committees and duties of the Drug Overdose Death Review Committee and the Suicide Death Review Committee, respectively; authorizing external stakeholders to review specified information; requiring the Drug Overdose Death Review Committee and the Suicide Death Review Committee, respectively, to annually submit a report to the Department of Health and the Statewide Drug Policy Advisory Council by a specified date, etc.

Requires Florida Commission on Offender Review, in conjunction with DOC, to establish conditional geriatric release program; specifies eligibility for program; authorizes persons sentenced to custody of department to apply to commission to be considered for conditional geriatric release within specified time before reaching eligibility; specifies that person does not have right to conditional geriatric release; requires commission to consider any evidence relevant to public safety; authorizes commission to consider continued cost to department to house inmate; specifies that commission has sole discretion to determine whether to grant conditional geriatric release; authorizes revocation of conditional geriatric release for violations of any conditions of release; requires rulemaking.

Authorizes mutual management plans for school district facilities used by schools of hope to include provision for school of hope & school district to share specified costs.

Provides requirements for FCS institutions & state universities relating to reporting requirements, training, & publishing of specified information relating to enrollment, courses, specified information.

Revises circumstances under which certain land use regulations may be enforced; revising persons authorized to bring certain civil actions; requires certain pending applications to be processed in a specified manner.

Creates Florida Health Fund for Florida Health Plan; provides for administration of fund; provides for sources of funds & purpose; requires claims for health care services to be made to fund; provides for disbursement from fund; provides for accounts in fund; requires moneys received by fund to be paid to specified person; prohibits such person from commingling funds with other moneys; requires necessary waivers, exemptions, agreements, & legislation to be obtained for federal payments for fund; provides for future review & termination or re-creation of fund; provides eligibility of certain retirees for plan; provides that Florida Health Plan's responsibility for providing health care is secondary to existing federal programs if funding for these programs is not transferred to fund; requires collateral sources to pay certain sum to fund; provides duties of Florida Health Board relating to fund; provides duties of plan auditor relating to fund; provides appropriation; provides applicability of Code of Ethics for Public Officers & Employees to employees & director of fund.

Removes provisions creating the Environmental Regulation Commission; requires certain solar facility permit applicants to incorporate certain protections in the development and implementation of erosion and sediment control plans for the construction of such facilities; specifies requirements for such plans; revises the date by which certain major permitted sources of air pollution must pay an annual operation license fee; ratifies specified rules relating to the Lower Santa Fe and Ichetucknee Rivers and Priority Springs minimum flows and recovery strategy for the sole and exclusive purpose of satisfying any condition on effectiveness pursuant to provisions which require ratification of any rule exceeding the specified thresholds for likely adverse impact or increase in regulatory costs, etc.

Providing that the Department of State may administratively dissolve a corporation that has been designated as a terrorist organization in certain situations; providing that a person who receives military training from a domestic terrorist organization in certain situations commits a specified crime; providing a person who knowingly provides or attempts or conspires to provide material support or resources to a domestic terrorist organization commits a specified crime; providing that a person who willfully becomes a member of a domestic terrorist organization and serves under the direction or control of such organization with a specified intent commits a specified crime; authorizing the Chief of Domestic Security to designate an organization a domestic terrorist organization or a foreign terrorist organization if certain requirements are met; requiring the Chief to provide specified written notice to the Governor, the Cabinet, and the organization of the designation; providing that the Governor and the Cabinet may by a majority vote approve or reject the designation; requiring the Chief to publish such designation in the Florida Administrative Register within a specified time period after approval of the designation by the Governor and the Cabinet; providing that certain students of school districts and Florida College System institutions are ineligible for specified fee waivers; prohibiting students who promote domestic terrorist organization or foreign terrorist organizations from being awarded certain public institution funds, etc.

Provides that firearm manufacturer is not liable for certain torts based on absence or presence of certain features, mechanisms, or standards not required under federal law.
