Revises requirements for licensure by endorsement as veterinarian.

Defines "audio conference"; revises list of official records that condominium association is required to maintain to include audio conference recordings; revises association meeting requirements & authorizing associations to use audioconferencing, in addition to videoconferencing, or to use both; revises emergency powers of condominium, residential cooperative, & homeowners' associations to include power to conduct meetings & elections via audioconferencing; revises quorum requirements for residential cooperative association meetings to include audioconferencing.

Prohibits certain stormwater treatment & net improvement activities; requires DEP to require specified documentation for issuance of environmental resource permit for regional stormwater management systems; provides requirements for environmental resource permits authorizing such systems; authorizes certain permit applicants to purchase & use certain pollution reduction allocations & water quality enhancement credits; requires DEP & water management districts to use specified information to establish drainage areas; provides that certain use of enhancement credits constitutes stormwater treatment; provides that certain pollutant load reductions may not be referred to as enhancement credits; requires DEP to file specified rules for adoption by specified date; provides for water quality enhancement provisional permits; provides for modification of such permits under certain conditions; requires DEP & water management districts to recognize enhancement credits established in provisional permits; clarifies types of mitigation measures for compensating stormwater treatment which DEP or water management district governing boards must consider.

Authorizes AHCA to conduct retrospective reviews & audits of certain claims under state Medicaid program for specified purpose; requires agency, in coordination with DCF, to implement mandatory work & community engagement requirements for able-bodied adults as condition of obtaining & maintaining Medicaid coverage; specifies types of activities which may satisfy work & community engagement requirements; provides that certain population is required to engage in work or community engagement activities only during standard school hours; requires persons eligible for Medicaid to demonstrate compliance with work & community engagement requirements at specified times as condition of maintaining Medicaid coverage; revises components of Medicaid prescribed-drug spending-control program to include preferred physician-administered drug list, preferred product list, & high-cost drug list; provides that determinations of overpayment under Medicaid program may be based upon retrospective reviews, investigations, analyses, or audits conducted by agency to determine possible fraud, abuse, overpayment, or recipient neglect; requires agency to implement Integrated Managed Care Pilot Program in designated regions by specified date.

Revises provisions relating to evidence that is admissible to demonstrate past & future medical expenses in personal injury & wrongful death actions.

Requires civilian to submit to test of his or her blood within certain timeframe after incident if he or she discharges firearm within this state resulting in injury or death; specifies procedure for testing; specifies consequences for refusing to submit to testing; provides for confidentiality & disclosure of test results; provides reporting requirements.

Requires large health care facilities to develop written financial assistance policies; provides financial assistance eligibility criteria; provides billing & collections rules & prohibitions; prohibits information relating to medical debt from being included in consumer reports, communicated with & reported to consumer reporting agencies, & used for certain decisions; prohibits medical creditors & medical debt collectors from engaging in certain acts during health insurance appeals; limits interest on medical debt under certain circumstances; creates Florida Health Plan; provides eligibility for & coverage of plan; authorizes Florida Health Board to establish financial arrangements with other states & foreign countries; authorizes plan enrollees to choose certain health care providers to have primary care providers & access to care coordination; authorizes enrollees to see health care specialists without referral; requires board to secure repeals & waivers of certain provisions of federal law; provides that plan's responsibility for providing health care is secondary to existing federal programs; requires plan to collect health care costs from collateral sources; prohibits patient care from being affected by fee schedules & financial incentives; prohibits noninstitutional & institutional providers that accept payments from plan from billing patients; provides requirements for capital expenditures by noninstitutional & institutional providers which exceed specified amount; requires Secretary of Health Care Administration to designate health planning regions; provides considerations for such designations; provides requirements for regional planning boards; prohibits certain health insurance policies & contracts from being sold in this state on & after specified date.

Requires medical examiners to take specified actions when performing autopsy on decedent who is violent offender; requires that autopsy reports for such individuals include certain findings & information; requires notification of certain findings & information to FDLE, DOH, & AHCA; authorizes release of certain patient records to law enforcement agencies without patient authorization; requires school safety specialists to provide school district staff with certain training on adverse effects of specified substances; specifies requirements for training; requires safe-school officers to complete certain training on adverse effects of specified substances; specifies requirements for training.

Authorizes use of specified funds deposited in Florida Forever Trust Fund for acquisition of lands which preserve certain historic cemeteries; subject to appropriation, authorizing use of additional funds for acquisition of such lands; requires state to be granted easement for ingress & egress to abandoned cemeteries on private lands for specified purposes; requires abandoned cemeteries on private lands to be included in Florida Master Site File; provides that owner of such private land is entitled to conservation easement.

Authorizes employer to post specified notices on Internet in manner that is accessible to employer's employees; authorizes employer to post specified notices on Internet in manner that is accessible to employer's employees & general public.

Proposes amendment to State Constitution to require that Senate confirm appointments & removals made by Governor & to require that Legislature authorize extension of state of emergency declared by Governor.

Creates Vacancy Relief & Risk Mitigation Trust Fund within Florida Housing Finance Corporation for specified purpose; authorizes any unexpended balance at specified time to revert & be reappropriated for certain purpose; provides for future review & termination or re-creation of trust fund.

Provides & revises requirements for preplanned adoption agreements, surrogacy contracts, & informed consent; requires security background investigations of specified parties; requires donor banks, fertility clinics, & surrogacy agencies to be licensed or certified; requires certain entities & persons to develop best practice policies & submit such policies to specified entity; requires specified material be labeled & records maintained for specified timeframe; requires AHCA & DCF to conduct annual inspections; provides for administrative penalties & corrective action plans; requires certain parties undergo mental & medical evaluations; requires surrogacy agencies maintain escrow accounts & provides requirements for such accounts & escrow agents; requires DCF maintain list of certified surrogacy agencies; authorizes certain parties to petition court to validate surrogacy contract & for expedited affirmation of parental status; authorizes deletion of certain names from certain court documents; requires certain notice; provides requirements if court denies affirmation of parentage; requires AHCA, DOH, & DCF to adopt rules.

Directs DHSMV to develop Italian-American culture license plate; provides for distribution & use of fees collected from sale of plate.

Providing that the absence of certain mechanisms or features may not be used as evidence of a defective product design, negligence, a duty to warn, strict liability, or evidence to support similar claims, etc.
