Exempting specified services from the requirement that a physical therapist have a practitioner of record review and sign a plan of treatment, etc.

Prohibits local government & DEP from issuing construction permit for certain solid waste disposal & waste-to-energy facilities under certain circumstances.

Expanding the definition of the term "state agencies or subdivisions" to include county constitutional officers for purposes of provisions relating to the waiver of sovereign immunity in tort actions, etc.

Provides that certain residential manufactured buildings may not be denied building permit for placement of such building; prohibits local government from adopting certain technical amendments to FBC; prohibits local enforcement agency from requiring building permit for work valued at specified amount; prohibits project from being divided into multiple projects; requires building permit for certain work regardless of value of work; requires contractor to maintain certain written records; prohibits local enforcement agency from requiring building permit for specified work on backup power system installed by certain persons or entities; requires local enforcement agencies to establish specified process to submit certain notice before installation of backup power system; prohibits local governments from adopting or enforcing certain ordinances, rules, or other measures; authorizes local enforcement agency to conduct one inspection, either in person or virtually; authorizes use of private provider for certain inspections; requires local enforcement agency to provide certain persons written notice of correction; authorizes stop-work order under specific circumstances; requires local enforcement agency to offer reinspection date within certain time period; provides that private provider inspection report constitutes acceptance; prohibits local enforcement agency from withholding or revoking certificate of occupancy based solely on failed inspection report.

Requires DOS to waive specified fees for certain businesses; provides eligibility & registration requirements for such waivers; provides tax exemptions for certain businesses; provides eligibility requirements for such exemptions; requires DOR to establish procedures for claiming such exemptions; provides for rulemaking & interagency cooperation; provides annual reporting requirements.

Establishes Doula Workforce Development Support Program within Department of Commerce for specified purposes; provides requirements for grant funding & use of such funds; provides requirements for department to administer program; requires department to submit certain report to Governor & Legislature by specified date annually; authorizes department to require grant recipients to submit certain data; authorizes department to adopt certain rules.

Revising the issues a court may resolve for a personal representative; requiring the court to award taxable costs and attorney fees in certain proceedings; authorizing the court to direct such payment from certain persons; revising when summary administration proceedings may commence for either a resident or nonresident decedent's estate; revising the sum for funds certain financial institutions may make payable to a decedent's family member, etc.

Providing an exemption from public records requirements for the personal identifying and location information of current and former employees and commissioners of the Commission on Ethics and their spouses and dependents; providing for future legislative review and repeal of the exemption; providing for retroactive application of the exemption; providing a statement of public necessity, etc.

Creates Retirement Savings Task Force within Department of Commerce to serve specified purpose; Provides for competition & appointment of task force members; require task for to have first meeting within specified time; requires task force to meet on certain schedule or upon specified event; requires task force to create report containing specified information; requires interim & final report to be provided to specified persons by certain dates

Requiring that the Secretary of State be elected, rather than appointed, and serve a specified term; requiring the Florida Commission on Offender Review to develop and maintain a database for a specified purpose; authorizing a person who meets certain requirements to register to vote for the early voting period or election day at an early voting site or his or her polling place and cast a ballot immediately thereafter; authorizing the Department of Highway Safety and Motor Vehicles to preregister certain individuals to vote; revising the information a third-party voter registration organization is required to provide to the Division of Elections of the Department of State, etc.

Revises Liking Industry to Nursing Education Fund to include nonmonetary contributions; provides requirements for such contributions; revises authorized uses of awarded funds, proposal & review requirements, & allowable contributions; prohibits proposal to participate in fund from being comprised solely of nonmonetary contributions; & authorizes multiyear awards.

Creates University Town Center Improvement District, independent special taxing district, in Sarasota & Manatee Counties; provides purposes of district; establishes boundaries of district; provides powers of district; creates Board of Supervisors; provides for organization, powers, duties, terms of office, & compensation of board; provides for landowners' meetings & election of supervisors; provides non-ad valorem assessments; provides for issuance of bonds; provides minimum charter requirements; provides boundary changes; requires that certain requirements be set forth under special circumstance.

Provides for five-member city commission, including mayor; provides that mayor is voting member of city commission; revises mayoral duties; provides for transition; requires referendum.

Revising the powers and duties of the Division of Florida Condominiums, Timeshares, and Mobile Homes; authorizing a person injured by a violation of state law to file a complaint with the Department of Legal Affairs; prohibiting a mobile home park owner or such owner's employees or agents from engaging in certain actions relating to electronic billing or payment systems; requiring certain proof of expenses or factors to be included in a notice for a proposed increase in lot rental amount; revising the circumstances under which, and the timeframe in which, a park owner may terminate a tenancy; authorizing specified persons or entities to pay a lot rental amount in a certain manner, etc.

Revises methods by which applicants can qualify for customer representative license.
