Conforming provisions to align with State Constitution.

Prohibiting a local government or the Department of Environmental Protection, respectively, from issuing a construction permit for certain solid waste disposal and waste-to-energy facilities under certain circumstances, etc.

Prohibits court from denying or restricting certain parental rights based solely on parent's status as qualified patient for purposes of medical marijuana use; prohibits presumption of neglect or child endangerment based solely on parent's status as qualified patient for purposes of medical marijuana use.

Revises definition of "infrastructure" to include body cameras in certain circumstances.

Defining the terms "medical debt collector" and "medical debt creditor"; prohibiting medical debt creditors and medical debt collectors from engaging in specified activities to collect medical debt; specifying limitations on the amount of interest a debtor may be charged for medical debt; providing that certain debtors may not be charged any interest or late fees on their medical debt, etc.

Authorizes certain special districts meeting particular criteria to jointly enter into, participate in, establish, or control specified joint relationships or collaborations anywhere in boundaries of either or all such special districts; establishes state action immunity; authorizes such districts to exercise such powers regardless of certain consequences.

Requires DFS to notify applicants in specified circumstances; authorizes applicants to submit subsequent applications in certain circumstances; prohibits application from being deemed withdrawn or abandoned if applicant responds to notice & makes certain demonstrations; authorizes applicants to submit subsequent applications in certain circumstances.

Creating the Local Government Cybersecurity Protection Program within the Florida Digital Service, to be administered by the Florida Digital Service; requiring the Florida Digital Service to enter into certain data-sharing agreements with local governments for a specified purpose; requiring the Florida Digital Service to administer the grant program based on specified criteria to provide information technology commodities and services to local governments for a specified purpose; requiring the Florida Digital Service to contract for information technology commodities and services and award such commodities and services to local governments; requiring the Florida Digital Service to prepare and submit a specified report to the Governor's Office of Policy and Budget and the chairs of the legislative appropriations committees, etc.

Requires outsourcing facilities apply to DOH, using form prescribed by Board of Pharmacy, to obtain permit before engaging in specified activities; requires department to issue outsourcing facility permits to applicants board certifies as meeting certain criteria; requires that initial application for permit include specified documentation; requires board to review such documentation & consider certain actions of applicant outsourcing facility; prohibits department from issuing permit to outsourcing facility; provides that certain outsourcing facilities are only required to obtain outsourcing facility permit; requires outsourcing facilities to obtain additional applicable permits if they engage in certain activities; provides applicability; provides that outsourcing facilities holding valid outsourcing permit issued before specified date are deemed to be in compliance with certain permitting requirements; authorizes such facilities to continue operating under such permit until certain condition occurs; requires board & department to rely on & recognize certain federal inspection reports as satisfying state inspection requirements for purposes of initial permitting & subsequent renewals; authorizes department to conduct inspections; provides that board is sole state regulatory authority responsible for permitting, oversight, & discipline of outsourcing facilities; exempts permitted outsourcing facilities from separate licensure or permitting requirements under Florida Drug & Cosmetic Act for engaging in specified activities; requires board to adopt rules; exempts permitted outsourcing facilities from applicability of Florida Drug & Cosmetic Act.

Proposing amendments to the State Constitution to authorize the Legislature, by general law, to provide that the transfer of homestead property by inheritance is not considered to be a change in ownership for purposes of homestead property assessment and to provide an effective date, etc.

Requiring the Florida Building Commission to require that the entire building envelope of certain structures meet the impact resistance requirements of the Florida Building Code and be constructed with wind-resistant materials designed and built to withstand a specified wind speed, etc.

Revising eyewitness identification procedures; requiring a law enforcement officer to record, as completely as possible, an eyewitness's description of the possible perpetrator of a crime and include the description in the offense report; providing that if facial recognition technology is used to identify a suspect, a lineup may not be conducted unless certain conditions are met; requiring a law enforcement officer or agency to make efforts to perform a lineup rather than use a show-up or a first-time-in-court identification, etc.

Providing that benefits may not be denied to certain persons solely on the basis of a drug trafficking conviction under certain circumstances, etc.

Ratifying specified rules relating to legal tender for the sole and exclusive purpose of satisfying any condition on effectiveness of provisions and repealing provisions relating to legal tender, etc.

Prohibits unauthorized aliens from receiving certain licensing or certification, financial assistance, & claim reimbursement; requires certain procedures, instruction, & testing to be conducted in English; prohibits alternate language accommodations; requires employers & licensees to verify employment eligibility & citizenship status, respectively, before taking certain actions; provides civil cause of action & criminal penalty; provides penalties; authorizes certain complaints; requires Office of Financial Regulation to conduct random audits; creates rebuttable presumption against unauthorized out-of-state drivers; provides exemptions & standard of proof; provides requirements for law enforcement officers, DHSMV, insurers, & OIR; provides administrative penalties; authorizes private cause of action; prohibits certain financial institutions from accepting certain forms of personal identification.
