Removes preemption provisions relating to rent control; authorizes municipalities & counties to create community land bank programs & provides requirements for such programs; authorizes tax credit for certain projects; provides maximum value of such credit; authorizes FHFC to allocate tax credit among certain projects; requires certain agencies to provide report to Legislature relating to use of specified funds; requires DFS to adopt home resiliency grading scale with certain requirements; provides requirements for creation of certain program; establishes Innovation Mitigation Solutions Pilot Program within DFS; allows mortgage lenders & property insurers to submit certain proposals; authorizes DFS to waive or develop certain rules; creates Retail-to-residence Tax Credit Program & provides requirements for such program; creates Affordable Housing Construction Loan Program & provides requirements for such program; provides that certain actions are violation of Florida Antitrust Act of 1980; revises powers of consumer advocate appointed by CFO; specifies that failure to obey certain court orders may be punished as contempt; prohibits OIR from approving certain rate filings; prohibits certain business entities from purchasing, acquiring, or otherwise obtaining certain property & subsequently leasing or renting such property; requires certain property be listed for sale for specified timeframe; requires specified notice; authorizes civil actions by OAG.

Requires autonomous vehicle registered in this state to comply with certain standards, regulations, & laws; prohibits autonomous vehicle from engaging in certain activities unless licensed human operator is physically present in vehicle; requires such operator to comply with certain standards, regulations, & laws.

Requiring a civilian to submit to a test of his or her blood within a certain timeframe after an incident if he or she discharges a firearm within this state resulting in an injury or a death; specifying the procedure for the testing; specifying consequences for refusing to submit to testing, etc.

Recognizing February 4, 2026, as "New College Day" in Florida, etc.

Amending a provision which provides an exemption from public records requirements for a trade secret held by an agency, etc.

Re-creating the Emergency Preparedness and Response Fund within the Executive Office of the Governor; specifying that moneys are appropriated to the Emergency Preparedness and Response Fund by the Legislature or pursuant to a specified provision; requiring that federal reimbursements of state emergency expenditures be deposited in a separate account within the fund; prohibiting moneys in the fund from being used to purchase aircraft, boats, or motor vehicles, etc.

Increases number of members of governing board; including fractions of acres in all gross acreage owned by landowner; provides for compensation for supervisors attending board meetings; requires competitive bidding for certain positions; revises residence requirements for members of board; provides for staggering of terms, annual elections, & election of board officers; requires election; removes outdated language; requires board to authorize formation of engineering plan; provides limitation of one-time special assessment; authorizes district money to be expended before levy of such special assessment.

Prohibits assessment of fine for reporting person's first late filing of disclosure or statement of financial interests if certain conditions are met.

Provides exemption from public records certain information contained in public report published by DOH relating to experimental treatment outcomes & safety signals; provides statement of public necessity.

Requiring the Social Services Estimating Conference to develop certain official information relating to the pilot program for individuals with developmental disabilities; authorizing the Department of Children and Families, as authorized by and consistent with appropriated funding, to contract with a specified organization to provide grief support services to help certain children and youth; revising the monthly room and board rates the department is required to pay to certain foster parents and caregivers; renaming the Step into Success Workforce Education and Internship Pilot Program as the Step into Success Workforce Education and Internship Program, etc.

Recognizing Embry--Riddle Aeronautical University on its 100th anniversary, etc.
