Designating the month of June as "Responsible Firearm Safety Awareness Month" for a specified purpose; encouraging the Department of Law Enforcement, local governments, and other agencies and organizations to sponsor certain events, etc.

Prohibits governmental entities from extending or renewing contract with specified entities; prohibits governmental entities from taking certain actions relating to contracting for AI technology, software, or products unless certain requirements are met; prohibits governmental entities from entering into contracts for AI technology, software, or products under certain conditions; provides rights of Floridians relating to AI use; requires consent for minors to create new or maintain existing companion chatbot platforms; requires companion chatbot platforms to make certain disclosures & institute certain measures to protect minors; prohibits AI technology companies from selling or disclosing personal information of users unless information is deidentified; prohibits commercial use of individual's name, image, or likeness created through AI without consent; provides for enforcement; provides for civil penalties & damages; provides for private causes of action.

Authorizes DOS to partner with certain county commissions & local entities for specified purpose; requires each Florida Museum of History to be owned, managed, & operated by certain entity; establishes Florida Museum of History Advisory Committee; provides membership & duties of committee; requires each county commission & local entity to create Florida Museum of History Board; provides for membership & duties of operating board; requires that certain entities develop & execute marketing plan to promote each Florida Museum of History; requires financial feasibility studies; provides for funding from specific sources for certain purposes; provides requirements for Florida Museum of History.

Provides registration, reporting, inspection, & maintenance requirements for cooling towers, domestic water storage tanks, & supplemental disinfection systems; provides duties of DOH & county health departments regarding cooling towers; provides civil & criminal penalties; requires State Surgeon General to submit report to Legislature; provides for waivers & variances.

Requires AHCA to implement & administer Medicaid buy-in program for specified working individuals with disabilities; provides requirements for program; requires agency to seek by specified date federal approval through Medicaid waiver or state plan amendment to implement program; requires agency to implement & administer program upon receiving federal approval.

Expands exemption from public record requirements for examination & assessment instruments to include such instruments when held by certain entities; requires SBE & BOG to adopt certain rules & regulations governing retention & disposal process for specified record; authorizes specified entities to disclose exempt information to certain entities; requires specified entities to disclose exempt information in certain circumstances; & extends scheduled repeal of exemption.

Authorizes contract brewers to transfer malt beverages to contracting brewers' facilities; provides that title to malt beverages remains with contract brewer until malt beverages are removed from licensed premises; requires licensed manufacturers that wish to engage in contract brewing to notify division; requires such licensed manufacturers to make full & complete report to division by certain date; requires that entity seeking to become host brewer or guest brewer for alternating proprietorship brewing first qualify as brewer with National Revenue Center; requires that guest brewer's malt beverages be separate & identifiable from malt beverages of all other tenants at host brewer's licensed premises; requires guest brewer to make full & complete report of specified information to division; provides that title to malt beverages remains with guest brewer; prohibits manufacturers or vendors from engaging in contract brewing or alternating proprietorship brewing.

Creating an exemption from public records requirements for certain records and information held by the Drug Overdose Death Review Committee and the Suicide Death Review Committee, respectively, or a local review committee established thereunder; creating an exemption from public meetings requirements for portions of meetings of the committees which would reveal confidential and exempt information; providing for future legislative review and repeal; providing statements of public necessity, etc.

Requires Miami-Dade County to transfer existing property interest in Coconut Grove Playhouse to Town of Bay Harbor Islands; provides duties of town.

Revises eligibility requirements for My Safe Florida Condominium Pilot Program; requires DFS to adopt rules to verify household income; authorizes condominiums with mixed-income occupancies to participate in pilot program; requires application for mitigation grant to include documentation to verify household income; limits award of grant funds; requires association to complete certain percentage of opening protection improvements.

Creating the "Medical Spa Prescription Drug Oversight Act"; requiring medical spas to be licensed under certain circumstances; requiring the Board of Pharmacy to maintain a public database of licensed medical spas; providing that submission of an application for licensure by a medical spa constitutes permission for inspections; authorizing the board to investigate certain violations and impose penalties, etc.

Requiring that certain public meetings be held as a condition precedent to the effectiveness of a new or extended agreement under which a municipality will provide specified utility services in other municipalities or unincorporated areas; requiring municipalities that provide specified utility services to report certain information by a specified date, and annually thereafter, to the Florida Public Service Commission; requiring the commission to compile such information and submit a report by a specified date, and annually thereafter, to the Governor and the Legislature; preempting to the state the subject of a regional utilities authority, etc.

Revises membership of Florida Transportation Research Institute; requires Florida Greenways & Trails Council to meet within specified timeframe to update specified recommendations; requires seaports to include critical infrastructure resource strategies in specified plan; revises provisions relating to personal delivery devices & mobile carriers; increases certain speed limits; modifies terms for elections to attend basic driver improvement course; authorizes certain rental trucks to elect permanent registration period; requires motor vehicle registration renewal to be recorded electronically; removes provisions relating to validation stickers; revises provisions relating to drone delivery services & drone ports; revises powers & duties of DOT with respect to state airport systems; provides requirements for commercial service airports relating to critical infrastructure resources; revises provisions relating to certain communications facilities; revises construction materials that may be used for certain multiuse trails or shared-use paths; provides that certain provisions relating to paratransit services apply only to persons with disabilities; revises provisions authorizing certain sign owners to increase sign height under certain circumstances; provides penalties for shooting into or throwing deadly missiles into occupied or unoccupied autonomous vehicle; provides penalties for defacing, injuring, or damaging autonomous vehicle.

Transfers Division of FHP & Office of Commercial Vehicle Enforcement from DHSMV to FDLE; requires executive director of DHSMV to be appointed by Governor & subject to confirmation by Senate.

Prohibits construction, installation, operation, maintenance, or expansion of specified oil & gas facilities on, in, over, or across certain waters & sovereignty submerged lands; prohibits Board of Trustees of Internal Trust Fund, state agencies, water management districts, port authorities, & local governments from issuing leases, easements, rights-of-way, authorizations, & permits for such activities; prohibits award of state grants or financial assistance for such activities; provides for enforcement; provides duties of DEP; provides for injunctive relief & civil penalties.
