African Diaspora Heritage Month Act of 2025This bill requires the President to designate by proclamation African Diaspora Heritage Month. The proclamation shall be issued every year and urge the observation of African Diaspora Heritage Month by state and local governments. 

Separation of Powers Restoration Act of 2025 or SOPRAThis bill modifies the scope of judicial review of agency actions to authorize courts reviewing agency actions to decide de novo (i.e., without giving deference to the agency's interpretation) all relevant questions of law, including the interpretation of (1) constitutional and statutory provisions, (2) rules made by agencies, (3) interpretative rules, (4) general statements of policy, and (5) all other agency guidance documents.No law may exempt a civil action from the standard of review required by this bill except by specific reference to such provision.

Purple Heart Veterans Education Act of 2025This bill authorizes certain Purple Heart recipients to elect to transfer to one or more eligible dependents (e.g., a spouse or child) unused portions of such recipients’ entitlement to Post-9/11 GI Bill educational assistance. This authority specifically applies to veterans who are awarded the Purple Heart for service in the Armed Forces occurring on or after September 11, 2001, and who have been discharged or released from active service.Under the bill, the total number of months of entitlement transferred by a Purple Heart recipient may not exceed 36 months. Additionally, the Purple Heart recipient may modify or revoke any unused portion of the transferred entitlement by submitting written notice.A transferred entitlement may not be treated as marital property or marital assets in divorce or other civil proceedings.The death of the Purple Heart recipient must not affect the use of the entitlement by the individual who receives the transferred entitlement.In the event of an overpayment of educational assistance, the Purple Heart recipient and the transferee of the entitlement must be held jointly and severally liable for the amount.The bill requires the VA and DOD to coordinate to facilitate the transfer of entitlements under the bill.

Smoke and Heat Ready Communities Act of 2025This bill authorizes the Environmental Protection Agency (EPA) to make grants to air pollution control agencies to support the development and implementation of programs that support local communities in detecting, preparing for, communicating with the public about, or mitigating the environmental and public health aspects of wildfire smoke and extreme heat. The EPA must establish a formula to distribute the grants among air pollution control agencies.The bill requires the EPA to establish four Centers of Excellence for Wildfire Smoke and Extreme Heat at institutions of higher education to research (1) the effects of smoke emissions from wildland fires and extreme heat on public health, and (2) the means by which communities can better respond to impacts from such conditions.Additionally, the EPA must begin to carry out research tostudy the health effects of smoke emissions from wildland fires and extreme heat;develop and disseminate personal and community-based interventions to reduce exposure to, and health effects of, wildland fire smoke emissions and extreme heat;increase the quality of smoke and extreme heat monitoring and prediction tools and techniques; anddevelop implementation and communication strategies.The EPA must also establish a competitive grant program to assist certain entities (e.g., a state) in developing and implementing collaborative community plans for mitigating the impacts of smoke emissions from wildland fires and extreme heat.

Veterans Mental Health and Addiction Therapy Quality of Care ActThis bill requires the Department of Veterans Affairs (VA) to seek to enter into an agreement with an independent and objective organization to study the difference in quality of mental health and addiction therapy care provided by the VA compared to non-VA providers across various modalities. The organization must publish its findings publicly.

Born-Alive Abortion Survivors Protection ActThis bill establishes requirements for the degree of care a health care practitioner must provide in the case of a child born alive following an abortion or attempted abortion.Specifically, a health care practitioner who is present must (1) exercise the same degree of care as would reasonably be provided to any other child born alive at the same gestational age, and (2) ensure the child is immediately admitted to a hospital. Additionally, a health care practitioner or other employee who has knowledge of a failure to comply with the degree-of-care requirements must immediately report such failure to law enforcement.A health care practitioner who fails to provide the required degree of care, or a health care practitioner or other employee who fails to report such failure, is subject to criminal penalties—a fine, up to five years in prison, or both.An individual who intentionally kills or attempts to kill a child born alive is subject to prosecution for murder.The bill bars the criminal prosecution of a mother of a child born alive under this bill and allows her to bring a civil action against a health care practitioner or other employee for violations.

Voluntary Public Access Improvement Act of 2025This bill reauthorizes through FY2029 and increases funding for the Voluntary Public Access and Habitat Incentive Program (VPA-HIP). This Natural Resources Conservation Service program provides state and tribal governments competitive grants to encourage owners and operators of privately-held land (i.e., farm, ranch, and forest land) to allow public access for hunting, fishing, and other wildlife-dependent recreation.The bill also reauthorizes through FY2029 VPA-HIP funding to encourage public access to land covered by wetland reserve easements through agreements with states and tribal governments.

Realizing Engineering, Science, and Technology Opportunities by Restoring Exclusive Patent Rights Act of 2025 or the RESTORE Patent Rights Act of 2025This bill establishes a rebuttable presumption for injunctive relief in patent infringement cases. Specifically, if a court enters a final judgment finding infringement of a right secured by patent, the patent owner shall be entitled to a rebuttable presumption that the court should grant a permanent injunction with respect to that infringing conduct.(In 2006, the U.S. Supreme Court held in eBay v. MercExchange that patent holders do not have an automatic right to a permanent injunction in a patent infringement case.)

A bill to establish a pilot program to assess the use of technology to speed up and enhance the cargo inspection process at land ports of entry along the border.

Helping Heroes ActThis bill requires the Department of Veterans Affairs (VA) to establish the Veteran Family Resource Program to address social determinants of health challenges experienced in veterans’ family units and ensure veterans and their families have access to services and resources to support wellness within the family units.In implementing the program, the VA must (1) appoint at least one family coordinator in each Veterans Integrated Service Network (regional VA health care administrative areas), and (2) ensure adequate staffing and resources to ensure family coordinators are able to carry out their duties and functions. Under the bill, a family coordinator’s function is generally to serve at a VA medical center as a point person regarding VA and community resources for veterans, their families, and caregivers and survivors of veterans.The VA may expand the program to additional medical centers as appropriate.Not later than one year after the date of enactment of this bill, and not less frequently than once every five years after, the VA must survey disabled veterans and their families to identify and better understand their needs.

Air Traffic Control Workforce Development Act of 2025This bill expands and modifies Air Traffic Control (ATC) workforce training and programs.The bill provides statutory authority for the Enhanced Air Traffic-Collegiate Training Initiative (AT-CTI) program. As background, standard AT-CTI institutions of higher education offer nonengineering aviation degrees that teach basic courses in ATC and aviation administration, and graduates complete training at the Federal Aviation Administration (FAA) Academy. Students at Enhanced AT-CTI schools are provided with equivalent FAA Academy ATC training and may be placed directly into an ATC facility.The bill establishes a grant program for schools participating in the Enhanced AT-CTI program and provides for a faculty annuity supplement for ATC instructors at participating institution of higher education.The FAA must convene an aviation rulemaking committee to review and provide recommendations on the (1) curricula of the FAA Academy, AT-CTI program, and Enhanced AT-CTI program; and (2) Air Traffic Skills Assessment exam. Based on the committee's recommendations, the FAA must initiate a rulemaking or make policy and guidance updates, with an exception.The bill authorizes funding through FY2031 for the procurement and placement at ATC facilities of Tower Simulator Systems, which are used to train air traffic controllers on airport tower operations.The bill also requiresDOT to establish ATC recruitment and retention incentive programs,the FAA to support the development of mental health services training related to conditions for ATCs, andthe FAA to submit a report to Congress on the status of the Airspace Non-cooperative Surveillance Radar program.

This bill requires the President to designate Ansarallah, the Iran-backed movement in Yemen also known as the Houthis, as a foreign terrorist organization. The President must also report to Congress a determination as to whether specified foreign persons are officials, agents, or affiliates of Ansarallah.

Conrad State 30 and Physician Access Reauthorization ActThis bill modifies the Conrad 30 Waiver program, which incentivizes qualified foreign physicians to serve in underserved communities. It also extends statutory authority for the program for three years from this bill's enactment.Individuals coming to the United States under a J-1 nonimmigrant visa to receive medical training typically must leave the country and reside for two years abroad before being eligible to apply for an immigrant visa or permanent residence. The Conrad program waives this requirement for individuals who meet certain qualifications, including serving for a number of years at a health care facility in an underserved area.The bill increases the number of waivers that a state may obtain each fiscal year from 30 to 35 if a certain number of waivers were used the previous year, and provides for further adjustments depending on demand.A physician may be employed at an academic medical center to meet the Conrad program's employment requirements if the physician's work is in the public interest, even if the medical center is not in an underserved area.Employment contracts for physicians under the Conrad program shall contain certain information, such as the maximum number of on-call hours per week the physician shall have to work.Certain physicians (along with the physician's spouse and children) shall be exempt from the direct annual numerical limits on immigration, including those physicians that have met certain requirements related to visas for physicians to serve in underserved areas.

No Bailout for Sanctuary Cities ActThis bill makes a state or political subdivision of a state ineligible for any federal funds that the jurisdiction intends to use to benefit non-U.S. nationals (i.e., aliens under federal law) who are unlawfully present if the jurisdiction withholds information about citizenship or immigration status or does not cooperate with immigration detainers.Specifically, such funds are denied to any jurisdiction that has a law, policy, or practice that prohibits or restricts any government entity frommaintaining, sending, or receiving information regarding the citizenship or immigration status of any individual;exchanging information regarding an individual's citizenship or immigration status with a federal, state, or local government entity; complying with a valid immigration detainer from the Department of Homeland Security (DHS); or notifying DHS about an individual's release from custody.The funding restriction does not apply to a law, policy, or practice that only applies to an individual who comes forward as a victim of or a witness to a criminal offense.DHS must annually provide to specified congressional committees a list of jurisdictions that have failed to comply with a DHS detainer or have failed to notify DHS of an individual’s release.The funding restriction begins 60 days after the bill's enactment or on the first day of the fiscal year following the bill's enactment, whichever is earlier.

A bill to amend the Justice for United States Victims of State Sponsored Terrorism Act to clarify and supplement the funding sources for United States victims of state-sponsored terrorism to ensure consistent and meaningful distributions from the United States Victims of State Sponsored Terrorism Fund, and for other purposes.
