Boosting Innovation, Technology, and Competitiveness through Optimized Investment Nationwide Act of 2025 or the BITCOIN Act of 2025This bill provides for the acquisition and storage of the cryptocurrency Bitcoin by the U.S. government.The Department of the Treasury must purchase one million Bitcoins over a five-year period and hold the Bitcoins in trust for the United States. The bill also allows for additional acquisitions through specified transfers, forfeitures, and gifts. All Bitcoins acquired by the United States and placed into the Strategic Bitcoin Reserve must be held for at least 20 years. At the end of this period and upon the recommendation of Treasury, a percentage of the holdings may be sold to reduce the national debt. The bill also establishes exceptions to this holding period for specified Bitcoin asset distributions and splits.The bill directs Treasury to establish a Strategic Bitcoin Reserve for the secure storage of U.S. Bitcoins. The reserve must be a decentralized network of secure facilities across the United States. Existing U.S. Bitcoin holdings must be transferred to the reserve. States may voluntarily store Bitcoin holdings in the reserve in segregated accounts.The bill also reduces the total amount of U.S. dollars Federal Reserve banks may hold in surplus and requires Federal Reserve banks to remit a certain amount of net earnings annually to the purchase of Bitcoins.The bill also allows the use of Treasury’s Exchange Stabilization Fund to carry out purchases made under this bill.

Tariff Transparency Act of 2025This bill requires the U.S. International Trade Commission to investigate and report to Congress on the impact of additional tariffs on imports from Canada and Mexico. (President Donald J. Trump issued executive orders on February 1, 2025, to impose an additional 25% tariff on most imports from Canada and Mexico. These tariffs applied to all imports, except for Canadian energy or energy resources, which have an additional 10% tariff.)Specifically, the report must assess (1) the impact of these tariffs on consumer prices; (2) the impact of any retaliation (e.g., retaliatory tariffs and export restrictions) imposed by Canada and Mexico on U.S. consumers, small businesses, farmers, and ranchers; and (3) the impact of the threat of tariffs and associated uncertainty with respect to the trade relationship between the United States, Canada, and Mexico on U.S. businesses.

Stop Predatory Investing Act This bill prohibits a taxpayer who owns (directly or indirectly) 50 or more single-family residential rental properties (disqualified single-family property owner) from claiming a federal tax deduction for interest paid (or accrued) in connection with such properties or a federal tax deduction for depreciation in connection with such properties.The bill generally defines a single-family residential rental property as any residential rental property containing four or fewer dwelling units and improvements to real property related to such dwelling units.However, under the bill, a disqualified single-family property owner may still claim a tax deduction for interest and depreciation on (1) single-family residential rental property for which the low-income housing tax credit (LIHTC) may be claimed and (2) certain newly constructed single-family residential rental properties. (The LIHTC program awards tax credits for newly-constructed or substantially rehabilitated low-income housing.)The bill also allows a disqualified single-family property owner to claim a federal tax deduction for interest or depreciation in connection with a single-family residential rental property in the year such property is sold if it is sold toan individual for use as a principal residence;a non-profit organization that creates, develops, or preserves affordable housing;certain community development organizations;a land bank;any resident-owned cooperative or community land trust; ora public housing agency subsidiary.
