The committee heard a presentation from KDE on the revised Kentucky academic standards for reading and writing. Representative Truett raised the idea of a textbook-to-standards crosswalk, and KDE said publishers and a future repository partner should provide such crosswalks for local districts. Representative Bojanowski asked why foundational reading skills are not directly assessed on the third-grade KSA; KDE responded that the assessment is designed to measure end-of-grade expectations, while screening and diagnostics are used earlier to identify decoding needs. Representative Gel asked about early childhood supports, and KDE said it is working with early learning and special education offices and promoting LETRS professional learning for both teachers and preschool educators.
The committee then received the mathematics improvement committee report. KDE said the mathematics committee unanimously approved a new strategic plan for improving math achievement from pre-K through grade 20 and adult education. The plan centers on six priorities: student empowerment, effective mathematics teaching and learning, continuous educator development and growth, a continuum of learning, community and family partnerships, and teacher recruitment and retention. KDE said the plan is intended as a living document with goals, recommended actions, and evidence bases, and that it aligns with the Kentucky Numeracy Counts Act by supporting high-quality instructional resources, professional learning, and family resources. In response to Senator Thomas, KDE explained that the professional learning recommendation means districts should tailor teacher training to classroom needs and instructional materials so math teachers are better equipped to implement standards and support students.

Finally, the committee considered CS for SB 182 by Senator Jones on school teacher training and mentoring programs. A strike-all amendment aligned the bill with the House companion, limited mentor placements to D- and F-rated schools, expanded participation to districts and charter schools, tightened mentor qualifications, authorized stipends up to $3,000, and allowed use of educational enrichment funds. The amendment was adopted, supportive appearance forms were waived in, and the bill was reported favorably. At the end of the meeting, members recognized committee staff and applauded Kathy Missouri for her last committee meeting, and senators later recorded additional affirmative votes before adjournment.

The Committee on Consumer Protection and Commerce heard several Senate concurrent resolutions related to utilities, pharmacy access, critical infrastructure, and energy policy. The committee also heard STR 164 SD1 on protecting Hawaii’s critical infrastructure from foreign influence. Greenpeace Hawaii and 350 Hawaii strongly supported the resolution, framing it as a consumer protection and resilience measure tied to reducing dependence on imports and strengthening local food and energy systems. No opposition was presented, and the resolution was moved out as is. STR 172 SD1 HD1 directed the PUC to conduct a comprehensive analysis of ways to maximize cost reduction and minimize financial risk while meeting state goals. DCCA, the Hawaii State Energy Office, and the PUC offered comments, and Earthjustice supported the measure; it was also advanced as is.
For STR 166 SD1, which concerns how the PUC should evaluate generational energy commitments, DCCA, the Hawaii State Energy Office, and the PUC provided comments, while 350 Hawaii, Greenpeace Hawaii, and others opposed any move toward LNG, arguing it would harm ratepayers and conflict with Hawaii’s renewable goals. After discussion, the committee amended the resolution to add language directing the PUC to evaluate any LNG or other imported-fuel proposal for its potential effects on or delays to the state’s renewable portfolio standards, including the 2045 deadline. The amended resolution then passed, and the committee adjourned.
