Summary:
The Senate Committee on Appropriations met to take up SB 7010 by Senator Mayfield, which would authorize Roth post-tax contribution options in state and local deferred compensation plans. The bill was briefly explained, received one appearance in support, had no debate, and was reported favorably by roll call vote.
The committee then heard a lengthy presentation from the Governor’s Office of Policy and Budget on the governor’s recommended $117.4 billion “Floridians’ First Budget.” The presentation highlighted major spending areas including education, health care, public safety, transportation, environmental restoration, and economic development. Key proposals included increased FEFP funding for K-12 schools, teacher salary funding, higher education support, Everglades and water quality funding, emergency preparedness reserves, corrections staffing and pay increases, law enforcement recruitment bonuses, cybersecurity, and affordable housing and infrastructure investments.
Members asked extensive questions about property tax reserve planning, litigation funding, emergency response fund balances and expenditures, the use of federal reimbursement for the Everglades detention facilities, the animal abuse hotline, Hope Florida, corrections staffing, and the proposed reduction in ADAP eligibility for HIV/AIDS medication assistance. A member of the public also testified at length about concerns that the ADAP changes would harm access to life-saving medications and alleged improper shifting of program funds. Committee members and the presenter acknowledged follow-up questions on several items, but no additional votes or formal actions were taken beyond the favorable report on SB 7010 and adjournment.

Summary:
The joint committees on Energy and Intergovernmental Affairs and Consumer Commerce and Consumer Protection heard HCR 202 HD2, a resolution creating a task force to study Hawaii’s electric generation mix and related costs. Testimony from the Hawaii State Energy Office was neutral and stood on written comments, while another testifier supported the resolution, emphasizing affordability, reliability, and the need to understand the right balance of thermal generation and renewables as the state moves toward its 2045 renewable goals. The chairs said they had conferred on the measure and outlined recommended amendments, including adding study of the separation of ownership and control of generation versus transmission and distribution, and adding Senate committee representation to the task force.
The Consumer Commerce and Consumer Protection committee voted to pass HCR 202 HD2 with amendments; the chair, vice chair, and another member voted aye, with one senator excused, and the recommendation was adopted. The Energy and Intergovernmental Affairs committee did not have quorum at that time and said it would take its vote later.
The Energy and Intergovernmental Affairs committee also heard HCR 165, concerning pickleball courts in Hawaii Kai. One resident testified in opposition, citing concerns about permanent lights, permanent nets, noise, light pollution, safety, maintenance, and the loss of multi-use flexibility. After discussion, the chair recommended passing the measure as is, and the committee said it would vote the next day because it lacked quorum. The committee also heard HCR 154 and HCR 43 with the Transportation Committee; HCR 154 was passed unamended, and HCR 43, which urged raised crosswalks near Ala Wai Elementary School for pedestrian safety, was also passed unamended. Supporters of HCR 43 described heavy pedestrian traffic, schoolchildren crossing, and unsafe vehicle turning patterns at the intersections. The Transportation Committee adopted both recommendations, while the Energy and Intergovernmental Affairs committee scheduled its votes for the following day.

Summary:
The House Housing Committee heard testimony on several housing-related bills. HB 1743 would expand the owner-builder exemption by repealing a leasing restriction and requiring notice when a leased residential structure was built by an unlicensed contractor. Subcontractors Association of Hawaii and the Contractors Licensing Board opposed the bill, warning it could encourage unlicensed contracting and weaken consumer protections, while Hawaii Realtors, Housing Hawaii’s Future, Grassroot Institute of Hawaii, BIA Hawaii, and others supported it as a way to increase housing flexibility. After questions about whether licensed electrical and plumbing work would still be required, the committee voted to pass HB 1743 with amendments and a defective date.
The committee also heard and advanced HB 2122 HD1 on teacher housing, which would create a teacher housing assistance program using vouchers from the teachers housing revolving fund. Testimony included support from the Chamber of Commerce of Hawaii, Housing Hawaii’s Future, the Democratic Party of Hawaii Education Caucus, and individuals, with the Office of Collective Bargaining in opposition and the Department of Education offering comments. The bill was voted out as is. The committee then considered HB 1756 and HB 1837, both updating the individual housing account program to reflect current housing prices; supporters including Housing Hawaii’s Future and the Office of Hawaiian Affairs said the limits were outdated and needed inflation adjustments, and HB 1756 was passed with amendments while HB 1837 was deferred as nearly identical.
HB 1729 would disallow the state home mortgage interest deduction for second homes. Hawaii Realtors opposed it, while Housing Hawaii’s Future supported it as a way to prioritize first-time homebuyers and reduce competition from second-home buyers. The chair noted a possible revenue savings estimate and the committee passed the bill with amendments, with several reservations. Finally, HB 2559 would prohibit real estate brokers from marketing residential property to limited exclusive groups of buyers, which the Office of Consumer Protection said needed an enforcement clarification and the Realtors said could affect some legitimate private-listing situations. The chair proposed replacing the outright ban with a disclosure requirement for private listings, and the committee passed HB 2559 with amendments. The hearing then adjourned after the chair thanked members, staff, and the public.

Summary:
The committee first took up amended bill 10-13, a school funding and education appropriations measure. Senator Schaible walked through the final version, which included changes to foundation aid, transportation grants, free and reduced-price meals funding, paraprofessional and teacher support programs, Native American education items, library and school facility projects, and several one-time grants. Members discussed removing the science center grant funding, and Senator Meyer objected to that removal, arguing that Grand Forks had raised matching private and local funds and that other cities had received similar state support. The committee also agreed to adjust regional education association funding to reflect six centers rather than seven, reducing that line to $600,000.
The committee then adopted the amendment to 10-13 unanimously and passed the bill as further amended on a unanimous roll call, with Senator Shively designated as carrier. After a brief recess, the committee turned to bill 1540, but no formal action was taken. Bank of North Dakota and OMB representatives raised concerns that the draft included policy changes and procurement/IT exemptions that needed further discussion. Members agreed the bill would be delayed until Monday so the Bank, OMB, and NDIT could confer and work through the mechanics and policy issues before the committee moved it forward.
