Finally, the committee adopted amendments to HB 2323 creating the Blue Envelope Program for neurodiverse drivers during traffic stops, including broader terminology and a web-page/resource-sharing provision, and reported the substitute bill out unanimously by voice vote. The meeting ended with adjournment.
