Summary:
The House convened with a prayer, Pledge of Allegiance, and several recognitions, including the Duncan Girls Golf Team, the Doctor of the Day, and the Nurse of the Day. Members also made personal announcements and committee meeting reminders before moving to legislation.
The main floor action centered on House Bill 4422, which would require applicants for SNAP and TANF to be U.S. citizens and use the SAVE system to verify immigration status. Supporters argued it would protect taxpayer dollars, enforce the law, and reduce improper benefits use; opponents said it would deter eligible families, especially children in mixed-status households, from seeking aid and would not address DHS error rates or budget problems. After extended debate, the House passed HB 4422 by roll call vote, 18-0.
The House then considered House Bill 4423, a similar measure applying the same citizenship-verification concept to Medicaid through the Oklahoma Health Care Authority. Debate repeated many of the same arguments about fiscal responsibility, eligibility, children’s access to benefits, and immigration enforcement. HB 4423 also passed by roll call vote, 18-0. The chamber then moved to announcements and adjourned until Monday, March 2, 2026.

Summary:
The Senate convened with 26 members present, heard a prayer from Dr. Steve Horn, and recited the pledge. The chamber then handled messages from the House, including concurrence in SCR 83 and appointment of conference committee members on several disagreements. A number of Senate resolutions were introduced or adopted, mostly creating study task forces or commending individuals and organizations, including resolutions on energy infrastructure, breast pump access, insurance coverage for auto repairs, biomarker testing, higher education funding, public-private partnership contracting, and various commendations. Several resolutions were adopted without objection, while others were returned to the calendar or concurred in by recorded vote, including SCR 29 and SCR 33 with House amendments.
The Senate also considered House and Senate bills and resolutions returned from the House, with many measures adopted or concurred in. Notable actions included concurrence in HCR 117 on homeowner insurance claims processes, adoption of HCR 5 on special red drum harvest permits, and passage of bills on TOPS Tech eligibility (HB 325), vapor product permitting (HB 623), ABLE/Tuition Trust administration (HB 749), design services contracting (HB 755), rare cancer advisory board composition (HB 761), non-emergency medical transportation reimbursement (HB 1028), public meeting notices (HB 1049), healthy food retail financing (HB 1194), genetic testing coverage for SCN2A disorders (HB 1199), grocery initiative grants (HB 1222, which failed), and a constitutional amendment on retirement debt repayment order (HB 27). The chamber also adopted HCR 95, creating a joint rule requiring a fiscal review of certain tax measures for sales and use tax uniformity.
Several measures drew extended debate. HB 181, which would allow the legislative auditor access to Medicaid and SNAP-related tax information for eligibility verification and fraud review, prompted concerns about privacy and scope but ultimately passed 26-8. HB 1220 on the State Board of Medical Examiners generated amendment discussion about board composition and transparency, including live video broadcasting of meetings, but was returned to the calendar before final action. HB 1018, creating a temporary local moratorium on certain alcohol permits in one Shreveport district, passed after discussion about broader policy solutions. The Senate then recessed for lunch at 2 p.m. after completing the subject-to-call list for the morning session.

Summary:
The House met on March 26, 2026, established a quorum, opened with prayer and the Pledge of Allegiance, and then moved through a large number of introductions, resolutions, and committee reports. The chamber recognized Women of the Storm on its 20th anniversary, honored Saint-Amant FFA for winning a national coastal restoration championship, and later recognized Elevate Louisiana. The House also received Senate bills on topics including freshwater fishing limits, bridge preservation, emergency medical services, ambulance reimbursement, eye care coverage, and other matters, and introduced numerous House resolutions and bills covering education, ethics, transportation, elections, public records, criminal law, and appropriations. Several measures were referred to committees or were allowed to lie over, while some resolutions were adopted without objection.
The House then considered and passed a series of bills, many by wide margins. Criminal justice and public safety measures included HB 53, adding illegal gambling as a RICO predicate offense; HB 57, allowing courts to consider criminal histories when issuing temporary restraining orders; HB 64, authorizing magistrates to recall arrest warrants; HB 102, creating second-degree cruelty to the elderly and persons with infirmities; HB 106, requiring written parental consent before melatonin is administered to children; HB 137, strengthening penalties and school notification procedures for terroristic threats against schools; HB 152, updating controlled dangerous substances schedules; HB 155, restricting drone use near the Capitol; HB 177, allowing retired court reporters to return on contract; and HB 727, allowing burning of certain untreated construction lumber and wood mats. Members also approved HB 11, adding associate degrees to sentence-diminution eligibility, and HB 726, increasing penalties for abandoning vessels, with discussion noting the need for future funding to remove derelict boats.
Education and workforce-related bills also advanced, including HB 238, easing ethics restrictions so former school board members who are certified teachers or school psychologists can return to work sooner; HB 256, clarifying mandatory reporter training for school employees; HB 363, allowing virtual-school students to participate in extracurricular activities and athletics at their resident public school; HB 386, allowing locally authorized charter schools to operate as their own LEA under local rules; HB 434, giving superintendents more authority over probationary school bus employees; HB 557, defining long-term care pharmacies; and HB 584, ending the practice of giving foster children trash bags for belongings and providing proper luggage instead. The House also passed HB 661, expanding nepotism exceptions for certain lower-paid school positions such as paraprofessionals, custodians, cafeteria workers, and bus drivers, and HB 697, recreating the Department of Environmental Quality through 2030. Most bills passed unanimously or with strong bipartisan support, though HB 137 on school threats drew significant debate over parental liability and juvenile intervention before passing 71-26.

Summary:
The Senate Education Committee met with four members present and took up a long agenda of education-related bills. Early items included SCR 65, which would create a K-12 student success task force to study statewide career and academic pathway advising; the committee adopted a substantive amendment adding designees and then reported the resolution favorably. The committee also reported favorably on SCR 119, honoring Coach D.D. Breaux, after brief remarks about her LSU gymnastics legacy and the request that LSU study naming its gymnastics training facility in her honor.
Several bills affecting school operations and student support were heard and reported favorably, including HB 434 on probationary school bus driver employment and superintendent authority over dismissal; HB 484 expanding scholarship benefits for children and spouses of fallen or disabled firefighters and police officers; HB 749 and HB 1059 on savings accounts and TOPS math eligibility alignment; HB 218 adding food insecurity questions to student questionnaires, which was amended and reported favorably; HB 325 expanding TOPS Tech eligibility through dual enrollment and part-time use; HB 476 requiring Safe Haven law postings in middle and high school restrooms; HB 1249 clarifying access to school-based health centers, with an amendment adopted; HB 1242 allowing more than one early learning center license at the same location under certain circumstances; HB 632 improving data protections and functionality for LA First; and HB 352 on behavioral health services for public school students, which was amended to address IEP and dispute-process concerns before being reported favorably.
Two bills drew extended debate over transparency, privacy, and school autonomy. HB 608 would create confidentiality for intercollegiate athletics revenue-sharing documents; LSU representatives argued the bill was needed to protect student-athletes and competitive information, while PAR and the Louisiana Press Association opposed it as an improper secrecy carve-out for state-generated revenue. Despite the opposition, the committee reported HB 608 favorably. HB 1112, which would exempt BESE-approved non-public pre-K programs from certain licensure and safety requirements and adjust related definitions, was amended and then heard with testimony from the Pelican Institute in support, arguing it corrects overreach from prior law and protects private school autonomy and parental choice.

Summary:
The Senate convened, established a quorum, and opened with prayer. The chamber then recognized several guests and groups, including the Doctor of the Day Dr. Abby Woods, Nurse of the Day Kara de la Pena, and multiple student and community delegations. These included Dominic Matthias of Moore High School for his cross-country accomplishments, Calumet boys baseball and basketball teams for state championships, the Oklahoma Federation of Republican Women, Morris High School’s academic team, the Junior Chamber of Catoosa, Rogers County Leadership Program participants, and Legacy Christian Schools students.
The Senate adopted Senate Resolution 40, designating the second week in April as Lung Cancer Action Week in Oklahoma. The resolution was presented in support of the American Lung Association’s efforts to raise awareness, encourage screening, and promote early detection, especially given the low screening rate among high-risk Oklahomans. The resolution passed without opposition, and unanimous consent was granted to make all senators co-authors unless they declined.
The chamber also hosted Cherokee Nation Legislative Day. Principal Chief Chuck Hoskin Jr. and other Cherokee leaders spoke about the tribe’s history, sovereignty, and major investments in education, housing, health care, workforce development, and economic growth in Oklahoma. Hoskin emphasized the Cherokee Nation’s partnership with the state and urged support for Medicaid expansion, arguing it helps fund health care services and jobs. Later, Senator Weaver offered a personal privilege statement mourning the death of Trooper Vernon Brake in the line of duty, followed by a moment of silence.
The only other action was an announcement inviting members to a Sportsman’s Caucus reception. With the clerk’s desk clear, the Senate adopted a motion to adjourn until Thursday, April 9, 2026, at 9:30 a.m.
