Summary: The Senate convened with a quorum, received a prayer and pledge, adopted the journal, and heard messages from the House reporting final passage of several Senate bills and concurrence in SCR 86 and 87. The chamber also observed personal privileges honoring the lives of Edith K. Kirkpatrick and Susan Ann Traylor Bidick, with family members present and a moment of silence held for Bidick. The House later refused concurrence on Senate amendments to HB 42 and HB 159. The Senate then took up a series of resolutions, most of which were adopted without objection. These included studies on energy infrastructure and modernization (SR 174, amended to add an alternative energy industry representative and a consumer advocate), breast pump Medicaid reimbursement (SR 175), digital student IDs (SR 176), lethality assessment protocols in domestic violence cases (SR 177), problem gambling prevention (SR 178), community water system grading (SR 179), condolences for Sharon Courtney (SR 180), and expansion of the Louisiana Tumor Registry (SR 181). The chamber also adopted SCR 85 honoring the Sam Houston High School Broncos baseball team after a recorded vote of 36 yeas and 8 nays. On bills returned from the House, HB 1222 on grocery initiative grants failed on final passage by a vote of 18 yeas and 19 nays. SB 312 had House amendments rejected, SB 348 and SB 485 had House amendments concurred in, and SB 121 on congressional redistricting was the subject of extensive debate over racial gerrymandering, district configuration, and expected litigation before the Senate concurred in the House amendments by 28 yeas and 10 nays. The Senate also concurred in several House concurrent resolutions, including studies or reports on flooded corn and migratory waterfowl, deer hunting with dogs in Kisatchie National Forest, support for a Senator Kennedy letter to the Fish and Wildlife Service, boating safety reporting, and subsurface data review. Finally, HB 944 creating a Women’s Health Consortium within the Department of Health was amended to address funding concerns and convert it into a more task-force-like structure, then passed 37-0 with nine coauthors. The Senate then recessed until 1:30 p.m. to continue work, including conference committee reports.

Summary: The Senate Conservation Committee first took up Senate Memorial 3, presented by Senator O’Malley on behalf of Senator Bergman and a group of Rio Doso High School students and Wild Friends. The memorial asks state agencies to participate in a no-cost workshop on insect identification, ecology, monitoring, and management, and to help educate the public about insects. Students, conservation specialists, and an entomologist testified that insects are essential to pollination, ecosystems, agriculture, and biodiversity, while also noting declining insect populations and the need for more public understanding. Some senators raised concerns about the memorial’s wording, including whether it should be broadened from insects to arthropods and whether the Department of Agriculture, rather than Game and Fish, should be involved. The committee discussed timing and implementation, and the sponsor agreed to work on amendments. The memorial passed on a due pass motion by a vote of 8-0, with one excused. The committee then heard Senate Bill 154, which would require wildfire-related homeowners coverage to include flood damage caused by post-fire conditions for a five-year period. Members asked for more detail on the locations and types of projects, and the Finance Authority said it would provide the list from the companion authorization bill. Summary: The Committee on Consumer Protection and Commerce heard several Senate concurrent resolutions related to utilities, pharmacy access, critical infrastructure, and energy policy. STR 96 SD1 asked the Public Utilities Commission (PUC) to report on the progress of the Hawaii Electric Reliability Administrator; the PUC offered written comments and the measure later advanced as is. STR 109 SD1 urged the insurance commissioner to study expanding mail-order pharmacy use. Testimony was split: DCCA’s insurance division, HMSA, and the Hawaii Association of Health Plans supported the study, while Shipa and the Hawaii Pharmacist Association opposed it, arguing mail-order pharmacy is already available and that in-person pharmacist counseling should be preserved. The measure was ultimately deferred. The committee also heard STR 164 SD1 on protecting Hawaii’s critical infrastructure from foreign influence. Greenpeace Hawaii and 350 Hawaii strongly supported the resolution, framing it as a consumer protection and resilience measure tied to reducing dependence on imports and strengthening local food and energy systems. No opposition was presented, and the resolution was moved out as is. STR 172 SD1 HD1 directed the PUC to conduct a comprehensive analysis of ways to maximize cost reduction and minimize financial risk while meeting state goals. DCCA, the Hawaii State Energy Office, and the PUC offered comments, and Earthjustice supported the measure; it was also advanced as is. For STR 166 SD1, which concerns how the PUC should evaluate generational energy commitments, DCCA, the Hawaii State Energy Office, and the PUC provided comments, while 350 Hawaii, Greenpeace Hawaii, and others opposed any move toward LNG, arguing it would harm ratepayers and conflict with Hawaii’s renewable goals. After discussion, the committee amended the resolution to add language directing the PUC to evaluate any LNG or other imported-fuel proposal for its potential effects on or delays to the state’s renewable portfolio standards, including the 2045 deadline. The amended resolution then passed, and the committee adjourned.

Supporters said it would use existing state linked-deposit structures already used for agriculture and affordable housing, while opponents raised concerns about using taxpayer-backed funds for private schools, the bill’s broad nonprofit language, and whether it could lead to more state oversight of private education. The bill passed 9-2. House Bill 1242, which would add survey day to the list of agricultural sales tax exemption items, was discussed briefly but received no motion for a do pass recommendation and remained in committee. House Bill 3818, by Senator Coleman, would create tax-advantaged insurance loss savings accounts for homes and vehicles; members expressed concern about missing definitions, contribution limits, and the potential for abuse, but agreed the concept had promise and the bill passed 9-2 after the enacting clause was stricken for further work. House Bill 4305, as amended, clarified how affordable housing properties are assessed for ad valorem tax purposes by excluding certain income-based subsidies from valuation; after questions about prior court cases and assessment practices, it passed 6-5.
