Summary: The committee briefly laid over Senate Bill 1570 at the office request, then took up Senate Bill 1369. The bill was described as a measure to keep Oklahoma’s 988 mental health lifeline operating after federal grant funding ends by creating a dedicated 988 revolving fund. It also would strengthen statewide oversight, set quality standards for crisis centers, and direct funding toward 988 call centers, dispatch technology, and backup mobile response services. After the bill explanation, there were no questions or debate. The committee moved to a vote, and Senate Bill 1369 passed unanimously by a vote of 5-0. The meeting then adjourned.

Summary: The House Appropriations Committee met on April 27 and first took up House Bill 175 and its companion House Bill 165, both dealing with lottery proceeds for veterans. HB 175 was amended to create a Veterans Service Grant Board within the Department of Veterans Affairs and direct $500,000 annually from Louisiana Lottery net proceeds into a Veterans Service Grant Fund, with unused money returned to the lottery proceeds fund that supports the MFP. Supporters, including the bill sponsor, The Boot Louisiana, LDVA Secretary Charlton McGinley, and Bastion Veterans Organization, argued the grants would help veteran services, workforce placement, mental health, housing, entrepreneurship, and retention of veterans in Louisiana. Members raised concerns about drawing from lottery proceeds that traditionally support education, but the committee adopted amendments and reported HB 175 favorably as amended. HB 165, the constitutional amendment companion, was also amended for technical and ballot-language changes and then reported favorably as amended for voter consideration. The committee then considered House Bill 457, which would authorize the Louisiana Department of Health and the State Fire Marshal to set minimum housing standards for homeless shelters, group homes, and halfway homes. The sponsor said the bill responded to a state auditor recommendation and to unsafe conditions in some facilities; he also explained an amendment changing the Fire Marshal’s duties from mandatory to permissive to reduce fiscal impact and allow agencies flexibility. Some members questioned whether local standards already existed and how enforcement and funding would work, while others supported the need for statewide minimum standards for human housing. The committee adopted the amendment and reported HB 457 favorably as amended. House Bill 488, by Representative Brough, sought to create a Belle Chasse Bridge Merit-Based Special Fund using recurring severance tax revenues from Plaquemines Parish to help buy out the Belle Chasse toll bridge and end what the sponsor described as excessive tolls and fees. He and several local witnesses, including business owners, a YMCA representative, and a parish council member, testified that the tolling arrangement had harmed access, businesses, and quality of life. The committee adopted a technical amendment clarifying the revenue source and then reported HB 488 favorably as amended. House Bill 566, which would prohibit state funds from supporting net-zero greenhouse gas initiatives tied to the 2022 Louisiana Climate Action Plan, drew significant debate over whether it would interfere with agency funding and economic development efforts; the sponsor argued the plan lacked legislative approval and should be repudiated, while members urged caution and suggested hearing from affected agencies. The sponsor agreed to consider deferring the bill, and the committee did not advance it at that time. House Bill 603, a constitutional amendment authorizing investment of state funds in digital assets and precious metals, was discussed as a way to hedge inflation and preserve value; members asked about limits and safeguards, and the bill was reported favorably. The committee then began hearing House Bill 763, a transparency measure creating a public database for settlement agreements involving state agencies.

Summary: The House Transportation Committee met on Wednesday, March 11, with a quorum present and heard several specialty license plate bills. HB 801 by Rep. Martinez would create a classic black specialty plate, with revenue directed to State Police high-speed pursuit training for local law enforcement. Members discussed the need for better pursuit training in light of fatal crashes, adopted a set of amendments and a technical change, and reported the bill favorably with amendments. The committee also advanced HB 891 by Rep. Landry, which creates wildlife conservation specialty plates and adjusts revenue distribution to support conservation groups such as Ducks Unlimited and Quail Forever, while also helping the Department of Wildlife and Fisheries conservation fund. Testimony from LDWF and the conservation groups emphasized habitat work, fundraising leverage, and conservation benefits. The bill drew extended questioning from Vice Chair Fontenot about Ducks Unlimited’s work, including its projects in Louisiana and other states and whether certain habitat practices affect duck migration; the committee then reported the bill with amendments. HB 587 by Rep. Dickerson would create a PANS/PANDAS specialty plate to raise awareness and return revenue to the general fund to help cover treatment costs. The bill was supported by a parent and child who described the disorder and the impact of insurance coverage for IVIG treatment; it was reported with amendments. HB 331 by Rep. Mack created a Louisiana GOP specialty plate and was reported with amendments after brief discussion. HB 629 by Rep. Lyons created a plate for the Crew of Athena and was also reported with amendments. HB 428 by Rep. Baham created an LSU baseball championship plate recognizing the 2023 and 2025 national title teams and was reported with amendments. Rep. Walters voluntarily deferred HB 129, HB 130, and HB 854, and the committee adjourned afterward.

Bills: SB392 , HJR1086
Summary: The committee, chaired in part by Vice Chair Norwood, considered two measures. H.J.R. 1086 was presented as the first resolution of the year, approving administrative rules for judicial and public safety agencies submitted by the February 1 deadline. After brief discussion, the committee moved to vote and passed the resolution 13-0. The committee then took up Senate Bill 392, which would extend the Oklahoma Strategic Military Planning Commission. Members noted the commission had expired on December 31 and that the issue had only recently come to their attention. The bill was moved for adoption, there was no further question or debate, and it also passed 13-0. After the votes, the chair thanked members for their work, noted that the education bundle had been completed and a draft was being prepared, and said rules for business and commerce had been sent out for review before the upcoming deadline week. The meeting then adjourned.

Committee: House Energy
Summary: The Energy Committee met on February 18 and was called to order after a brief delay. The chair announced that House Bill 4219 would be laid over. The committee then took up House Bill 2440 and House Bill 2596, both with proposed committee substitutes (PCSs), which were adopted as working drafts without objection. House Bill 2440, presented by Representative Pfeiffer as an Oklahoma Water Resources Board request bill, would make it easier for the agency to hire engineers and consultants and manage contracts without having to go through OMS, addressing staffing and resource limitations. House Bill 2596, also presented by Representative Pfeiffer as a DEQ request bill, was described as a broader measure intended to speed up the permitting process while still preserving community input, oversight, and notification. Neither bill drew discussion or debate before the votes. Both measures passed the committee unanimously, 9-0, and were reported out with due pass recommendations. The chair then thanked members for their patience and adjourned the committee, noting it was the last regularly scheduled Energy Committee meeting for that part of session.

  • And I'm glad to see that our subdivisions are working together to make Oklahoma better between the two
Summary: The committee met briefly with a short agenda focused on approving a cross-deputization agreement between the town of Wellston and the Iowa Tribe. Assistant Chief Dinker and a Wellston law enforcement representative testified that the agreement reflects a longstanding cooperative relationship, is intended to help address staffing shortages and improve public safety, and is consistent with other cross-deputization arrangements the tribe has maintained since 1991. Members asked about how long the agreement had been in development and how it compared with prior tribal law enforcement agreements. The witnesses said both sides have worked together for years and that similar agreements are common for the tribe. A member also noted similar tribal law enforcement cooperation in other parts of the state and thanked the parties for their work. After discussion, a motion was made and the committee voted unanimously in favor of the agreement, with four ayes recorded. The chair thanked the participants and adjourned the meeting.
