Summary: The joint hearing covered three measures. SB 1602 would appropriate funds to DLNR for monitoring wells for the Koho aquifer system; DLNR and HHFDC supported it, and written testimony from several organizations and individuals was also in support. Members asked whether monitoring wells are a statewide function rather than a county function, and staff confirmed they are done statewide. The second bill was an administration measure clarifying that criminal water pollution enforcement remains with the Department of Health rather than DLNR. The Attorney General’s office said it was a cleanup clarification and that DOH has stronger enforcement powers and better testing capability; DOH and DLNR supported it, and there was no opposition noted. The final and most heavily debated measure was SB 1074 on environmental impact statements. The bill would let previously authorized or permitted commercial activities continue for up to one year while an agency determines whether environmental review applies after a challenge, and would allow permit renewals during that review. DLNR said it stood on written comments and suggested aligning the bill with similar House language. Supporters, including several ocean tourism and Maui business representatives, argued the bill would provide certainty and keep families and small operators working while environmental review is completed, especially in the wake of the Lahaina fires and ongoing business losses. Some supporters said the measure should be narrowed with a sunset or limited to recently renewed permits. Opponents, including the Office of Planning and Sustainable Development, Earthjustice, the Sierra Club, and other environmental advocates, argued the bill was overly broad and could weaken HEPA/NEPA-style environmental review, especially for fisheries and other commercial activities. They said the bill could be used as a “Trojan horse” to avoid review and that DLNR could resolve the underlying disputes more quickly through settlement or existing exemption processes. No votes were taken during the hearing.

Summary: The meeting focused heavily on dual credit programming across North Dakota, with presentations from Valley City State University, Lake Region State College, Fargo Public Schools, and teachers from West Fargo and Drake-Anamoose. Speakers described dual credit as a way to give high school students college-level rigor, reduce future tuition costs, and help students explore academic and career pathways. Several presenters emphasized that strong local relationships between colleges and school districts are central to program quality, especially in rural areas where access to advanced coursework can be limited. Valley City State University outlined its quality-control model, including annual teacher trainings, syllabus and outcomes alignment, faculty evaluations, qualification standards, school visits, and a goal of building 24-credit College Studies Certificates. The university reported about 504 students in the fall and 559 in the spring, with roughly 5,539 projected credit hours and about 130 students expected to earn the 24-credit certificate. Members asked about faculty qualifications, online versus in-person delivery, student retention, revenue, and whether a more centralized statewide model might be more efficient; the presenter said centralization could reduce duplication but might weaken local relationships and choice. Lake Region State College described a broader regional model, with about 913 dual credit students last fall across 44 school districts, roughly half of them taking online college courses and half taking face-to-face courses taught by qualified high school teachers serving as adjuncts. The college said it has paid for graduate credits to help teachers meet credentialing requirements and reimburses districts for teacher support and materials. Fargo Public Schools reported 50 dual credit courses through multiple higher-ed partners, 1,571 enrollments, and a 12.61% increase in participation, while also raising concerns about inconsistent registration systems, credentialing requirements, and transfer clarity across institutions. Teachers from West Fargo and Drake-Anamoose reinforced the value of dual credit, while noting concerns about retention in foundational science courses and the importance of maintaining rigor and support for students.

Summary: The Senate Committee on Economic Development and Tourism and on Water and Land heard testimony on HB 504, a measure relating to environmental stewardship and funding for natural resource protection and restoration. Supporters included multiple state agencies and advocacy groups, such as DLNR, HTA, Hawaiʻi Ocean Legislative Task Force, Resources Legacy Fund, the Hawaiʻi Climate Action Coalition, and others, who said the bill would create dedicated funding for environmental, climate, and cultural resource needs and help address wildfire, flood, coastal storm, and tourism-related impacts. Several witnesses emphasized that Hawaiʻi’s environmental funding gap is large and that visitor contributions should be directed to stewardship and restoration. Some supporters also urged that the measure be applied equitably across all visitor accommodations and related uses, including cruise ship cabins and state rooms, while a few suggested amendments to broaden coverage or create a working group for implementation. Opposition and concerns focused largely on the bill’s tax structure and legal/administrative issues. The Department of Budget and Finance and the Tax Foundation questioned the reimbursable general obligation bond special fund in part two, suggesting it be converted to a regular special fund or deleted. The Attorney General’s office said part two may violate the single-subject rule in the state constitution and recommended deleting it. The Department of Taxation said the proposed points-and-miles language would be difficult to audit and enforce, and Expedia and others said the proposed tax treatment of loyalty points and certain payment forms would be operationally difficult. Industry witnesses also warned the bill could raise costs in a high-tax destination and asked for more marketing support if the tax is increased. The committee also heard concerns that a new tax on cruise ship cabins could raise federal preemption issues. The chair noted the testimony count as 23 in support, 179 in opposition, and one with comments. No vote was taken in the portion provided, and the hearing ended with questions from senators and agency responses about possible amendments, enforcement, and constitutional concerns.

Summary: This meeting focused on veteran services, emphasizing the urgent need to address the alarming rate of unemployment and homelessness among veterans. Numerous testimonies were presented detailing the impact of mass furloughs and cutbacks at the VA on personnel, notably veterans who were serving as employees. Various representatives expressed deep concern over how these firings could drastically affect the quality of care available to those who have served the nation. There was a strong call for Congress to bolster funding for existing programs aimed at alleviating veteran homelessness and improving overall care quality, especially in mental health services.

Summary: The Rules Committee considered House Resolution 2004, which was described as a resolution of censure or statement of disapproval directed at Attorney General Chris Mays. Tim Fleming from the Rules Office testified that the resolution was constitutional and in proper form. Committee members asked about the legal effect of the measure and whether “censure” had a specific meaning; Fleming said it was essentially a statement of disapproval and would not impose any penalty. Members also noted that the resolution had been assigned only to the Rules Committee, unlike most bills that go through substantive committees. During roll call, Representative Dayla Sanchez explained her no vote by defending Attorney General Mays’s record on fentanyl seizures, drug trafficking prosecutions, and law enforcement recognition, and criticized the resolution as political theater. Representative Contreras and Representative Francis also voted no. The committee voted 4 ayes, 3 nays, and 1 absent to recommend House Resolution 2004 as constitutional and in proper form, and the meeting adjourned.

Summary: The House convened with a quorum, opened with a prayer, pledge, and national anthem, and spent much of the early portion of the day on recognitions and personal privileges. Members welcomed Reverend Dr. D. Edward Cheney, the Louisiana School Board Association, Southern University visitors for S.U. Day at the Capitol, former Representative Shirley Bowler, the mother of Caleb Wilson, a West Jefferson High School JAG group, the Louisiana Federation of Republican Women, and a Jeff Davis Parish delegation. The chamber also adopted a resolution honoring women legislators for Women’s History Month and observed a moment of silence for Caleb Wilson. The House received a large batch of Senate bills and referred them to committees, including measures on human trafficking, sexual assault kit reporting, bail schedules, environmental notice procedures, DOTD authority, judicial removal, school-zone and shoulder driving rules, workers’ compensation, kidney disease reporting, contractor licensing, public records exemptions, career-alignment dashboards, student health centers, sports wagering exclusions, gaming background checks, soybean promotion, and accessories-after-the-fact sentencing. Members also introduced numerous House resolutions and House bills, including measures on airport TSA loan assistance, Physical Therapy Day, Landscape Architecture Month, condolences, coastal protection, succession and paternity studies, and a long list of new bills covering taxes, education, health care, criminal justice, transportation, public records, and state operations. Several bills were debated and acted on. House Bill 69, concerning ignition interlock devices and penalties when used as a bail or probation condition, passed 82-18. House Bill 93, transferring Lincoln Parish jury commission functions to the clerk of court, passed 96-0. House Bill 199, extending the nursing home moratorium, drew substantial debate over nursing home capacity, competition, and patient care; an amendment requiring LDH to track occupancy and rejection reasons was adopted, and the bill passed 88-11. House Bill 201 creating a state seal of fine arts passed 98-0, and House Bill 202 requiring state civil service applicants to be notified when vacancies are filled or they are not selected also passed 98-0 after amendment. House Bill 218, requiring student questionnaires to include food insecurity questions, was introduced and amended technically, with debate beginning as the transcript ended.
