Summary: The House convened with prayer, the Pledge of Allegiance, and several recognitions, including Veteran of the Week Colonel Stanley L. Evans, Oklahoma City Young Professionals, state contest winners for America’s 250th anniversary, and a long series of page introductions. The chamber then moved into floor action on a large number of measures, many of them Senate bills and House joint resolutions dealing with administrative rules and agency oversight, public safety, education, health, agriculture, business, and tax policy. Among the major bills discussed were SB 1543 on aggregating multiple DUI charges within one year into a single felony case, HB 1933 on nitrous oxide violations, SB 1859 creating an OSBI Cybercrimes and Fraud Unit, SB 237 on ad valorem tax NAICS code changes, SB 2065 designating pollinator-related state symbols, SB 44 extending nonprofit sales tax exemptions to contractors, SB 2030 updating automated expungement procedures, SB 2045 expanding the Grow Your Own education program, and several water and agriculture measures including SB 1509, SB 1314, and SB 2071. Members also considered multiple joint resolutions approving permanent administrative rules for education, energy and agriculture, business and commerce, health agencies, and building code rules, with Kendricks explaining that some major rules were separated out for transparency and, in one case, a cost mitigation agreement had been reached. Testimony and debate were generally brief and focused on clarifying amendments. Several authors explained that amendments were added to address constitutionality, remove outdated or incorrect language, or reflect negotiated changes with agencies and stakeholders. Notable discussion included concerns about forum shopping in SB 1543, questions about the scope of the Grow Your Own program in SB 2045, and clarification that SB 1618’s pretrial report language had been changed to a public safety report agreed to by sheriffs and district attorneys. The House adopted numerous amendments without objection and passed the bills by wide margins, including some unanimous or near-unanimous votes, while a few measures drew more opposition, such as SB 1403, SB 1509, SB 2071, and SB 1618. The House also adopted HCR 1027 setting sine die adjournment for Thursday, May 14, and adjourned until the next day, May 5, 2026, at 9:30 a.m.

Summary: The Senate convened with a quorum, offered the daily prayer, and recognized a series of guests and special introductions, including Langston University Day, Moore Public Schools cheer and pom squads, a student shadow, former Senator Connie Johnson, Brazilian missionaries, and a long-serving mental health employee. The chamber also heard introductions from the day’s pages. The Senate adopted Senate Concurrent Resolution 18, recognizing April 21, 2026, as National Lineman Appreciation Day, and House Concurrent Resolution 1024, designating Route 66 Day at the Capitol and honoring the highway’s centennial. Senators then advanced Senate Joint Resolution 49, which revokes a Wildlife Department rule requiring oil and gas companies to post a surety bond, after discussion clarified the measure was intended to eliminate duplicative regulation; the resolution advanced on a 42-3 vote. The Senate also passed House Bill 4486, authorizing the State Capitol Preservation Commission to arrange a privately funded Gold Star Family Monument near the Capitol Square Arch, and approved several appropriations measures tied to ARPA interest or excess funds. These included Senate Bill 1130 for the University of Oklahoma Hospital Trust Authority’s Child Behavioral Health Project, Senate Bill 1131 for the Office of Juvenile Affairs’ Youth Services Program, Senate Bill 1132 for the Rural Hospital Rebuild Program, Senate Bill 1133 for Griffin Memorial Hospital replacement capacity, Senate Bill 1134 for the Human Performance Project and Pharmaceutical Expansion Project, and Senate Bill 1142 for grants to the Boys & Girls Club and YWCA. Most of these bills were adopted with emergency clauses after roll-call votes, with some members changing votes before final emergency passage. The Senate then announced committee meetings and adjourned until the next scheduled session.

Summary: The House convened with a quorum, opened in prayer, and led the pledge. The bulk of the early portion of the meeting consisted of personal privileges and recognitions, including ARC Appreciation Day, Teach for America, Film Louisiana, the Child Care Association of Louisiana, Textron Systems, Iberville Parish Day, AARP Louisiana Family Caregiver Day, and several visiting groups and honorees. The chamber also received Senate messages, enrolled and introduced resolutions, and referred a number of Senate bills to committee. The House then took up a long series of bills, many of them local or technical measures, with most passing by wide margins. Among the bills adopted were measures on municipal and teachers’ retirement systems, retired clerk insurance funds, fire and police civil service, a local Cameron Parish insurance program, specialty courts, jury bond filing by paper check, non-compete limits for interns and apprentices, a memorial bridge naming for Lance Cpl. Justin D. McLeese, veteran points in civil service exams, provisional fire/police appointments, special masters in complex litigation, judicial and court-cost funding measures, aerial applicator safety rules, cell-cultured food labeling, wine and spirits container standards, nonprofit eligibility to appoint economic development commissioners, a homeless diversion pilot program in Orleans, animal shelter standards, a Fort Oge police chief appointment change, retirement benefit calculations for divorced firefighters, an alcohol-permit moratorium in Shreveport, waste-collection contract renewal authority, and a backdrop retirement option for certain judges. There was one notable defeat: House Bill 444, which would have added legislative seats to the East Baton Rouge Recreation and Park Commission, failed on a 37-49 vote after debate over whether legislators should appoint themselves to the board and whether the proposal had adequate stakeholder support. House Bill 284 on expropriation also failed earlier by a 48-47 vote and was returned to the calendar. Several other measures were temporarily returned to the calendar or held over, and some bills were referred or received amendments before final passage. Most final votes were unanimous or near-unanimous, and the House repeatedly adopted titles and motions to table after passage.

Summary: The committee first heard from Personnel Cabinet officials on House Bill 6, which required the Kentucky Employees Health Plan to offer a qualified high-deductible health plan by the 2026 plan year. Officials said the plan was already added for 2025, described it as the lowest-premium option with higher deductibles, and explained that federal rules prevent first-dollar coverage except for limited preventive services. They said 264 members had selected the plan out of about 142,000, and noted it also allows health savings accounts. Members asked about the plan’s benefits, what “catastrophic” meant, the deductible amounts, and whether employees were aware of the option; the cabinet said it would continue to highlight the plan in communications and that the deductible is above $8,000 for individuals and above $16,000 for families. The committee then received an update from the Kentucky Department of Veterans Affairs on the Bowling Green veterans center. Officials said the current target is to move into the building on October 28, with first admissions about two months later, pending final fixes and certification steps for Medicare, Medicaid, and the VA. They explained that about $7 million in FY25 appropriations lapsed because of construction delays, staffing ramp-up was postponed to avoid unnecessary spending, and the unspent funds should be considered in the next budget request. Members praised the project and asked about annual operating costs; officials said the current operating budget is about $15 million, though they do not expect to spend all of it this year. The commissioner also announced the fifth annual state commanders conference in Lexington, focused on veterans issues and featuring state, federal, and advocacy leaders. State Auditor Allison Ball then outlined her office’s budget priorities. She said the office is primarily a billing agency that charges audited entities for its work, and warned that some agencies are now signaling they may refuse to pay for audits related to kinship care and the medical cannabis application process. She said the office plans to continue requesting outlier credits for unusually burdensome county audit fees, funding for the ombudsman office’s transition and expanded in-office operations, and revenue replacement for local government audits and possibly state audits and special examinations. Ball also said the office conducts about 500 audits, reviews, and examinations a year and wants to restore performance audits with seed funding, as well as add investigators to the ombudsman office to focus more on child abuse and neglect cases. Members discussed the value of performance audits, the possibility of raising certain board thresholds to account for inflation, and the need for additional capacity to handle more audits.
