Summary:
The committee first laid over Senate Bill 263, then took up several other measures. Senate Bill 1877, which would create a centralized reporting system for reports through the Secretary of State, was discussed as similar to House Bill 3047 and was reported due pass by a 6-0 vote. Senate Bill 1884, concerning access for statewide educator associations and individual school employees, drew questions about union access, off-campus recruitment, right-to-work law, and possible conflicting language on fees and reimbursement; it was reported due pass 6-1.
The committee then advanced tourism and public safety measures. Senate Bill 1365 would update promotional fund language and allow the Tourism and Recreation Department to make certain merchandise purchases outside the central purchasing process up to $75,000; it passed 6-2. Senate Bill 2174 would change the appointment and makeup of the State Fire Marshal Commission board and was reported due pass 8-0. Senate Bill 1525, as amended by a PCS, would let the Tourism and Recreation Department contract for support of its annual tourism conference and charge registration fees to recoup costs, with emergency language added; it passed 6-2.
The committee also approved House Bill 1810, which would allow expert testimony in human trafficking cases and add trafficking victims to existing victim services, by an 8-0 vote. On workforce and agency administration, Senate Bill 1771 would expand the Workforce Commission’s authority to collect funding, expenditure, and performance data and to hire outside counsel; it passed 5-2. Senate Bill 1805 would bar certain group homes and post-adjudication treatment facilities from using contract staff, due to concerns about records access and staffing; it passed 6-1. Finally, Senate Bill 1960 would move the Oklahoma Receivership Office under the Oklahoma Insurance Department to modernize and reduce duplication, and it was reported due pass 7-0. The meeting then adjourned.

Summary:
The committee heard testimony on Senate Bill 1596, which would remove short-barreled rifles from the list of prohibited weapons in the Texas Penal Code. The author, Sen. Hagenbuch, said the bill would align state law with federal realities and argued that the current prohibition is arbitrary and unnecessary. Supporters, including representatives from Gun Owners of America and Texas Gun Rights, said the bill would reduce confusion, protect lawful gun owners, and preserve the ability to use shorter firearms for self-defense, hunting, and for smaller shooters. One supporter also described a recent case in which an AR pistol was mistaken for a short-barreled rifle and led to a state charge that was later dismissed.
Public testimony was split. Supporters said stabilizing braces and shorter firearms can improve accuracy, safety, and accessibility for women, children, and smaller-statured shooters. Opponents, including Texas Gun Sense and two Santa Fe shooting survivors, argued that short-barreled firearms are more concealable and dangerous, and pointed to the 2018 Santa Fe High School shooting as evidence of the risks of easier access. They urged the committee to keep the existing restrictions in place to protect public safety.
After public testimony closed, the committee took up pending business. Senate Bill 1505, relating to the Compassionate Use Program, was reported favorably to the full Senate on an 8-0 vote. Senate Bill 17, relating to the acquisition of real property by certain aliens or foreign entities, was first amended by adopting a committee substitute and then reported favorably to the full Senate by a 7-1 vote. The committee then recessed until after the Senate’s adjournment or final recess.

Summary:
The Senate convened with 27 members present, heard a guest minister’s prayer for the National Day of Prayer, and adopted the pledge. The chamber then dispensed with the journal and received a legislative bureau report on numerous House bills. It also received House messages on several Senate bills and joint resolutions, including concurrence on multiple Senate measures with amendments, and introduced Senate Concurrent Resolution 63, which would request an audit of the fiscal note process.
The Senate adopted Senate Resolution 86, which would prohibit eyeglasses with video or audio recording capability on the Senate floor without approval from the President. Several Senate bills were advanced, including measures on human trafficking training in schools (SB 83), bulletproof vests for peace officers (SB 143), dental care for cancer patients (SB 155), parental leave for educators (SB 157), election board compensation days (SB 202), child welfare and the state child ombudsman (SB 237), brain injury treatment coverage (SB 295), foreign-adversary contract review and homeland security (SB 388), school safety reporting (SB 450), and prompt-pay standards for health care claims (SB 465). Most of these bills passed the Senate unanimously or near-unanimously and were moved to reconsider, while SB 513 on public works average-bid contracting was amended and returned to the calendar.
The Senate also took up many House bills, passing measures on voluntary portable benefits for independent contractors (HB 301), memorial highway and terminal designations (HB 358, HB 384, HB 428, HB 657, HB 675, HB 716, HB 972), insurance and health-related changes (HB 413, HB 450, HB 631, HB 680), workforce development (HB 680), and a seafood research authorization near Grand Isle (HB 669). Several bills were amended before passage, including HB 359 on election qualifying rules and HB 675 with an added memorial corridor for crossing guard Katie Wells. Other House bills were received but not acted on or were returned to the calendar. The session ended with committee announcements, a brief recognition of mothers in the chamber, and adjournment until Monday, May 11 at 2 p.m.

Summary:
The committee heard several veterans-related bills. House Bill 3257 would treat 100% disabilities caused by medical malpractice at a VA facility as service-connected for purposes of Oklahoma state benefits, aligning state treatment with federal benefits; members asked about the bill’s scope and its relation to military service and citizenship, and it passed 6-0. House Bill 3432 would allow veterans to attend public school sporting events without paying gate admission; one member spoke against the idea of preferential treatment for veterans, but the bill passed 5-1.
House Bill 3428 would require the Department of Labor, working with the Oklahoma Department of Veterans Affairs, to create a workplace poster for employers with more than 50 employees listing veteran benefits and contact information for assistance programs. The author emphasized it was not a recruitment effort and said the poster would mainly provide hotline numbers and claims assistance information; it passed 7-0. House Bill 3043 would let ODVA hire PRN, seasonal, or as-needed employees during peak periods instead of relying on full-time staff, and members discussed possible reporting additions; it passed 7-0.
The committee also considered House Bill 3044, which continues the existing tax return donation option for the ODVA equipment capital improvement program, and it passed 7-0. House Bill 3078, as amended, changed the donation mechanism to a direct link to the ODVA website rather than a checkbox on state transaction forms, and the amendment was adopted before the bill passed 8-0. Finally, House Bill 3940, a broad cleanup/omnibus measure revising National Guard and State Guard provisions, retention and education assistance rules, museum-related authority, and other technical matters, was presented as a follow-up to prior legislation, amended by PCS, and passed 7-0 with one member absent/abstaining; the committee then adjourned.

Summary:
The Senate Committee on Local Government met with a quorum and took up a series of pending bills, mostly local-government measures. Early action included final committee approval of Senate Bill 1633 and S.J.R. 60, followed by Senate Bill 3038 and Senate Bill 3045, both reported favorably and placed on the local and uncontested calendar. The committee also considered House Bill 24, adopted a committee substitute, and reported the substitute version favorably; House Bill 2025 was likewise reported favorably and sent to the local and uncontested calendar.
Members then handled several companion and local bills, including House Bill 2713 as the companion to Senate Bill 1331, which was reported favorably and placed on the local and uncontested calendar. House Bill 3348, House Bill 3370, House Bill 3505, and House Bill 4506 were each reported favorably, with no objections to local-and-uncontested placement. House Bill 5424 passed on a 6-1 vote, and House Bill 5652 passed with one present-not-voting, both also sent to the local and uncontested calendar. The committee also adopted substitutes and reported House Bill 3687 and House Bill 4205, though both were later reconsidered because the wrong script had been read.
After reconsideration, House Bill 3687 and House Bill 4205 were each re-voted and reported favorably to the full Senate, with both placed on the local and uncontested calendar. Senate Bill 3071 was also reported out on a 5-2 vote after adoption of a committee substitute. The meeting ended with no further business and the committee standing at recess subject to the call of the chair.
