Summary: The committee met in special session to hear a series of flood, preparedness, and youth-camp safety bills, with members repeatedly noting that many of the measures were intended as planning, warning, or authority-clarifying bills rather than direct spending bills. House Bill 254 would expand eligibility for the Rural Infrastructure Disaster Recovery Program to include Kerr County and 18 other flood-affected counties by raising the GDP cap and lowering the poverty threshold; it drew no opposition and was left pending. House Bill 68 would direct a study of flood mitigation in flatland areas, especially in the Rio Grande Valley, to develop cost-effective drainage and infrastructure recommendations; local officials and advocates supported it, and it was also left pending. The committee then heard several youth camp bills tied to the recent Hill Country flooding. House Bill 75 would impose flood-aware building and site standards for youth camps near floodplains, and House Bill 71 would require camps and youth activity entities to submit emergency preparedness plans to TDEM, coordinate with local responders, and maintain readiness protocols; both bills were supported by safety advocates and camp representatives, and both were left pending. House Bill 171 would require campgrounds near flood-prone waters to give written flood-risk notice to campers and obtain signed acknowledgment; it was presented as informed consent and left pending. Testimony on these bills emphasized Camp Mystic and other recent flood tragedies, with some witnesses urging broader building-code and floodplain reforms. The committee also heard House Bill 117, which would let counties regulate impervious cover for flood mitigation in unincorporated areas. Supporters, including county officials, environmental groups, and residents, argued that rapid development in the Hill Country and other growing areas is worsening runoff and downstream flooding; opponents from the builders’ association said counties already have substantial authority and warned about overreach into rural property use. After extensive testimony, the bill was left pending. Senate Bill 18 would streamline permitting for certain flood control districts to repair dams and reservoirs and build small holding areas, and it was left pending after supportive testimony from Plum Creek Conservation District. Senate Bill 3 would create a state-backed outdoor flood warning siren program for identified flood-prone areas, funded through a grant program; witnesses generally supported it, though some cautioned that sirens are not sufficient by themselves and may not be heard indoors or in overnight storms. It too was left pending. The committee also began hearing House Bill 149 on public-safety radio interoperability, but the transcript cuts off before the bill’s full testimony or action is shown.

Summary: The Senate convened with a quorum, prayer, pledges, and a series of guest and gallery introductions, including medical professionals, interns, students, and advocates visiting for Disability Day. The chamber then moved quickly through a long floor agenda, with leaders repeatedly noting the need to stay at desks and proceed efficiently. Several bills were taken up with floor substitutes or minor amendments, most often restore-title amendments, before advancing to final passage. The Senate passed a number of measures addressing technology, public safety, education, health care, elections, and state agency operations. Among the most notable were SB 1521, which creates safeguards around AI social companions for minors after discussion of teen suicides linked to such products; SB 1734, which sets guardrails for AI use in schools and requires district policies by 2027; and SB 1307, which removes statutory language conflicting with religious-freedom case law and passed after debate over whether it could open the door to funding religious entities. Other bills approved included SB 372 on carrying firearms in certain state-owned lodges and cabins, SB 1232 on escalating penalties for major copper theft damage, SB 1338 making the literacy-coach program permanent and tying Strong Readers Act dollars to district access, SB 1451 on voter-registration cleanup and reporting, SB 1463 extending the polygraph examiners board sunset, SB 1558 clarifying that some OJA youth in Level E group homes may remain served until age 19, and SB 1567 clarifying APRN prescriptive-authority rules and supervision compensation. The chamber also approved SB 1595, an anti-steering/anti-discrimination bill aimed at CDL training grants and workforce boards, and SB 1621, treating public law libraries as public entities represented by district attorneys. SB 1749, which lets the LP Gas Board create permitting and inspection rules for mobile food vendors and delegate inspections to more local permit holders, drew concern from some senators about added costs and burdens on food-truck operators but still passed. The Senate also advanced SB 1833, codifying the SNAP waiver executive order and limiting certain non-nutritive foods, with questions focused on how the restrictions would be communicated and applied. Most measures were passed by substantial margins, and several were declared emergency measures after final votes.

Summary: The Senate convened with a quorum, received the day’s invocation, introduced the Doctor of the Day and a group of pages, and recognized several visitors in the gallery, including nursing students and Talakawa Day participants. The chamber then took up Senate Concurrent Resolution 16, which honors Oklahoma women and recognizes March as National Women’s History Month. The resolution highlighted figures such as Kate Barnard, Angie Debo, Clara Luper, and Shannon Lucid. It was moved directly to the calendar, read, adopted by voice vote, and the author offered brief closing remarks. The Senate then considered several bills. Senate Bill 1457, extending the sunset of the Construction Industries Board to 2031, passed 40-3 and was also approved as an emergency measure. Senate Bill 1732, which updates fees and licensing fees for the Construction Industries Board to support expanded responsibilities and staffing, passed 35-9. Senate Bill 1317, allowing local school boards to decide whether to recognize a teacher’s earned career status when moving districts, passed 43-0 and was likewise approved as an emergency measure after questions about safeguards for potential bad actors. Senate Bill 1533, a cleanup measure for the Dignity and Burial Act requiring the veteran to have been an Oklahoma resident, passed 43-0. At the end of the session, leaders announced upcoming committee meetings and a weekly devotional. The Senate then adjourned until Wednesday, March 4, 2026, at 1:30 p.m.
