Finally, a representative presented for the Board of Licensed Professional Counselors. She explained that the board regulates licensed counselors and psychotherapy providers, meets frequently, and has two staff members. The board’s main request was for additional investigative capacity: a full-time investigator and related funding, because complaints are currently handled by part-time investigators, contractors, and sometimes board members, which can require recusals from hearings. She said the state auditor had recently flagged complaint backlogs at regulatory agencies, supporting the request. The board also sought funding for a contractual administrative position, salary progressions, and a one-time technology increase to modify its new licensing system for the counseling compact and better search functions. Members questioned the board about its large cash balance, which was reported at about $860,000, and whether it should provide fee relief or other benefits to members; the presenter said the board would look into that and noted that revenues had increased significantly in recent years, partly due to out-of-state and telehealth-related licensing demand.

At its second meeting on July 30, 2025, the Medicaid Oversight and Advisory Board approved the minutes from its June 25 meeting and received housekeeping materials, including follow-up information on provider taxes, mandatory and optional Medicaid services, and the 1115 community engagement waiver. The main presentation came from Katherine Castanza of the National Conference of State Legislators, who gave a nonpartisan overview of Medicaid provisions in HR1. Castanza also highlighted that the Medicaid provisions would take effect either upon enactment or before October 1, 2029, creating roughly a five-year implementation period. She noted that some states may not realize the same savings as the federal government because of financing changes and implementation responsibilities, and she cited estimates that the enacted Senate provisions could reduce hospital payments by 18.2%, or more than $660 billion over 10 years. The Senate opened with prayer and the Pledge of Allegiance, recognized guests including participants in the Southern Arizona Water Leadership Institute and the Doctor of the Day, and then proceeded through committee and floor action on a large slate of House and Senate bills. Early Committee of the Whole work focused on air quality and local regulation measures, including HB 2428 and HB 2875, both amended and recommended do pass. HB 2029 saw a failed floor amendment by Senator Sundareshan to broaden water-conservation analysis statewide; the amendment failed 13-14, and the bill later passed 29-0 after supporters said WIFA already performs the analysis. The Senate also advanced HB 2132, HB 2261, and HB 2428 from the Committee of the Whole, and later passed HB 2010 on advertising with an amendment concerning prorated refunds for digital goods.
The Senate then took up third readings and final votes on numerous bills, including election administration, radiologic technologies, probation, monuments, retirement, county water augmentation authority, technical registration, venue changes, firefighters, health-care institutions, AHCCCS, property tax, state agencies, tourism, employment relationships, motor vehicle warranties, the state fire marshal, and education. Several members explained votes on HB 2177, which concerned a Medicaid waiver issue affecting American Indian services, and on HB 2395, which emphasized physical education and school facilities. The chamber also concurred in House amendments to SB 1092, SB 1430, and SB 1479, then passed those bills on final reading. The meeting concluded with adjournment until April 8, 2026, at 10 a.m.

CHN reported the PCMH program remained steady at 124 practices and 553 sites, with 54.6% of the HUSKY population attributed to PCMH providers, and noted ongoing recruitment, provider turnover, and recent practice consolidations/acquisitions that will shift some sites to Yale and Hartford HealthCare. CHN also reported strong quality improvement engagement for 2026, with 83% of contacted PCMHs engaged, and said preliminary 2025 results showed improvement across measures.
The bulk of the meeting focused on DSS’s response to the June 1 CMS interim final rule on HR1. DSS explained that it had been building a medical frailty definition based on diagnosis codes and comparisons with other states’ approaches, but the new federal rule adds a requirement that the condition significantly impair a person’s ability to work or comply with community engagement requirements. DSS said it is still evaluating how to combine claims-based data with the new federal overlay, may submit comments to CMS during the open comment period through July 31, and is considering options such as self-attestation, especially given CMS’s allowance of self-attestation for calendar year 2027. Committee members raised concerns about the rule’s complexity, possible legal challenges, the need for a good-faith waiver or implementation delay, and the risk of noncompliance if the state gets the process wrong.
Members also pressed DSS for broader outreach, clearer public communication, training, and better reporting on implementation impacts and costs. DSS said it is developing a website, webinars, and a communications plan, and is working with community-based organizations, community health workers, and administrative services organizations to reach potentially affected members. DSS said it is also building a Medicaid pre-screener to help people determine whether they may be subject to work requirements. In the PCMH Plus discussion, DSS said it was not yet ready to present the 2024 quality data but would try to bring the Wave 3, Year 5 results and related quality/shared savings information to the July 8 meeting, along with the regular PCMH update and another HR1 update. The committee also discussed future agenda items including community health worker reimbursement, peer support services, and the inmate medical program.
