Bills: HB3183 , HB2999 , HB3787 , HB3499 , HJR1023
Committee: House Rules
Summary: The committee heard several measures and adopted PCS versions as working drafts before taking action. H.J.R. 1023, the biennial workers’ compensation fee schedule resolution, was presented as a vehicle to keep the schedule alive while the updated rates were still pending from the federal side due to the shutdown; it passed 8-0. House Bill 2999, which would prohibit requiring public officials to sign nondisclosure agreements, drew discussion about whether it should be broadened to cover litigation outcomes and other government transparency issues. The author agreed to strike the title and continue working on the language, and the bill passed 8-0 with the title stricken. House Bill 3788, as amended in PCS-2, would require officeholders to be U.S. citizens; members questioned whether the bill should also bar non-citizens from certain appointments, with examples raised about local boards and temporary appointments. The author said the intent was to focus on elected office, the Election Board assistant secretary said the bill reflected that intent, and the committee voted 9-1 to report it do pass, with the title still stricken for further work. The committee also advanced House Bill 3499, which allows special judges to hear applications for title matters, on a 10-0 vote. House Bill 3183, described by its author as a cost-saving measure related to electrical transmission infrastructure and protecting ratepayers from large loads, also passed 10-0. Throughout the meeting, members frequently used motions to adopt PCS drafts, move bills, and strike titles where language was still being refined before floor consideration.

Summary: The Senate convened with a quorum, opened with prayer and pledges, and recognized several visiting groups and honorees, including students from Wesleyan Christian School, Claremore Day participants, and a tribute to Dr. J. Craig for his Marine Corps service, chiropractic career, and aid to first responders after the Oklahoma City bombing. The chamber also welcomed a Cricket Oak High School AFJROTC unit and the Lincoln Christian wrestling team, both recognized for recent achievements. The Senate then adopted Senate Resolution 43 commemorating the 31st anniversary of the Oklahoma City bombing and honoring victims, survivors, and first responders. The Senate took up House Bill 1933, first rescinding prior action and then adopting a floor amendment to correct a drafting error and shift a penalty provision; the bill then passed 47-0. House Bill 4248, which would require purchasers of hemp beverages to be 21 and treat them similarly to beer for age purposes, passed 45-0 after brief discussion about whether it had medical implications. The Senate also adopted House amendments to Senate Bill 1847, described as a compassion bill that would have saved the state money, and passed it 35-11 before later approving it as an emergency measure with 43 ayes. The chamber next adopted House amendments to Senate Bill 1778, a major literacy bill adding early intervention, teacher training, and optional early ELA testing for second graders, along with good-cause exemptions; it passed 43-2 and then as an emergency measure. The Senate also passed House Joint Resolution 1086, approving rules from several agencies, by 42-4. Finally, the Senate advanced and passed a series of sunset-extension bills for boards and councils, including the Child Death Review Board, county government training commission, Board of Chiropractic Examiners, Board of Examiners in Optometry, Oklahoma Climatological Survey, several environmental advisory councils, and the Board of Tests for Alcohol and Drug Influence, with most later receiving emergency passage. The Senate concluded with announcements of upcoming committee meetings and adjourned until April 25, 2026 at 1:30 p.m.

Summary: The House convened with a quorum, offered an invocation, pledges, and a series of recognitions and guest introductions, including a memorial honoring J.B. White, a young Santa Fe basketball player killed by gun violence, and presentations for Disability Rights Awareness Day, Down syndrome advocacy, adult education and literacy, and Western New Mexico University’s 133rd birthday. Members also welcomed students, legislative fellows, and other guests, and several speakers used the announcements period to highlight community work, family milestones, and advocacy efforts. The chamber then received and referred several executive and Senate messages. Governor-authorized bills included HB 282 on school attendance enforcement and juvenile probation coordination, HB 292 creating the New Mexico Prison Rape Elimination Act, and HB 149 involving charter school facility financing; these were referred to the Judiciary or Appropriations and Finance Committees as applicable. The House also received Senate-passed bills and committee substitutes, which were referred to the appropriate House committees. In committee reports, multiple bills and memorials were adopted, including HB 4, HB 7, HB 65, HB 66, HB 80, HB 88, HB 96, HB 270, HB 280, HB 275, HB 285, HB 20, HB 166, HB 295, HM 46, HM 54, and SJR 1. On third reading, HB 38 on wheelchair insurance coverage was announced as being remanded back to the House Health and Human Services Committee for a simple amendment before returning to the floor. The main floor debate centered on HB 120, which addresses restraint and seclusion in schools. Sponsors said the bill is intended to improve student safety, clarify when intervention is allowed, require de-escalation and behavior-support training, improve documentation and parent notification, and prevent harmful or punitive practices. An amendment was adopted to replace the term “punishment” with “disciplinary action” and to add reporting to a legislative study committee. The bill then drew extended questioning about definitions, school resource officers, PBIS references, training requirements, data collection, and possible costs and liability, with sponsors emphasizing that the measure clarifies existing practice rather than imposing a specific curriculum or program.
