Summary: The committee heard testimony on SB 2433 SD1 relating to condominiums, which would direct the condominium education trust fund toward educational resources for unit owners and require the Real Estate Commission to ensure owners’ interests are represented in funded activities and related rulemaking. Supporters, including the Hawaii Real Estate Commission and a condominium owner advocate, said owners need a seat at the table in condo governance and education efforts. Committee discussion focused on whether the bill was necessary, with the Real Estate Commission indicating it could already use the trust fund for owner education and that owners are already considered stakeholders, though not through a specific commission seat. No vote was taken during the excerpted discussion. The committee then took up SB 2047 SD2 HD1 on pharmacy benefit managers, which would set requirements for maximum allowable cost reimbursement, allow reverse-and-rebill claims after successful appeals, and authorize fines for violations. The Insurance Division offered comments, the Hawaii Pharmacists Association supported the measure with amendments and suggested future PBM reform funding, and Kaiser Permanente requested a technical amendment. A committee question raised whether the staffing and resource request for implementation was too large for a bill focused only on MAC pricing, and the witness said he would provide more data to the next committee. No final action was shown. Next was SB 2425 SD2 HD1 on health insurance and substance use disorder treatment, requiring insurers to honor written assignments of benefits to SUD providers and prohibiting anti-assignment clauses. Supporters described patients being unable to access treatment because of high out-of-pocket costs and said direct payment would reduce harm for people in recovery. HMSA opposed the bill but said it would begin direct payments to non-participating SUD facilities effective March 27, while continuing to object to the assignment-of-benefits portion because of fraud and balance-billing concerns; the Hawaii Association of Health Plans also opposed. Members questioned HMSA about reimbursement mechanics and why the bill was needed if coverage policies were already changing. Finally, the committee heard SB 3045 SD1 HD1, which would require coverage of continuous glucose monitors and related supplies, including for Medicaid managed care, under certain conditions. DHS and the Insurance Division offered comments, while SHPDA, Hilo Benioff Medical Center Foundation, and others supported the bill, citing inconsistent access and a case in which a woman allegedly died after being denied a CGM. HMSA said it already covers medically necessary CGMs and had updated its policy in 2025 for type 1 and insulin-dependent patients, but it raised concerns about expanding mandated coverage to type 2 and gestational diabetes and about supply impacts. The committee also discussed whether the bill duplicated existing coverage standards and why it had been introduced repeatedly. No votes or final dispositions were included in the excerpt.

Summary: The Commerce Committee heard and acted on a long series of bills, with several strike-everything amendments. SB 1421, dealing with restrictions on financial institutions, check cashers, and remittances involving undocumented immigrants, drew strong opposition on constitutional and economic grounds and support from the sponsor as a sovereignty measure; the committee rejected a Villegas affordable-housing striker and gave the bill a due pass recommendation. SB 1254, a continuation/cleanup bill for the Industrial Commission of Arizona and its divisions, was explained as mostly renaming and administrative changes and passed unanimously after adopting the chairman’s striker. SB 1515 created a Public Safety Parity Fund for DPS and corrections retention bonuses funded by investment earnings from the Budget Stabilization Fund; law enforcement witnesses supported it as a needed retention tool, while some members objected to using rainy-day fund interest, and it passed on a split vote. SB 1206 updated homeowner protection rules for adjusters and contractors after disasters, limiting certain conduct during loss events and emergency responses, and passed unanimously after amendment. The committee also approved SB 1563, which continues the Barbering and Cosmetology Board and lowers some fee caps, after testimony that the board protects public health and sanitation. SB 1649 established a Digital Assets Strategic Reserve Fund; a Ripple Labs witness discussed self-custody options for unclaimed crypto, while an Aguilar striker would have required reporting on employers whose workers receive public assistance, but that amendment failed and the underlying bill passed. SB 1290, originally about HOA closed meetings, became a major debate over transparency versus privacy; opponents warned the Carter striker would force disclosure of sensitive member and employee matters, supporters argued HOAs should not take secret action, and the committee adopted both the Aguilar consumer-protection striker and the Carter HOA transparency striker before passing the bill. SB 1670, preempting local contractor licensing and allowing certain journeyman licenses, was amended with a Villegas striker aimed at landlord algorithmic pricing and passed unanimously. The committee continued the Arizona Department of Gaming, Racing, and Boxing/MMA commissions in SB 1671, with the chairman’s amendment narrowing reporting requirements and adding aggregate complaint reporting; the department said it had worked with auditors and supported the bill, which passed. The meeting then moved into SB 1747, beginning discussion of social media application requirements for developers and covered companies, including age verification and parental consent, but the transcript cuts off before further testimony or action on that bill.

Summary: The subcommittee on county and regional government heard a long agenda of county-related bills, with most measures left pending after testimony. HB 2097, by Rep. Martinez, would let counties that opt in use an independent hearing examiner instead of a civil service commission for certain deputy sheriff discipline appeals; the bill drew support from CLEET’s Robert Leonard, who said it would be fairer and faster, and it was left pending. HB 4642, by Rep. Gonzalez, would require counties that contract with out-of-state jail facilities to include Texas jail-standard protections and oversight; Gonzalez, detainee Jess Hampton, his wife, Texas Jail Project’s Krish Kundu, and TCJS director Brandon Wood all discussed deaths and poor conditions in Louisiana facilities, staffing shortages, and the need for guardrails and data collection. The bill was left pending. The committee also heard HB 4350, by Rep. Capriglione, allowing peace officers to request redaction of personal information from online real property records. Supporters said officers face targeted threats and should have protections similar to judges; a title industry witness warned about preserving the integrity of land records. The bill was left pending. HB 3687, by Rep. Harless, would require county fire marshals in counties over 100,000 to meet training and certification standards within set timeframes; Harris County Fire Marshal Laurie Christensen supported professionalization, and the bill was left pending. HB 4105 would let very large counties give a local-bid preference for construction and infrastructure contracts, and HB 4205 would require pay parity for similar law enforcement ranks within large counties; both were supported by Harris County officials and constables and left pending. Later, the committee heard HB 5403, which would repeal a special rule limiting Dallas and Tarrant county sheriffs’ control over commissary funds; the author said it would remove an outdated population bracket, and the bill was left pending. HB 4462 would require large counties to allow elected officials named in civil suits to seek outside counsel and have a role in settlement decisions; supporters argued county attorneys and commissioners court can have conflicts of interest, while questions focused on who qualifies and whether the bill could complicate settlements. The bill was left pending. Finally, HB 240, by Rep. Swanson, would restore a five-member quorum requirement for Harris County tax levies, effectively preventing tax action without all commissioners present and defaulting to the no-new-revenue rate if quorum is not met; urban counties opposed it as a potential budget obstruction, while supporters said it protects taxpayers and representation. That bill was also left pending. The transcript ends as the committee begins HB 3319, which would create a civil service system for constable department employees in large counties, but the discussion is cut off before testimony or action.
