Summary:
The Senate met with 23 members present, opened with prayer and the pledge, and then took up a long calendar of resolutions and House bills. Early action included adopting numerous Senate resolutions, such as studies on the Upper Pontchartrain Basin, economic development boards, remote notarization, retirement system investments in China, and several commendations. The chamber also concurred in House Concurrent Resolutions on the Louisiana Maneuvers museum/trail study, roundabout education, plumbing code review, and economic ties with Taiwan, with most of these adopted unanimously or near-unanimously. A special recognition was also held for 2025-26 Teachers of the Year from Senate District 15.
On the bill calendar, the Senate advanced a wide range of measures. Several bills dealt with education, public safety, and local government, including allowing virtual school students to participate in school activities, requiring mayoral training, updating rules for justice of the peace jurisdiction, and increasing penalties or fees in certain local matters. Other measures addressed health and human services, such as suicide prevention signage and 988 hotline placement on school IDs, Medicaid and provider payment rules, medical records fees for veterans, mental health protective custody procedures, and housing support for trafficking survivors. The chamber also passed bills on insurance, insurance-related venue rules, prompt payment to contractors, hazardous waste cleanup funding, and motor vehicle insurance requirements for out-of-state vehicles.
The Senate also approved several criminal justice and public safety measures, including school threat penalties, autopsy photographs as evidence, impaired driving-related provisions, and restrictions on cell-cultured food products and labeling. Additional bills covered economic development and business regulation, such as wood pellet and brick manufacturing incentives, digital asset custody, CPA licensure pathways, and licensing for motor vehicle/recreational product dealers. Most bills were passed by wide margins, though a few drew notable opposition, including the constitutional and policy measures on gender/sex terminology, child custody arbitration, and the out-of-state vehicle insurance bill. Many bills were amended on the floor before final passage, and motions to reconsider were routinely laid on the table.

Summary:
The Senate Aeronautics and Transportation Committee met and heard several transportation- and licensing-related bills. Senate Bill 1772, by Senator Peterson, would require headlights from sunset to sunrise and whenever windshield wipers are in use; after brief discussion about automatic headlights and enforcement, it advanced 8-4. Senate Bill 1958, by Senator Standridge, designated the I-35/Flood Avenue interchange as the Patrolman Mark Harris Memorial Interchange; after a question about the wording on the sign, it advanced unanimously 12-0.
The committee then considered Senate Bill 2010, which would require non-citizen applicants to provide proof of lawful presence, mark limited-term Real IDs, and require an annual report. Members raised concerns about definitions, proof requirements, and whether the language matched the stated intent; the author agreed to strike the title and work on the language, and the bill advanced 11-1. Senate Bill 1595, described as a consumer protection/accountability measure for CDL training schools and grant administration, drew questions about steering students, agency recommendations, and whether lists of schools would still be allowed; it also advanced 11-1.
Senate Bill 1687 would allow commercial driver training entities to proctor the written exam, and it passed 12-0. Senate Bill 1684, which requires companies doing highway remediation to carry liability insurance, was amended to set the minimum coverage at $3 million and to specify liability insurance; after discussion about subcontractors and safety, it passed 12-0. Senate Bill 1996, a memorial highway and bridge naming bill, was laid over after a question about whether the honoree was law enforcement, first responder, or military. The committee also announced that SB 1950 and SB 2052 would be laid over, and that it would meet again the following week to finish remaining bills.

Summary:
The House convened with a quorum, prayer, and the Pledge of Allegiance, then moved through a long morning of personal privileges, commemorations, and resolution introductions. Members recognized Coca-Cola United for its Louisiana economic impact and community work, designated April 7 as Coca-Cola Day, celebrated Ponchatoula Strawberry Festival Day, Dad’s Day, and other guests and honorees, including a science fair participant, Jack and Jill of America, and a birthday recognition. The House also introduced numerous resolutions on topics including awareness days, condolences, civic education, health, and local commemorations, and several were adopted or advanced without objection.
The chamber then took up a series of bills and committee reports. Among the measures advanced were bills on constitutional convention procedures, criminal justice and post-conviction relief, public meetings, health care, education, insurance, natural resources, and local government. Several bills were reported favorably or with amendments and moved to third reading, including measures on school resource officers, pharmacy benefit managers, rural health clinics, the LSU Energy Institute, and live broadcasting of public meetings. The House also passed bills recreating the Department of Treasury, requiring cash acceptance or cash-to-credit options at state public facilities, funding municipal fire and police civil service administration, naming a highway segment for Sgt. Michael J. Guillory, and clarifying legislative review of certain contract amendments.
Floor debate centered on a few substantive bills. HB 134, which would prohibit platforms from delivering pornography to minor accounts and authorize Attorney General enforcement, passed 98-0. HB 170, clarifying when the prescriptive period begins for certain construction-related claims, passed 89-7 after discussion of substantial completion and owner occupancy. HB 217, creating an optional property tax exemption for rehabilitation of blighted residential property, passed 83-13 after amendment. HB 259, addressing damage to infrastructure during broadband excavation and requiring notice, repair, and payment accountability, passed 98-0 after amendments. HB 308, requiring state public facilities to accept cash or provide a cash-to-credit machine, passed 98-0. HB 360, naming a highway memorial for Sgt. Michael J. Guillory, passed 101-0. HB 382, streamlining budget committee review of certain contract amendments, passed 96-0.
The House also debated HB 410, a privacy bill requiring notice when a participant in a direct in-person conversation is being recorded, with exceptions for law enforcement, evidence of crime, and certain civil or administrative proceedings. Members raised concerns about the scope of the exceptions, undercover journalism, and the relationship to Louisiana’s one-party consent wiretapping law, but the bill’s sponsor said it would not change criminal wiretapping law and was modeled on other states’ approaches. The transcript ends during that debate, with no final vote shown for HB 410.
