HB 3443, which raises oversized and overweight permit fees to help fund weigh stations and reduce pressure on the roads fund, drew questions about prior funding and was estimated by ODOT to generate about $15 million; it advanced on a 9-1 vote. HB 3882, creating a dedicated revolving fund for industrial access and lake access improvement projects, also advanced on a 9-1 vote. Testimony was generally supportive, with authors explaining the bills as administrative efficiencies, tourism promotion, or funding adjustments. ODOT and Service Oklahoma officials answered questions on fiscal impact and implementation, including that the electronic credential system would be integrated with manufacturers like Apple and Google at no state cost. The committee noted it had several more House bills to hear in coming weeks and then adjourned.

Summary: The Senate Judiciary Committee met and advanced a series of bills covering charitable organizations, mental health guardianship, human trafficking funding, CareerTech legal counsel, short-term rentals, racetrack protections, DUI penalties, public comment procedures, and eminent domain rights. SB 1534 clarified charity registration and fundraising rules and passed 7-0. SB 1473, the Courtney Smith Act, was amended to require a guardian’s presence at a ward’s intake assessment at an inpatient mental health center, but members raised concerns that the language could delay treatment; the sponsor agreed to keep working on it, and the bill advanced 6-2. SB 1379 would create a two-year AG pilot program to directly fund certified human trafficking agencies; despite budget concerns and questions about the $10 million cost, it advanced 8-0. SB 1743 would let CareerTech hire outside counsel with education-law experience and passed 7-1. The committee also approved SB 1769, which would allow short-term rental owners or their designated managers to require identification from renters and cancel bookings for discrepancies without penalty; members questioned discrimination concerns and platform penalties, but the bill advanced 8-0. SB 1195, protecting racetracks that were established before nearby development, passed 8-0. SB 1245, removing the 10-year look-back for repeat DUI-related offenses, advanced 5-3 after questions about lifetime felony exposure for a second offense. SB 1420, requiring public comment periods to occur before a public body votes or transacts business when public comment is offered, advanced 5-3 after discussion about whether public comment should be mandatory. Finally, SB 1945, as amended, would require agencies seeking eminent domain to provide the landowner’s bill of rights at the first offer, give the owner the appraisal or damage assessment used, remove a transfer-to-another-agency provision that could bypass the owner’s right of first refusal, and require the Attorney General to update the landowners’ bill of rights every two years. It advanced 6-2 after questions about impacts on transportation and other agencies. The committee then adjourned after noting possible future meetings, including a statutory review of child support standards.

Summary: The committee first approved the minutes and then took up Department for Medicaid Services regulations 907 KAR 23:010 and related rules. DMS explained that one regulation would establish a beneficiary advisory council and another would remove language barring coverage of GLP-1 drugs for obesity-related use. The department said coverage would still be limited by prior authorization and clinical criteria, with use tied to underlying chronic conditions such as diabetes or cardiovascular disease, and that the pharmacy and therapeutics committee would help set the detailed standards. Members discussed the potential health benefits, but several raised concerns about cost, timing, and whether the legislature and the Medicaid Oversight and Advisory Board should review the policy first. DMS said the drugs are already on the formulary, that current Medicaid users with diabetes are already covered, and that the fiscal impact was estimated using current utilization, rebates, and expected savings; the department also said it would only cover the drugs if subject to rebates. The committee then voted 5-1 to find 907 KAR 23:010 deficient. The committee next considered several emergency regulations from the Public Protection Cabinet’s Department of Alcoholic Beverage Control implementing SB 100. The rules covered tobacco, nicotine, and vapor product licensing, including the application form, denial standards, and transitional licensing. ABC counsel said the department had received about 5,500 applications and issued nearly 5,000 licenses, with additional provisional licenses issued to avoid interruption in sales after the law’s effective date. He said some applications remained pending because inspections and photographs revealed possible unauthorized nicotine vapor products, and the department was seeking documentation before approval. A staff amendment was adopted without objection before the ABC presentation continued.
