House Bill 2592, dealing with artificial intelligence use by state agencies and legislative ratification of temporary rules, was said to be generally acceptable except for provisions that would require the legislature to act within 30 days and by simple majority, which staff described as an impermissible attempt to bind future legislatures; it was recommended 5-2. The committee then approved a large mass motion covering many additional bills, memorials, and resolutions, all deemed constitutional and in proper form. Staff highlighted House Bill 2976 as one measure that may need amendment because of possible tension with the Arizona Supreme Court’s authority over justice court administration, though it was still included in the mass motion. The mass motion passed 7-0 with one absent, and the meeting adjourned.

Bishop explained that a federal pilot authority proposal failed in Congress, so the current approach relies on waivers, cost allocation plans, and possible state-level changes. The committee also discussed the relationship between DHS and workforce offices, the role of local workforce boards, how disability and vocational rehabilitation cases would be handled, and how the governor’s Restore Hope/Hope Hub and faith- and community-based initiatives might fit into the broader plan. Finally, the committee received an update on the Community College Higher Education Student Housing Program. Finance said the governor proposes about $11 million ongoing General Fund for debt service on approved student housing projects, and that 11 projects are in the financing pipeline, with two completed, three under construction, four in working drawings, and two in preliminary plans. Finance also noted that some projects have withdrawn and that about $81 million in bond authority remains unallocated, which the Legislature may need to address going forward.
