Summary: The Health and Human Services Committee heard a lengthy agenda of health care and public health bills. The first major item was HB 649, which would remove the paper supervision protocol for certified registered nurse anesthetists (CRNAs) and allow autonomous practice. The sponsor and supporters argued it would improve access, especially in rural areas, address workforce shortages, and reduce costs, while opponents from the medical community raised patient safety concerns and argued it would weaken physician oversight. After extensive testimony and debate, the committee reported the bill favorably by a vote of 18-7. The committee then unanimously advanced several other measures. HB 259, creating a special observance for fentanyl awareness and education, passed 23-0. HB 791, which codifies infant safety devices as an option for surrendering newborns and amends safe-haven law, passed as amended 25-0. HB 355, allowing schools to use FDA-approved emergency opioid antagonists rather than only naloxone, passed 26-0. HB 1119, requiring hospitals with emergency departments to adopt pediatric readiness policies, training, coordination, and assessment requirements, also passed 26-0 after two amendments. HB 431, changing the date for level-two background screening of athletic coaches to July 1, 2026, passed 26-0. Later, the committee approved CS for HB 907, the Florida Institute for Pediatric Rare Diseases or “Sunshine Genetics Act,” which would establish an opt-in newborn genome sequencing program at FSU and a statewide consortium for rare disease research; supporters emphasized earlier diagnosis and cost savings, and the bill passed 25-0. CS for HB 519, aligning state law with federal law on controlled substances for paramedics, passed 25-0. Finally, CS for HB 723, requiring the Department of Health to provide early-detection materials for type 1 diabetes to families of young schoolchildren, passed as amended 26-0. The meeting adjourned after all bills were reported favorably.

Committee: Senate Rules
Summary: The Committee on Rules met with a quorum and heard extensive debate on SB 734, which would repeal Florida’s wrongful-death medical malpractice exception that bars certain adult children and parents from recovering noneconomic damages. Senator Yarborough presented the bill as a fairness and accountability measure, while many family members testified in support, describing deaths they believed were caused by medical negligence and arguing the current law denies equal justice. Opponents, including physician and insurer representatives, warned the bill could increase malpractice exposure, premiums, defensive medicine, and physician shortages. The committee also considered two late-filed amendments: Senator Burton’s amendment would make Department of Health investigative findings admissible in court, and Senator Martin’s amendment to that amendment would broaden admissibility/discoverability to additional disciplinary and prior-adverse-incident records and insurance coverage facts. After debate, the Martin amendment was adopted, but the Burton amendment as amended failed on a roll call vote. The committee then reported SB 734 favorably without the amendment. The committee next unanimously reported CS for SB 86 favorably. That bill, by Senator Burgess, expands peer support protections for first responders to include support personnel; there was little debate and several law-enforcement-related organizations indicated support. The committee also took up SB 316 on series limited liability companies. Senator Berman explained that the bill creates rules for series LLCs in Florida, and a late-filed amendment, requested by the Secretary of State, delayed implementation by one year. The amendment was adopted and the bill was reported favorably. Finally, the committee considered CS for CS for SB 384, which requires municipalities seeking to annex state-owned land to notify the relevant county legislative delegation when the first public hearing is advertised. Senator Burton presented the bill briefly, there was no opposition or debate, and the committee proceeded to vote on the measure.

Summary: The Education Employment Committee held its first meeting and heard three bills. Chair Kennedy opened with remarks about the committee’s work and the goal of moving Florida from “excellent to eminent.” The committee first considered PCS for CS for HB 151 on private school participation in interscholastic sports and extracurricular activities. Representative Abbott explained that the bill would let private school students participate in sports at FHSAA member schools when their own school does not offer that sport, clarify treatment of single-sex versus co-ed teams, adjust FHSAA board appointment authority, require appeals panels to include a majority of member-school representatives, set timelines for eligibility appeals, and post appeals decisions online. An amendment by Representative McFarland added FHSAA board decisions to the transparency requirement. The bill drew supportive public testimony and was reported favorably as amended by a 19-0 vote. The committee then took up HB 549 on the “Gulf of America.” Representative Porras said the bill would align Florida’s geographic materials and academic standards with the federal designation replacing the Gulf of Mexico, with a later amendment to phase in the change only for materials adopted or acquired on or after July 1, 2025. Members questioned the timing, costs, and impact on instructional materials; the ranking member and others argued the bill was unnecessary and could burden districts, while supporters said Florida should lead in adopting the federal terminology. Public testimony included support from Florida Citizens Alliance and opposition from a speaker who called the bill a waste of time. The committee adopted the amendment and reported the bill favorably with committee substitute by a 16-2 vote. Finally, the committee considered CS/HB 85 on hazardous walking conditions. Representative Kendall described the bill as addressing elementary students who live within the two-mile walk zone but must cross interstates, freeways, highways, or ramps, and said the measure would provide bus service in those hazardous situations. An amendment clarified the language by tying it to the statutory definition of a limited access facility. Members from both parties described local safety concerns and personal experiences, while one member noted the likely added cost to districts. Public testimony listed opponents, but the chair later clarified they had submitted cards with the wrong bill number. The committee adopted the amendment and reported the bill favorably with committee substitute by a 20-0 vote, then adjourned.

Summary: The House convened with prayer, the Pledge of Allegiance, approval of the House Journal by a 121-0 vote, and a brief suspension of business for the Speaker to sign HB 2014. Members also observed a moment of silence for Butler County Fire Protection District Sergeant Commander Jatin Warren, who died in the line of duty, and the chamber introduced several guest groups, including Missouri Council on Aging representatives and county clerks. A resolution was also presented honoring former state representative K. H. Steinmetz for her 18 years of service in the Missouri House. The House then received committee reports recommending passage of HB 2934, HB 1800, and HB 1707. On third reading, HB 2974 passed 136-0 on telehealth and licensure reciprocity; HB 2934 passed 121-24 on consolidating St. Louis convention center governance; HB 2057 passed 137-10 on entertainment districts for Osage Beach and Chesterfield; the combined HB 1839/2921/3015 passed 120-19 on age verification for harmful online content; HB 1707 passed 149-0 to bar the Department of Revenue from taxing credit card processing fees; HB 2819 passed 145-0 to set rounding rules as the penny is phased out; and HB 2600 passed 148-0 to allow ambulance districts to combine resources for coverage. HB 1800, which reduces the inflationary growth factor for certain taxing districts from 5% to 3% and adjusts assessment ranges, drew the most extended debate over its effect on schools, fire districts, and taxpayers; it ultimately passed 82-61. Members also perfected HB 2774, which bars state and local governments from restricting equipment sales or use based on fuel source, and HB 2383, a utility infrastructure protection bill adding wired/copper infrastructure to existing critical infrastructure protections and setting penalties for theft or damage; HB 2383 was amended to align with the Senate version and then perfected. Finally, the House began debate on a combined bill package including HB 1664, 1610, 1645, and 2182, which would extend the statute of limitations for child sexual abuse civil claims while also shortening the general personal injury statute of limitations from five years to three; the child sexual abuse provisions drew broad support, while the tort-reform portion prompted sharp disagreement over access to justice versus business certainty.

Summary: The committee first heard Superintendent of Public Instruction Tom Horn’s annual State of Education address, which focused on school safety, academic outcomes, school choice, teacher pay, and opposition to DEI/CRT in schools and teacher preparation. Horn said the department has expanded school police officers, promoted Project Momentum and tutoring, supported cell phone restrictions in classrooms, and pushed for more phonics-based reading instruction and stronger university teacher-prep programs. Members questioned him about DEI complaints, cell phone implementation, ESA oversight, school safety funding, reading proficiency, and teacher compensation; Horn said ESA spending is reviewed and recovered when inappropriate, and argued teacher raises should come directly to teachers, not through districts. No formal action was taken on his presentation. The committee then considered HB 2008, which would prohibit public school libraries from using public funds to pay dues to professional library associations. Sponsor Representative Cooper argued the bill would keep school libraries politically neutral and prevent taxpayer money from supporting ideological advocacy, while saying membership itself would still be allowed if paid privately. Opponents, including a former librarian, a school board member, and the ACLU of Arizona, said the bill would undermine professional development, local control, literacy support, and constitutional rights of association and petition. Supporters said associations promote ideological content and that free professional-development alternatives exist. After public testimony and debate, the committee voted to return HB 2008 with a do-pass recommendation.
