Summary:

Members asked extensive questions about how the bill would affect election technology, software development, federal foreign-agent registration, educational exchanges, and the treatment of organizations such as CARE; the sponsor said the bill focused on ownership/control and foreign countries of concern, not specific components or general participation in events. An amendment by Senator Grall was adopted to clarify definitions, align penalties with willful violations, and specify that new ethics training content is additive.
