Supporters said it would encourage private investment in education and add instructional capacity; opponents argued it would favor wealthy private schools, do little for rural or high-poverty districts, and divert scholarship resources. The amendment was adopted unanimously, and the bill was advanced to final passage, with debate continuing at the end of the transcript.
