After recesses and discussion of the Public Utilities Commission’s role, the chair changed the recommendation from pass unamended to pass with amendments requiring the PUC to conduct a study, provide an interim report before the next session, and a final report the following session. That amended recommendation was adopted, and the meeting then adjourned with no further business.
