Summary: The first meeting of the Medicaid Oversight Advisory Board opened with Chair Ken Fleming and Co-Chair Rocky Adams welcoming members, explaining the board’s purpose, and introducing the diverse membership of legislators, providers, advocates, and state officials. Fleming said the board would meet monthly, allow public comment at the end of meetings, and operate transparently with materials posted online and distributed in advance. Both chairs emphasized that the board’s work would focus on improving Medicaid outcomes, efficiency, and oversight, while preparing for possible federal changes and avoiding premature assumptions about what Congress may do. Members then gave brief introductions describing their backgrounds in medicine, nursing, hospital administration, behavioral health, insurance, budgeting, pharmacy, and Medicaid administration. Several noted direct experience with Medicaid populations or managed care, including the Department for Medicaid Services commissioner, health plan representatives, hospital and clinic leaders, and legislators with health care backgrounds. The board also heard from Stephanie Bates of the LRC Office of Health Data Analytics, who said her office supports the General Assembly with health-related data, policy, and research and would serve as a resource to the board. Bates then began a presentation on Medicaid basics, explaining that House Bill 695 created the board and that the presentation would cover eligibility, enrollment, covered benefits, waivers, managed care, the budget, and the federal reconciliation bill. She described Medicaid eligibility as complex, noted that Kentucky had more than 1.4 million enrollees, and explained enrollment churn and the unwinding of pandemic-era continuous coverage. She also outlined mandatory and optional Medicaid benefits, the requirement that services be medically necessary and provided by enrolled providers, and the main waiver types used in Kentucky, including 1115, 1915(b), and 1915(c) waivers. No votes or formal actions were taken at this meeting beyond organizational setup and receiving the initial informational presentation.

Summary: The committee took up several energy, transportation, and land-use bills. HB 2428, dealing with county and ADEQ authority to issue voluntary permits certifying emission reduction credits for mobile and non-road sources, received neutral testimony from ADEQ and support from Maricopa County; the committee adopted the Griffin amendment and passed the bill 10-0 with a due pass recommendation. HB 2145, which expands who may request certain gasoline fuel reformulation actions and is contingent on EPA approval, also passed on a 5-4 vote after brief staff explanation and no amendment. The committee then considered HB 2331, a strike-everything amendment requiring electric utilities to ensure 85% of generating capacity serving retail load comes from “reliable resources” by 2030. Supporters, including the sponsor and Arizona Free Enterprise Club, argued it would protect affordability and grid reliability by favoring dispatchable power; opponents, including the Sierra Club and Rural Arizona Action, said it would effectively favor fossil fuels, raise costs, and limit cleaner resources. The committee adopted the amendment and passed the bill 6-4. HB 2795, which would bar counties from using zoning to block small modular reactors once federal permitting conditions are met, drew strong support from the sponsor and industry advocates who framed it as pro-property-rights and pro-nuclear, and opposition from county, city, and environmental groups who raised preemption, local control, safety, waste, and siting concerns; it passed 6-4. The committee also passed HB 2340, which allows the Power Plant and Transmission Line Siting Committee to evaluate proposed generating facilities along with transmission lines, on a 5-4 vote. HB 2400, an emergency measure to suspend the motor vehicle fuel tax in Areas A and C during part of the year and replace the lost revenue through state highway funding, drew opposition from cities and counties over transportation funding impacts but support from the sponsor and some members focused on gas affordability; the Griffin amendment was adopted and the bill passed 6-4. Finally, HB 2401 was introduced as a requirement for ADEQ to conduct a biennial review of available fuel formulations and their air-quality impacts in Areas A and C, but the transcript ends before testimony or action on that bill is completed.

Summary: The Military Affairs and Border Security Committee heard several bills. HB 2416 would appropriate $20 million for Department of Public Safety border support, including equipment, law enforcement positions, and grants to local governments for border-related enforcement and detention costs. Supporters, including the Arizona Sheriffs Association, said the funds are fully used each year and are largely spent on drug interdiction, especially against fentanyl and methamphetamine. Opponents argued the bill’s immigration-enforcement language was too broad and that the money should instead go to health care, education, food assistance, or prevention programs. The committee approved HB 2416 on a 4-3 vote. The committee also heard HB 2806, which would require county recorders, ADOT, and AHCCCS to use the federal SAVE system and report citizenship-verification results to JLBC and the Auditor General. The ACLU of Arizona opposed the bill, saying SAVE is not designed to determine voter eligibility, could wrongly flag eligible citizens, and would likely lead to litigation and confusion. Several members questioned the need for the bill, noting existing citizenship requirements and current use of SAVE in some agencies, while others supported it as a way to ensure only citizens access voting and benefits. HB 2806 passed 4-3. HB 2663, a technical cleanup bill updating military leave language for state and local employees serving in the National Guard or Reserves, drew little opposition and passed unanimously. HB 2759 would appropriate $500,000 to the Department of Veterans Services for a grant program with Yavapai County educational institutions to help veterans with emergency housing, equipment, professional development, and other shortfalls tied to delayed GI Bill payments. Testimony supported expanding help for veterans, but some members raised concerns that the bill was limited to Yavapai County and included private institutions; the sponsor and witnesses said it could serve as a pilot and potentially expand statewide. The committee approved HB 2759 on a 4-3 vote.

  • I'm happy to support this.
  • And so I think this is a long time in coming, and I support it. Thank you, sir.
Summary: The House convened with prayer, the Pledge of Allegiance, approval of the prior journal, and recognition of the Doctor of the Day and several guests and community groups, including correctional officer Jacob Polanco, Pima Community Land Trust representatives, student interns, and Arizona PTA members. Members also adopted a proclamation recognizing Kosovo’s Independence Day in Arizona, with remarks highlighting the Kosovo American community’s contributions to the state. The chamber then moved into Committee of the Whole on a calendar of bills and resolutions. HB 2307 and HB 2758 were considered first; HB 2307 received committee amendments and was recommended do pass, while HB 2758 drew extensive debate over groundwater transport in La Paz County. Supporters argued the measure preserved a transportation-basin framework and added protections, while opponents warned it would facilitate water export for private investors and harm rural residents. After a division and recorded vote, HB 2758 failed to receive a due-pass recommendation. The House also considered HCR 2003, a referral related to transgender athletes in sports, where supporters framed it as a fairness and women’s sports issue and opponents argued it targeted a small population and should be left to athletic associations; it received a due-pass recommendation. HCR 2047 and HCR 2002, both relating to Judea and Samaria, also received due-pass recommendations after remarks citing biblical and historical references. After the Committee of the Whole report was adopted, the House referred the approved measures to engrossing and noted HB 2758 failed. The chamber then took up third-reading votes on several bills, passing HB 251, HB 262, HB 272, HB 296, and HB 2459, with brief explanations on some votes, including support for a Buffalo Soldiers monument, AHCCCS-related changes, water infrastructure authority, and mobile home park utility billing protections. The House also heard personal privilege remarks and announcements, including comments on antisemitism after vandalism at a University of Arizona campus center, a request to wear pink or green in support of a murder victim’s mother testifying on a bill, tributes to Jesse Jackson and Bishop Peter Bowie, and committee meeting notices before adjourning until February 18, 2026.

Summary: The committee first received a lengthy presentation from JLBC staff comparing the JLBC baseline budget with the executive proposal. Staff said the baseline shows about $577 million in available cash above statutory formulas, but that major items not included—especially tax conformity, ongoing health and school repair costs, and new federal Medicaid/SNAP administrative requirements—would significantly change the picture. The executive budget was described as about $1.1 billion larger than the JLBC baseline, driven by revenue and spending proposals including border security funding, tax conformity, higher sports betting taxes, elimination of a data center equipment exemption, short-term rental and water surcharges, SNAP administrative and error-rate costs, and several one-time items that staff argued appear ongoing. Members also discussed rising caseloads and supplementals in developmental disabilities, Medicaid/Access, and education, including concerns about declining enrollment, possible fraud in Access, and the SNAP error rate. The committee then heard and passed SB 1032, which appropriates $1.5 million from the General Fund in FY 2027 to fund the Independent Correctional Oversight Office. Testimony from the sponsor and advocates emphasized the need for independent oversight of the Department of Corrections, transparency, whistleblower reporting, and avoiding federal receivership. The bill was given a due pass recommendation on a 10-0 vote. Next, the committee considered several transportation appropriations. SB 1064, as amended, would appropriate $3 million to ADOT for improvements along West Route 66 in Flagstaff; the mayor and local planning officials testified that the corridor is congested and dangerous, with significant growth and crash history. The bill passed 7-3. SB 1059 would appropriate $9.2 million for an additional right-turn lane at SR 87 and SR 260 in Payson; supporters cited severe backups and safety concerns, and it passed 7-3. SB 1062 would appropriate $1 million for an additional left-turn lane at US 60 and Superstition Mountain Drive in Gold Canyon; supporters said the intersection is a major bottleneck and safety issue, and it passed 6-4. Finally, the committee began hearing SCR 1004, which would place on the ballot a prohibition on photo enforcement systems used by local authorities or state agencies for speeding and red-light violations. The sponsor and public testimony argued that automated enforcement is unpopular, unconstitutional, and prone to abuse, citing allegations of campaign money tied to ticket revenue and forged judicial signatures on citations. The transcript cuts off during public testimony, before any committee vote on SCR 1004 or the remaining bills.

Summary: The Primary and Secondary Education Committee met and first considered Senate Concurrent Resolution 43, a proposal tied to the Southern Regional Education Board’s crisis recovery network. Senator West and Dr. Puit explained that, for an additional $10,000 in dues, Kentucky would help create a network of 40 trained counselors in each of the 16 Southern states to provide post-crisis stabilization and psychological first aid after events such as the Marshall County shooting. They emphasized that the effort would be complementary to local and state response, would run through the school district, would not replace therapeutic services, and would allow districts to coordinate parent notifications and other protocols as usual. Members asked about parent involvement and whether pastoral counselors could participate; the presenters said local districts would remain in charge and that pastors could be included if properly credentialed. The committee then voted, and SCR 43 passed with the expression of opinion that it should pass. The committee next took up Senate Bill 207, the School of Innovation Act, with a committee substitute. Senator West described the bill as creating an optional path for districts to contract with an outside education service provider for a three-year school-of-innovation model, aimed at turning around low-performing schools or supporting other schools that want to innovate. He said the model would preserve core district functions such as transportation, facilities, and SEEK funding, while allowing waivers from certain statutes and regulations inside the school building. The committee substitute also added a high-quality instructional materials component, creating a vendor-supported repository of vetted instructional materials that KDE would still control, with testing data used to evaluate whether the materials were improving outcomes. Members questioned how the proposal differed from existing district-of-innovation law and what safeguards would exist for students. Senator West said the bill would repeal the unused district-of-innovation framework and replace it with a clearer process and guardrails, including KDE oversight, attendance rules, and authority to shut down a school arrangement for financial malfeasance. He also said the model could work with local partners, including superintendents’ associations, and could be used by magnet or other schools, not only low-performing ones. The discussion also touched on whether the bill would allow more flexibility in choosing third-party providers and whether it could support longer-term recovery and even philanthropy in schools. The transcript ends during the discussion of SB 207, with no final vote shown in the excerpt.

Summary: The Higher Education Appropriations Committee met with a quorum present and announced that the budget rollout would be postponed until the following week. The committee first considered SB 1246, which expands the Linking Industry to Nursing Education Fund to support health science workforce shortages in addition to nursing. The bill, as amended by a strike-all, broadened eligible uses of the fund, allowed matching contributions from non-health-care partners, prioritized health-care partner contributions, and updated reporting requirements. Testimony in support emphasized that the program has already reduced hospital vacancy rates and should be expanded to allied health fields. The committee adopted the amendment, passed the bill favorably, and recorded the chair’s affirmative vote. SB 720 was temporarily postponed at the sponsor’s request after the chair noted it had been incorporated into a larger committee bill. The committee then heard confirmations for numerous trustees of state colleges and universities, including Chipola College, Tallahassee State College, Pensacola State College, Palm Beach State College, Pasco-Hernando State College, and St. Petersburg College. Appointees generally described their backgrounds and emphasized visions centered on affordability, student success, workforce training, dual enrollment, and alignment with local labor needs. Several highlighted strong nursing outcomes, including high NCLEX pass rates and job placement, while others pointed to expanding programs in welding, plumbing, electrical, cybersecurity, aviation, and other technical fields. Trustees from Tallahassee State and Pensacola State also discussed veterans’ services and health care coverage for college employees, respectively. After hearing from the appointees, the committee took up the confirmations as a block. Senator Calatayud moved to recommend confirmation of all appointees on the listed tabs, Senator Leek seconded, and the motion passed by roll call. The meeting concluded with no further business and adjournment.
