The committee also heard that SB 1381 would likely return as a pilot program in one county because of fiscal concerns, and SB 1386 was discussed as a limited courtroom-recording pilot rather than a full statewide rollout. SB 1582 passed after discussion of the meaning of “bona fide resident” and whether certain noncitizens could buy land.
