Summary:
The committee heard and advanced a wide range of bills focused on water safety, utilities, housing, transparency, and claims relief. CS/SB 848 on stormwater treatment was presented as a follow-up to prior water-quality legislation and reported favorably with one support waiver. SB 28, a claims bill for Reginald Jackson against the City of Lakeland, was also reported favorably. CS/SB 658, a bipartisan child-drowning prevention bill for rental properties, drew extensive testimony from child advocacy and drowning-prevention groups in strong support; amendments required rental license applicants to certify compliance and removed local-government add-on authority, and the bill was reported favorably. CS/SB 18, a claims bill involving the estate of a deceased minor and the Broward County Sheriff’s Office, prompted questions about settlement and responsibility but was ultimately reported favorably despite opposition from a waiver form.
Several utility and infrastructure measures were considered. CS/SB 1724 would regulate municipal utility service outside city limits, limit revenue transfers, require public meetings, and cap rate differences; an amendment added gas utilities, and the bill was reported favorably after testimony from municipal utility representatives and small-county advocates. CS/SB 1014 would require municipal utilities to extend water and wastewater service to certain nearby residential properties without conditioning service on annexation; an amendment narrowed the bill to residential uses and clarified capacity and grandfathering provisions, and it passed favorably. CS/SB 1102 would allow local infrastructure surtax revenue to fund body camera programs, with an amendment making the surtax authorization prospective and requiring a new referendum; it was reported favorably. CS/SB 260 on electric-vehicle storage in towing yards was amended to focus on storage only and to tie the higher fee to the period before fire-risk inspection, then reported favorably after testimony from insurers, fire officials, and EV industry representatives.
The committee also advanced education, housing, and ethics-related bills. SB 1264 would ease zoning and code barriers for small private schools and micro-schools, with supporters arguing it would expand school choice and opponents raising implementation concerns; it was reported favorably. SB 934 on Florida Keys areas of critical state concern was amended to remove a tax-exemption section that conflicted with the Live Local Act, then reported favorably. SB 1622 would provide a one-time waiver of late financial-disclosure fines under specified conditions and was reported favorably. Finally, CS/SB 1566 on local government spending and transparency required online posting of budgets and related materials, and an amendment added utility revenue reinvestment and other changes while removing DEI spending restrictions; the bill drew support for transparency but concern from small cities and counties about cost and workload, and it was reported favorably. The meeting ended with adjournment after senators recorded votes on selected bills.

Summary:
The committee met to consider a series of appropriation, reserve transfer, and grant requests. Early items included temporary appropriations for the Department of Education’s Educational Freedom Account program ($32 million), the State Crime Lab ($476,000), and DFA Assessment Coordination ($90,000), along with a $1 ARPA return from the Department of Health. The committee approved these items after brief questions, including a discussion about contract cost increases at Assessment Coordination and a clarification that the $1 ARPA item was simply an unused-funds return.
The most extensive discussion centered on the Department of Education’s EFA funding. Members questioned the growth in participation, the use of one-time funds and restricted reserves, and safeguards against fraud or improper purchases. Agency officials said about 44,000 students were being funded, that purchases are reviewed and flagged for unusual activity, and that homeschool students are not required to buy a curriculum so long as purchases are eligible and approved. The committee approved the EFA appropriation and related reserve transfer, and officials said the governor’s proposed budget would include the program in the RSA going forward.
The committee also approved a DHS reallocation request and reviewed a building authority loan for a data center power supply replacement. In the federal grant section, members discussed a Department of Agriculture request for Central Arkansas Water to acquire land in the Maumelle watershed. Debate focused on the environmental benefits versus local property-tax and development concerns in Perry County, with testimony from the agency, Central Arkansas Water, and Potlatch about watershed protection, public access, and potential development impacts. After extended discussion, the committee adopted a motion to defer the item to the full Legislative Council and asked the department to remove the Perry County portion from the request, limiting the grant-funded purchase to Pulaski County property. The committee then reviewed remaining items, including a Veterans Affairs pay-plan appropriation, and adjourned.

Summary:
The committee heard and advanced four bills. SB 110, by Senator Simon, proposed a broad rural communities package creating a state Office of Rural Prosperity, a Renaissance grant program for declining-population counties, higher SHIP housing allocations, new rural road funding, additional support for rural schools, and expanded rural health care resources. The bill drew extensive support from local officials, chambers of commerce, and rural advocates, with senators praising its local control and economic-development focus. It was reported favorably.
The committee then considered SB 218, by Senator Arrington, which would increase the ad valorem tax exemption for disabled ex-service members or their surviving spouses from $5,000 to $10,000. An amendment was adopted clarifying that the change applies beginning with the 2026 tax roll. The bill, as amended, was reported favorably. Next, SB 384, by Senator Burton, would require written notice to each member of the local legislative delegation when a municipality annexes state-owned land, and it also clarified related annexation language. After a brief question about the amendment, the bill as amended was reported favorably.
After a recess, the committee took up SB 68, presented by Senator Trumbull for Senator Martin. The bill would allow not-for-profit organizations such as hospitals to bond for debt service and related purposes, including construction and refinancing projects. With no amendments, no opposition, and no debate, SB 68 was reported favorably. The committee then adjourned.

Summary:
The Senate Committee on Local Government met with a quorum and took up a series of pending bills, voting to report several measures to the full Senate. SB 250, SB 375, HB 3093, SB 2419, SB 2605, SB 3029, HB 22, and HB 1392 were all reported favorably and recommended for the Local and Uncontested Calendar. SB 1957 was also reported out, but with one recorded no vote from Senator Paxton. The committee also adopted committee substitutes and reported them favorably for SB 1944, SB 2452, SB 2675, HB 2525, and SB 867, each with the recommendation that the original bill not pass but the substitute do pass and be printed.
SB 867 received the most discussion. Chairman Bettencourt explained that the committee substitute narrowed the bill’s application to housing finance corporation projects within the creating local government’s boundaries, clarified definitions related to HFC users, multifamily development, rent, and public benefit, adjusted underwriting and deadline provisions, and addressed tax exemption and payment-in-lieu-of-taxes issues. He also noted that an attorney general opinion request had been sent regarding HFC-related concerns and urged the committee to move the bill forward.
Near the end of the meeting, Senator West asked to be recorded as voting in line with his recommendations on the bills, except for SB 1957, on which he wanted to be shown voting against it. After that, the committee had no further business and recessed.

Summary:
The Senate Committee on Local Government met to consider a series of bills, many of them with committee substitutes. The committee adopted substitutes and advanced Senate Bills 1177, 1579, 1920, 2068, 3034, and 844, generally reporting them to the full Senate with recommendations that the original bills not pass but the substitutes do pass and be printed. Several of these measures were also recommended for the local and uncontested calendar. The discussion included SB 1579 on appointment of a receiver and sale or acquisition of certain abandoned, unoccupied, and undeveloped parcels; SB 1920 on property tax exemptions for cemeteries when no application is filed; and SB 3034 relating to the Doug Pickock Aggie Expressway, with a substitute aligning the bill with current transportation statutes.
The committee also advanced SB 434 and SB 1214 without controversy, both receiving unanimous committee approval. SB 1951, relating to penalties for filing red ditches, passed on a 4-1 vote, with Senator Cook voting no. SB 2183 and SB 2046 also passed on 4-1 votes. SB 2068, after adoption of a committee substitute, was reported unanimously. Members briefly discussed the practical issues behind the cemetery tax exemption bill and the need for a process when property owners are not identifiable.
At the end of the meeting, the chair noted that the committee might vote on additional bills after session depending on attendance. With no further business, the committee recessed subject to the call of the chair.

Summary:
The Transportation Economic Budget Subcommittee met with a quorum and heard four measures. First, the committee considered PCS for HB 1177, which originally addressed ad valorem tax exemptions for defense and aerospace operations and contract procedures for Space Florida. An amendment removed the tax exemption portion for later consideration in the tax package, and the bill then passed favorably after brief discussion about Florida’s competitiveness in the space industry.
The committee next took up a conforming budget bill on documentary stamp taxes, which redirects a portion of doc stamp revenue from general revenue to the State Transportation Trust Fund. The sponsor said the change restores a $60 million transportation funding stream with a corresponding general revenue reduction, while maintaining a net zero fiscal impact overall. Members asked about why the funding was being restored and how the money would be used, and the bill passed favorably.
Members then heard PCB 26-02, which re-creates the Emergency Preparedness Response Fund and adds restrictions and oversight. The proposal limits the fund to state appropriations for natural emergencies, requires legislative consultation for extended emergencies, keeps revenue in the fund, sends federal reimbursements to general revenue, adds quarterly reporting and inventory/accounting requirements, and sunsets the fund in 2030 unless reenacted. Testimony and debate focused on accountability, disaster response readiness, and concerns about prior uses of the fund; the PCB passed favorably.
Finally, the committee considered HB 953, which strengthens oversight of commercial driving schools by authorizing county tax collectors to enforce related statutes and inspections. The sponsor said the bill responds to fraud and misrepresentation in the industry and would help protect driver licensing integrity, especially in South Florida. After supportive testimony from the Miami-Dade Tax Collector’s Office and a lobbyist, the bill passed favorably. The meeting then adjourned.

Summary:
The Appropriations Committee met with a quorum and considered a series of bills, most of them receiving favorable reports. SB 132, as amended, would require the Department of Financial Services to contract for a study on whether Florida should recognize gold and silver as legal tender; an amendment advanced the report deadline to December 1, 2025, and the bill was reported favorably. SB 1050, also amended, expands the intellectual and developmental disabilities managed care pilot program statewide, emphasizes that enrollment is voluntary, adds transparency and reporting requirements for APD, creates a statewide family care council, and requires related studies and coordination; it was reported favorably after supportive testimony about reducing the APD wait list. SB 820 codifies the Office of Faith and Community in the Governor’s office, and the bill drew extended debate over church-state separation and concerns about political activity by the office; despite opposition from several senators, it was reported favorably. SB 1060 creates a joint legislative oversight committee for Medicaid financing and operations, with supporters citing the size of the program and the need for stronger legislative review; it passed favorably. SB 7032 presumes Medicaid eligibility for permanently disabled individuals receiving certain long-term services during redetermination, to prevent gaps in care, and was reported favorably with broad support. SB 12, a claim bill for a minor injured in a DCF-related case, was also reported favorably without opposition.
The committee also approved several infrastructure and tax-related measures. SJR 318 proposes an ad valorem exemption for certain tangible personal property used in agriculture or agritourism, such as equipment and tractors, and was reported favorably with support from agricultural and business groups. SB 818, as amended, revises utility relocation funding for public road and rail projects, shifting the financing structure after constitutional concerns were raised and adding a $50 million grant program; it passed after discussion of the impact on local governments and utilities. SB 1348 modernizes DMV services through tax collectors, adds a distracted driving course option, bans appointment scalping, and extends certain disabled parking permit terms; it was reported favorably. SB 1664 requires voter reapproval of local taxes, including tourist development taxes and local option sales taxes, when they expire, with special rules for taxes tied to revenue bonds; it drew significant debate over impacts on tourism-dependent counties and was reported favorably despite opposition from some members and local government groups. SB 1050, SB 820, SB 1060, SB 7032, SB 12, SJR 318, SB 818, SB 1348, and SB 1664 all received favorable committee votes, and the meeting ended with final missed-vote requests and adjournment.
