Summary: The Senate convened with a quorum, opened with prayer and pledges, and recognized several visiting groups and honorees, including students from Wesleyan Christian School, Claremore Day participants, and a tribute to Dr. J. Craig for his Marine Corps service, chiropractic career, and aid to first responders after the Oklahoma City bombing. The chamber also welcomed a Cricket Oak High School AFJROTC unit and the Lincoln Christian wrestling team, both recognized for recent achievements. The Senate then adopted Senate Resolution 43 commemorating the 31st anniversary of the Oklahoma City bombing and honoring victims, survivors, and first responders. The Senate took up House Bill 1933, first rescinding prior action and then adopting a floor amendment to correct a drafting error and shift a penalty provision; the bill then passed 47-0. House Bill 4248, which would require purchasers of hemp beverages to be 21 and treat them similarly to beer for age purposes, passed 45-0 after brief discussion about whether it had medical implications. The Senate also adopted House amendments to Senate Bill 1847, described as a compassion bill that would have saved the state money, and passed it 35-11 before later approving it as an emergency measure with 43 ayes. The chamber next adopted House amendments to Senate Bill 1778, a major literacy bill adding early intervention, teacher training, and optional early ELA testing for second graders, along with good-cause exemptions; it passed 43-2 and then as an emergency measure. The Senate also passed House Joint Resolution 1086, approving rules from several agencies, by 42-4. Finally, the Senate advanced and passed a series of sunset-extension bills for boards and councils, including the Child Death Review Board, county government training commission, Board of Chiropractic Examiners, Board of Examiners in Optometry, Oklahoma Climatological Survey, several environmental advisory councils, and the Board of Tests for Alcohol and Drug Influence, with most later receiving emergency passage. The Senate concluded with announcements of upcoming committee meetings and adjourned until April 25, 2026 at 1:30 p.m.

Summary: The Senate convened with 27 members present, heard a guest minister’s prayer for the National Day of Prayer, and adopted the pledge. The chamber then dispensed with the journal and received a legislative bureau report on numerous House bills. It also received House messages on several Senate bills and joint resolutions, including concurrence on multiple Senate measures with amendments, and introduced Senate Concurrent Resolution 63, which would request an audit of the fiscal note process. The Senate adopted Senate Resolution 86, which would prohibit eyeglasses with video or audio recording capability on the Senate floor without approval from the President. Several Senate bills were advanced, including measures on human trafficking training in schools (SB 83), bulletproof vests for peace officers (SB 143), dental care for cancer patients (SB 155), parental leave for educators (SB 157), election board compensation days (SB 202), child welfare and the state child ombudsman (SB 237), brain injury treatment coverage (SB 295), foreign-adversary contract review and homeland security (SB 388), school safety reporting (SB 450), and prompt-pay standards for health care claims (SB 465). Most of these bills passed the Senate unanimously or near-unanimously and were moved to reconsider, while SB 513 on public works average-bid contracting was amended and returned to the calendar. The Senate also took up many House bills, passing measures on voluntary portable benefits for independent contractors (HB 301), memorial highway and terminal designations (HB 358, HB 384, HB 428, HB 657, HB 675, HB 716, HB 972), insurance and health-related changes (HB 413, HB 450, HB 631, HB 680), workforce development (HB 680), and a seafood research authorization near Grand Isle (HB 669). Several bills were amended before passage, including HB 359 on election qualifying rules and HB 675 with an added memorial corridor for crossing guard Katie Wells. Other House bills were received but not acted on or were returned to the calendar. The session ended with committee announcements, a brief recognition of mothers in the chamber, and adjournment until Monday, May 11 at 2 p.m.

Bills: HB112, HB199, HCR9
Summary: The Committee on Trade, Workforce and Economic Development met with a quorum and moved quickly through a long agenda, hearing testimony and taking recorded votes on several bills. Early in the meeting, HB 2214 was laid out to exempt certain short-term residential leases and leaseback arrangements from flood-disclosure requirements; Texas Realtors supported the change, and the bill was left pending. The committee then voted out a series of pending measures, including HB 46, HB 186 (with a committee substitute), HB 431, HB 1147, HB 1154, HB 2468, HB 2488, HB 2788 (with a substitute), HB 2791 (with a substitute), HB 3260, and HCR 90, all reported favorably to the full House, with HB 1147 receiving two nays and the others passing unanimously or nearly so. A major portion of the hearing focused on HB 112, which would create a Texas Science Park district and commission to support advanced manufacturing and innovation sites. The bill’s author and supporters, including Samsung Austin Semiconductor, the Texas Association of Business, and the Governor’s economic development office, argued it would strengthen supply chains, attract investment, and support national security and workforce development. Testimony described interest from semiconductor and advanced manufacturing companies and referenced the model of foreign science parks such as Sinshu in Taiwan. HB 112 was left pending after testimony. The committee also heard HB 3698 and HB 3699, both related to unemployment insurance administration. HB 3698 would expand eligibility for the Reemployment Services and Eligibility Assessment program using federal funds, while HB 3699 would tighten the definition of “last work” to help the Texas Workforce Commission investigate UI fraud. Both bills were discussed with TWC resource witnesses and left pending after the committee withdrew the substitutes. HB 1349, which would extend HOA transparency and property-rights provisions to condominiums and refine HOA rules, and HB 621, which would require HOA meeting spaces to be available for residents to reserve for qualified political candidates or elected officials, were also heard and left pending. Finally, the committee heard HCR 9 to designate the first Saturday of each month as Small Business Saturday, HB 199 to index unemployment benefit duration to the state unemployment rate, and HB 3466 to exempt certain cancelable service contracts from Texas’s in-home sales cooling-off law; each drew supportive and opposing testimony and was left pending before adjournment.

Summary: The Senate Committee on Natural Resources met with a quorum present and took up several bills, mostly as pending business. HB 1089, creating the Gulf Coast Protection Account to be administered by the General Land Office, was laid out as the House companion to SB 795; Senator Alvarado moved it be reported favorably, and it passed the committee 8-0. The committee also adopted a committee substitute for HB 2970 and then reported it favorably 9-0, despite the motion wording recommending the substitute in lieu of the original bill. HB 2890, HB 1238, and HB 206 were each laid out and reported favorably to the full Senate by 9-0 votes. For each bill reported favorably, members also approved motions to place the bill on the local and uncontested calendar, with no objections. The transcript reflects brief procedural repetition and some garbled audio, but the actions are clear: the committee advanced all measures considered during the meeting without recorded opposition. The chair then announced there was no further business and the committee stood in recess subject to the call of the chair.

Summary: The Senate Committee on Natural Resources met with a quorum initially lacking, then took up several bills and heard brief testimony. HB 206, by Rep. Craddick, would prohibit counties from requiring cash bonds as a condition for pipeline construction approvals, while still allowing other forms of financial assurance; the sponsor and a Target Pipeline witness said cash-bond mandates create unnecessary costs and uncertainty, and the bill was left pending. HB 2890, by Rep. Patterson, would create an interstate compact among Gulf Coast states to coordinate and support the liquefied natural gas industry; the sponsor emphasized LNG’s economic importance and said the bill mirrors prior compact language that does not require congressional approval, and it was left pending after no public testimony. HB 1238, by Rep. Geren, would let TCEQ use third-party inspection reports and remote technology when reviewing proposed Class I injection wells; the sponsor and a uranium industry witness said it would streamline regulation and support industry, and it was left pending. HB 2970, by Rep. Paul, the House version of SB 410, would require the Gulf Coast Protection District’s final gate design to accommodate two-way vessel traffic and allow the governor to appoint the district’s presiding officer; the committee substitute was explained and the bill was left pending. With members scattered in other committees, the chair said the committee would recess and later reconvene to vote and complete its work.
