Other witnesses, including teachers, voters, attorneys, former officials, and advocacy representatives, echoed that the measure undermines democracy and appears aimed at preventing Duncan from taking office. Senator Morris denied personal targeting and said the bill was about abolishing an unnecessary office, but acknowledged litigation was likely. The committee also adopted a three-minute rule for testimony by a 10-3 vote, then began hearing public testimony, with the first witnesses overwhelmingly opposing the bill.
