Committee members asked questions about the tax incentive threshold, the timing and mechanics of the right of first refusal, and whether the bills would affect sale prices or business succession. Rep. Kristen Kassner also testified on H. 490, which would create a special commission to inventory the Commonwealth’s built environment, infrastructure, permitting, and land-use barriers to help Massachusetts adapt vacant or underused spaces for the next economy.
