Summary: The Finance Division II committee heard a Department of Education budget presentation from Commissioner Frank Edelblut and CFO Tammy Valen-cour. The department outlined its organizational structure and emphasized that it functions largely as a flow-through agency for school funding. The commissioner reviewed general fund and Education Trust Fund items, including state aid, dropout prevention, special education, building aid, lease aid, charter schools, Education Freedom Accounts, and the district adequacy calculation. He also highlighted the public school infrastructure fund, saying the state has invested well over $50 million in school safety since 2018 for measures such as access controls, locks, and window film, and argued that safety spending should be ongoing rather than reactive. Members asked about the variability in the school infrastructure line, special education aid, and the Discovery Education learning platform. Edelblut explained that some safety funding had come from one-time surplus appropriations rather than the agency line, and said special education aid was underappropriated because districts submitted more invoices than expected; he said the governor added $16 million to address the shortfall. He also described CTE renovation funding, noting four projects were initially proposed but only Jaffrey and Milford were still moving forward, with local votes required and the state covering 75% of costs. He said Milford’s project was omitted from the governor’s budget by oversight. The department also reviewed enrollment trends, noting public school enrollment has fallen from about 230,000 students in 2002 to about 185,000 today. Edelblut clarified that charter students are not eligible for Education Freedom Accounts, while EFA students attending non-public schools are counted as EFA students. He described several one-time surplus-funded initiatives, including Student Clearinghouse, MTSSB work, civics curriculum development, computer science education, and adult education. He also discussed a $4 million CTE tuition and transportation grant, saying it was kept as a competitive grant rather than a formula grant to avoid creating an ongoing maintenance-of-effort commitment that could jeopardize federal Perkins funding. In the final portion, Edelblut identified prioritized needs in the department’s budget, especially funding for a state administrator for assessment to support the legislatively required civics assessment, and additional support for the Discovery Education platform. He said every school in the state is using the platform and cited more than 1.5 million educator engagements, while a member raised concerns about mixed reviews and uneven district awareness of the program. No votes or formal actions were taken during the presentation and question period.

Summary: The Assembly Budget Subcommittee on State Administration heard several budget proposals from CDTFA, the Board of Equalization, and the Franchise Tax Board. The first panel focused on cannabis, hemp, flavored tobacco, and related enforcement. CDTFA requested ongoing funding to implement cannabis tax changes, enforce the new intoxicating hemp restrictions and flavored tobacco seizure authority, and continue compliance work. The department said it is targeting illicit product, protecting licensed businesses, and using referrals from the public and lawmakers to focus inspections. The LAO supported some of the proposals but urged the Legislature to treat them as part of a longer-term enforcement strategy and raised concerns about the use of General Fund support for cannabis enforcement. Public testimony on the cannabis item largely supported stronger enforcement and funding for the legal market. The committee also heard CDTFA’s request to reappropriate funds for an upgrade to the CROS tax collection system, which would improve taxpayer services, security, and software maintenance without adding new money. A separate CDTFA proposal would make all delivery network companies, such as DoorDash and Uber Eats, marketplace facilitators for sales tax purposes. CDTFA said the change would reduce confusion for restaurants and improve compliance, while the LAO questioned whether the proposal functioned more like a tax increase because it would also capture service fees. Members raised affordability concerns, but the proposal was framed by the administration as a parity and compliance measure. The subcommittee then considered a governor’s proposal for a sustainable aviation fuel tax credit. Finance argued the credit would help decarbonize aviation and support in-state production, while the LAO recommended rejection, citing cost, uncertainty about environmental benefits, possible diversion of diesel excise tax revenues from transportation programs, and concerns about consistency with voter-approved transportation funding rules. Testimony from airlines, labor unions, airports, and refinery workers strongly supported the credit, emphasizing union jobs, refinery conversions, and emissions reductions, while fuel retailers and some others warned about fiscal risk and higher fuel prices. The chair and some members expressed support for the proposal despite the funding concerns. Finally, the BOE presented an IT modernization project for state-assessed property administration, saying the current system is outdated and manual and that a new system is needed to improve accuracy, cybersecurity, and workflow efficiency, especially with a likely increase in workload from new VoIP assessments. The LAO asked for more justification for the timing, but BOE said the urgency stems from aging systems and growing workload. BOE also requested modest funding to implement SB 293 changes to intergenerational property transfers and wildfire relief guidance, which the LAO did not oppose. The Franchise Tax Board began its presentation on the final phase of its Enterprise Data to Revenue modernization effort, describing the project’s rollout across audit, collections, legal, and filing enforcement workloads and noting it is now in a warranty period.

Summary: The Joint Committee on Public Service held its third hearing of the 194th General Court session, taking testimony on several individual bills and home rule petitions, mostly involving retirement and pension-related relief. The committee chair outlined hearing procedures, including three-minute limits for individuals, ten-minute limits for panels, livestreaming, and the deadline for written testimony. At the end of the hearing, the chair noted that House matters heard that day must be reported by Friday, July 11, 2025, subject to extensions, and the committee adjourned after testimony concluded. Several witnesses supported bills seeking retirement credit or pension adjustments for public employees. These included H. 2917 for Dedham-Westwood Water District employees seeking pension buy-in credit; H. 2976 for Eileen Mullen to purchase creditable service for teaching in a criminal justice pilot program; H. 2996 for Virginia Cummings, a retired Department of Correction lieutenant seeking greater pension parity; H. 2977 for Wendy Lopieri to buy back part-time community college service; and H. 2989 for Wayne Taylor, who said he was mistakenly credited for fewer years of select board service than he expected. Testimony emphasized long public service, injuries, and what witnesses described as unfair denials or flawed interpretations of retirement law. The committee also heard testimony on bills involving post-retirement earnings and disability-related relief. Kevin Blanchett testified in opposition to H. 2931, arguing it would improperly reduce money owed to a regional retirement system and its members, while the bill’s sponsor argued the retirement board was seeking an excessive recovery based on law firm gross earnings rather than the individual’s earnings. Jamie Magarian described severe injuries from a 2018 crash and urged favorable action on his bill, with support from the State Police Association. Michael Palmer testified in favor of S. 1841, seeking to extend prior violent-crime retirement income-cap relief to his case after being shot on duty and later finding that even part-time private-sector work exceeded his retirement earnings limit.

Summary: The Senate Standing Committee on Agriculture first moved through a series of animal welfare bills, reporting all of them to the floor. The measures included bills on sentencing for aggravated cruelty to animals, additional aggravated cruelty provisions, penalties for animal abandonment, requiring owners or lessors of vacated properties to inspect for abandoned animals, and restricting surgical depopulation procedures on dogs and pets. Members generally expressed support, and each bill advanced by motion and voice vote with no noted opposition or recusals; one additional bill was held by the sponsor. The committee then heard from Agriculture and Markets Commissioner Richard Ball, who gave an update on state and federal agriculture issues. He discussed the Northeast Dairy Business Innovation Center, federal farm bill negotiations, specialty crops, labor and H-2A reform, dairy margin coverage concerns, possible cuts to EQIP, organic certification funding, trade and USMCA review, tariffs and input costs, and disaster concerns affecting Long Island seafood producers. He also highlighted state programs such as Nourish New York, Dairy Modernization, farm-to-school efforts, and workforce development initiatives. Members asked questions about raw milk sales, H-2A labor, solar siting on farmland, farm-to-school expansion, tariff impacts, and support for farmers facing federal cuts and rising costs. Ball said raw milk sales remain limited to licensed on-farm sales with inspections and warnings, supported reform of H-2A and broader labor policy, urged protecting prime and actively farmed land from solar development, and emphasized the need to preserve food access programs like Nourish New York and farmers market nutrition benefits. The meeting ended after the commissioner’s testimony and member discussion, with no further formal action beyond the earlier bill reports.

Summary: The committee was called to order, the Pledge of Allegiance and prayer were offered, and the minutes from the previous meeting were approved. Members then received a memo summarizing major audit items and began hearing audit presentations from the State Auditor’s Office and private auditors on a range of state agencies and organizations. Several audits were reported as clean, including the Bank of North Dakota, the North Dakota Guaranteed Student Loan Program, the Office of the Governor, the Office of the State Treasurer, the Office of Management and Budget, the Department of Transportation’s flexible transportation fund, Lake Region State College, and the Department of Environmental Quality. The North Dakota Stockmen’s Association also received an unmodified opinion, though repeat findings were noted for limited segregation of duties and financial statement preparation due to its small staff. The Council on the Arts audit found two findings: payroll charged to federal awards without adequate timekeeping records, and unallowable expenditures from a restricted cultural endowment fund. The Department of Public Instruction audit identified unsupported scholarship applications in the paraprofessional-to-teacher program, though additional testing showed the funds were used for their intended purpose. The most extensive discussion centered on the North Dakota Racing Commission audit, which identified four findings: overspending the promotion fund’s 25% operating limit, grant conditions not being met, improper Breeders Fund awards, and improper procurement for advertising services. Racing Commission director Bruce Johnson acknowledged complacency and weak controls, said the agency would tighten procedures, and explained that the commission had since worked with procurement and would follow the rules more closely. Auditors also explained that the commission would now be audited every two years because of the findings. Another major discussion involved the University of North Dakota School of Law, where auditors found a lack of documentation supporting admissions decisions for post-baccalaureate programs. UND officials said they remain in good standing with the American Bar Association but agreed better documentation and tools are needed; the committee pressed for more transparency and follow-up on admissions criteria. The committee also received an update on Dakota College at Bottineau, where Minot State University reported that bank reconciliations had been brought current after a significant backlog and would now be maintained through shared services. Members requested a written follow-up report on the issues and corrective actions. Finally, the North Dakota Fair Association explained that its foundation has been dissolved and remaining funds were transferred to another nonprofit for continued support of the state fair, and the Department of Public Instruction provided an update on school meal debt, saying the reported amount was about $1.1 million from a partial district survey and that debt remains a local issue, though it could be revisited if school meal funding changes.

Summary: The presentation focused on Think Small’s recommendations for Minnesota child care licensing modernization, including a proposed three-tier system for early care and education: unregulated “trusted caregivers,” state-licensed health and safety programs, and “recognized” early care and education programs that would pursue board-approved quality pathways. Dr. Nicole Smarillo said the recommendations came from an extensive engagement process with providers and field experts, and emphasized that the goal is not deregulation but a right-sized system with clearer funding aligned to state expectations, a reduced and more health-and-safety-focused licensing framework, and a profession-led quality system with multiple pathways rather than a single rating model. A major recommendation was creating a Minnesota Board of Early Care and Education with real decision-making power, made up of providers, families, and experts. The board would set quality expectations, approve multiple recognition pathways, address professional qualifications, advise on funding and supports, and monitor policy impacts on child outcomes, supply, and workforce stability. Presenters said the current Parent Aware system would be replaced in this future model, and that programs would have a roadmap from health-and-safety licensing to a time-limited candidate status and then to recognized program status. Several providers testified in support of the framework. Shauna Maranovich said the process welcomed field voices and produced recommendations grounded in proximity expertise. Cindy Cunningham, a licensed family child care provider, said the proposal reflected provider feedback, supported a Minnesota-specific model, and would separate health and safety licensing from quality improvement while reducing fear-based enforcement. Maria Harms, a child care center operator, said current licensing is overly burdensome and that the board and multiple pathways would better reflect day-to-day practice and reduce silos across program types. Candace Yates of Child Care Aware of Minnesota supported aligning supports with quality pathways and said the system needs a shared floor for quality and more continuous, less fragmented support. No votes or formal committee actions were taken in the excerpt.

  • Yeah, we have a significant agreement regarding training costs with UT Southwestern and other schools
  • But I would say, I think every year Our training costs exceed CPI.
  • And so, I know that this has made a significant investment in training physicians, nurses, and others
  • They require very specialized training, training that the city cannot afford.
