Multiple organizations and individuals testified in support, emphasizing the harms of youth cannabis use and the need for prevention and treatment resources. Members asked what the department currently does, whether it is fulfilling existing law on science-based cannabis information, and what kinds of treatment would be provided; the department said services would mainly be intensive outpatient, outpatient, counseling, and related youth-focused supports. No vote was taken during the hearing.
