The amendments changed the title and text to urge the counties, Congress, and other relevant agencies—not the state alone—to provide increased and sustained funding, and added language urging all of those bodies to seek federal grants. The AEN committee then voted to pass HCR 130, HD1, as amended, and the HRE committee also voted to pass it with amendments. The motion was adopted in both committees.
