Summary:
The Senate convened on the final day of session, heard an invocation, recognized guests and pages, and outlined a tentative plan for multiple sessions and breaks through the day. The chamber then took up several messages between the Senate and House, including a refusal to concur in House amendments to Senate Bill 311 on the Blueprint for Maryland’s Future and the appointment of conferees, as well as a House message on House Bill 9007 establishing a conference committee on third-degree assault.
The Senate also considered a series of second-reader bills. House Bill 6, requiring MHEC to collect data on pregnant and parenting students, was amended to exempt Maryland Global Campus and limit certain provisions to public senior higher education institutions and community colleges before being ordered to third reading. House Bill 182, concerning replacement of faithless electors, was amended to conform with Senate Bill 237 and then passed. House Bill 575, creating excused absences for student civic engagement, drew the most discussion; senators asked about the definition of civic engagement, county discretion, and whether students could use the bill for repeated protests. The floor leader explained that county boards would retain discretion and that the bill would not require weekly absences. The bill’s two amendments were adopted and it was sent to third reading.
Additional measures passed with little or no opposition. House Bill 640 revised boards, commissions, and reporting requirements; House Bill 1335 required an independent study of IT and cybersecurity staffing and pay; House Bill 587 created a work group to review transportation procurement procedures; House Bill 854 established a nonpublic special education school renovation program; and House Bill 898 adjusted economic development provisions, including VLT proceeds and film tax credit language, after questions about the general fund impact. The Senate also advanced House Bill 1247 on Prince George’s County tax increment financing for an immersive entertainment venue, with amendments making it an emergency bill and addressing zoning and outdoor advertising issues.

The House also passed Senate Bill 2230, expanding authority for electronic hearings, notices, and certain electronic orders and warrants for justice, circuit, and county court judges on misdemeanors, by 116-0. Senate Bill 2631, creating a Mississippi Grain Indemnity Act to help grain producers recover losses if a buyer goes bankrupt, passed 121-0. Senate Bill 2637, giving the Northeast District livestock shows flexibility to move locations if facilities are inadequate, passed 121-0 after questions about the Verona site and possible improvements. Senate Bill 2648, allowing MSU Extension Service assistance with poultry litter plans and amended to include Alcorn State University in developing comprehensive nutrient management plans, passed 121-0. Senate Bill 2809, concerning ag theft officers’ firearm rights in the event of death or retirement, passed 116-2. Senate Bill 2638, removing a reverse repealer from a meat-labeling bill, passed 119-0.
The House also began consideration of Senate Bill 2399, which would authorize DPS security personnel at certain Mississippi Department of Agriculture facilities to respond to security alarms because those facilities were omitted from the Capitol complex security arrangement. Summary:
The Senate convened with a quorum present, received an invocation from Dr. Reginald Anderson, and recited the pledge of allegiance. The journal and committee reports were dispensed with by voice vote. Early in the meeting, senators also introduced guests, including Dr. Adrian Gilliam Pierre as doctor of the day and several school groups and community visitors in the galleries.
A major portion of the session was devoted to recognizing student athletes and coaches through commendation resolutions. The Senate honored the Northside High School Gators boys basketball team for winning its first Class 2A state championship, the Morton High School Panthers boys basketball team for winning the 2025 Class 4A title, East Rankin Academy teams for multiple championships, Simpson County Academy’s boys cross country team and Lily Overby, Brookhaven Academy’s fast-pitch softball team, and several other schools and programs. The chamber also recognized Mississippi artist Castro Coleman (Mr. Sipp) for his music contributions, and later introduced the Meridian High School Choir, Brookhaven Academy fifth graders, and David Hoke, who has delivered Bibles to all 50 state legislatures.
The Senate then took up nominations and approved three by advise-and-consent: Kent Gerard Nico to the Mississippi Hospital Equipment and Facilities Authority, Marcus Jones Martin to the State Tax Appeals Board, and Keith Allen Williams Jr. to the Mississippi Business Finance Corporation. After that, Senator Kirby moved to suspend the rules and take up a large block of commending resolutions, which the Senate agreed to consider together. The block included numerous resolutions honoring schools, athletes, educators, and community figures, and the Senate agreed to proceed to final passage by roll call with no objection noted.

The committee opened a hearing on multiple health-related bills and first took up HB 2315, which would create a Department of Health pilot program allowing eligible employees to defer unused vacation leave in exchange for a payout to help with home purchase assistance. The Department of Health testified in support, saying the proposal could aid recruitment and retention, and United Public Workers also supported it as a creative, cost-effective benefit that could help employees become first-time homebuyers. The chair likewise praised the department’s effort, and there were no questions or opposition before the committee moved on.
The committee then heard HB 2562 on workplace violence in health care settings. The Department of Health said it preferred requiring licensed hospitals to adopt workplace-violence prevention policies and public reporting rather than creating a new state program. The Department of Labor and Industrial Relations said it appreciated the intent and explained that, absent a specific standard, enforcement would rely on OSHA’s general duty clause, guidance, and inspections. Nurses and the Hawaii Nurses Association gave emotional testimony describing harassment, threats, doxxing, and fears for patient and worker safety, arguing that existing processes were too slow and that hospitals needed immediate, enforceable requirements. The committee discussed current hospital alarm systems and OSHA enforcement, and Labor said it does inspect hospitals and can receive complaints from employees.
HB 1532, concerning importation of large cigars and pipe tobacco, was announced as deferred at the request of the bill’s author so it could be refined with proponents and the Attorney General. The committee also discussed HB 1857, a very large measure redefining qualified health care provider and making extensive changes to health care law; the chair said the House would likely pass it without substantive changes and instead defer the effective date while using the Senate companion bill as the vehicle. Testimony on HB 1857 was generally supportive, including from the Hawaii Association of Nurse Anesthesiology and a certified genetic counselor, though both referenced proposed amendments.
Finally, the committee heard HB 2209, which would require insurers to honor a patient’s written assignment of benefits to a substance use disorder treatment provider. The Insurance Division and HMSA opposed the bill as drafted, arguing it would create a special class of providers, raise fraud and litigation concerns, and potentially increase premiums. Treatment providers and advocates strongly supported the measure, saying insurers often refuse direct payment even when patients assign benefits, forcing families to front large sums and delaying access to residential treatment; they argued the bill would improve access and help keep care in Hawaii. A psychiatrist testified that he had not seen fraud in Hawaii and that the bill could help address long wait times for life-saving treatment.
